I l tema della qualità dell'aria nella pianura Padana è da molti anni un argomento critico: il pr... more I l tema della qualità dell'aria nella pianura Padana è da molti anni un argomento critico: il progetto Prepair (Po Regions engaged to policies of air), finanziato nell'ambito del Programma Life dell'Unione europea, mira a realizzare azioni nel bacino padano e in Slovenia al fine di migliorare la qualità dell'aria nel rispetto della normativa europea e nazionale. Il progetto nasce per supportare l'implementazione di alcune delle misure incluse nei Piani regionali e negli Accordi di bacino stipulati negli ultimi anni, rafforzando in questo modo efficacia, sostenibilità e durabilità dei risultati grazie agli sforzi coordinati di 18 partner impegnati a implementare azioni su 6 assi tematici: valutazione e monitoraggio, agricoltura, biomasse, efficienza energetica, trasporti e comunicazione. Prepair costituisce anche un interessante esempio di governance multilivello per la tutela ambientale, in cui enti territoriali di diverso livello (Regioni, Province, Città), in stretta sinergia con la Commissione europea che finanzia il 60% del progetto, mettono insieme le proprie competenze non soltanto dal punto di vista istituzionale, ma anche dal punto di vista tecnico-scientifico, portando avanti e valutando insieme le azioni integrate su una scala geografica ampia e su una problematica come quella della qualità dell'aria che, come noto, non conosce confini amministrativi e presenta analoghe criticità per quanto riguarda il rispetto dei limiti degli inquinanti, fissati dalla normativa, nell'intero bacino padano.

Sempre più spesso, durante la stagione invernale, scatta l'allarme sui livelli di inquinamento de... more Sempre più spesso, durante la stagione invernale, scatta l'allarme sui livelli di inquinamento dell'aria nelle nostre città, invase quotidianamente da un grande numero di veicoli. Nel tentativo di trovare dei rimedi, dalla seconda metà degli anni '90 in Europa e in Italia si è diffusa l'istituzione di LEZs ("low emissions Zones", meglio note in Italia anche come zone a traffico limitato), in cui sono in vigore restrizioni di accesso per i veicoli più inquinanti. Oltre a queste, vengono utilizzati vari strumenti di tassazione ambientale per proteggere la qualità dell'aria e la vivibilità delle strade. Sono efficaci per governare il traffico e tutelare la salute dei cittadini? Tali provvedimenti comportano il divieto di accedere alle LEZs per alcune categorie di veicoli e in determinati orari, oppure subordinano l'accesso al pagamento di un pedaggio. Nell'ambito delle misure di contrasto all'inquinamento locale provocato dal traffico veicolare, le LEZs appartengono alla categoria dei provvedimenti strutturali: mi-sure adottate dalle autorità pubbliche destinate a influire in maniera significativa e duratura, in quanto intervengono sulla regolamentazione della libera circolazione, sull'organizzazione degli spazi cittadini
L’Unione Europea (UE) affronta le questioni ambientali e climatiche attraverso una pluralità di s... more L’Unione Europea (UE) affronta le questioni ambientali e climatiche attraverso una pluralità di strumenti (programmi di ricerca e innovazione, varie categorie di fondi strutturali, ecc.), in grado di creare importanti sinergie di intervento nonché di mobilitare ingenti risorse finanziarie. Tra questi l’unico programma europeo interamente dedicato alla tutela dell’ambiente è LIFE. Il suo obiettivo generale è contribuire all’attuazione, all’aggiornamento e allo sviluppo della politica e della legislazione ambientale e climatica della UE attraverso il cofinanziamento di progetti capaci di mettere in comune risorse e competenze dei diversi Paesi, ottenendo così risultati più efficaci rispetto all’azione dei singoli Stati membri.
Con la sottoscrizione del Compact of States and Regions e dell’Under2Memorandum of Understanding,... more Con la sottoscrizione del Compact of States and Regions e dell’Under2Memorandum of Understanding, Regione Lombardia ha assunto impegni volontari di riduzione delle emissioni di gas serra per gli anni 2020, 2030 e 2050, rispettivamente di almeno il 20%, 30% e 80% rispetto alle emissioni del 2005. Tali impegni saranno implementati nell’azione regionale attraverso l’attuazione delle misure già presenti negli strumenti di pianificazione settoriali, come il Programma Energetico Ambientale Regionale, il Piano per la Qualità dell'Aria, il Programma Regionale per la Mobilità e i Trasporti e il Piano di Sviluppo Rurale 2014/2020; è inoltre previsto l'avvio delle attività per pervenire ad uno strumento di programmazione organico in tema di mitigazione e che sia anche mezzo di raccordo e coordinamento delle diverse politiche regionali. Dopo l’approvazione della strategia di Adattamento ai Cambiamenti Climatici – la prima regione italiana a dotarsi di tale strumento - Regione Lombardia si è inoltre impegnata ad approvare un Piano Regionale di Adattamento, in cui definire ambiti prioritari e relative azioni volte a ridurre la vulnerabilità della Lombardia di fronte agli impatti del cambiamento climatico. Un processo di verifica periodica e formale del raggiungimento degli obiettivi è previsto sulla base degli strumenti esistenti già utilizzati a livello regionale per l'inventario emissioni di gas serra (INEMAR e SIRENA20).
