Dr. Florian Koch works at the Helmholtz Centre for Environmental Research in Leipzig, Germany. He coordinates the research project "Urban Transformations". His main research areas include: Multi-Level-Governance, urban and regional studies, EU-Latin-American relations, climate change and urban sustainability.
El objetivo de esta compilación es propiciar un acercamiento a la compresión de las relaciones po... more El objetivo de esta compilación es propiciar un acercamiento a la compresión de las relaciones políticas y económicas entre Colombia y la Unión Europea como un sistema multinivel, tratando aspectos supranacionales, nacionales y regionales. En ese sentido, el libro está dividido en tres partes que analizan las relaciones entre Colombia y la UE desde diferentes ángulos: Integración regional, disparidades espaciales y cohesión territorial y política exterior.
Esta es la primera publicación del recién fundado Instituto de Estudios Europeos (IEE) de la Universidad del Norte en Barranquilla. El IEE busca dar un impulso para fortalecer estudios europeos en Colombia y quiere ofrecer una visión diferente de la Unión Europea desde el punto de vista colombiano. During the last several years a dynamic transformation has been taking place at the northern city... more During the last several years a dynamic transformation has been taking place at the northern city fringe of Barranquilla, Colombia: shopping malls, gated communities and gated tower buildings have been built — a process very similar to other Latin American cities. The aim of this article is to reveal the underlying planning approaches and explain the role and influence of the private and public actors involved. This work contributes to the discussion on formal and informal practices of urban development in the global South and shows the blurring borders between the ‘formal’ and the ‘informal’. The main finding of the analysis is the coherence between the interests of the landowning company, the official land-use plan and the actually implemented projects. This coherence was achieved through the massive influence of private interests in public planning and a multitude of informal arrangements between the landowner and the public authorities. This form of urban planning is described as ‘arranged urbanism’ and stands in a tradition of similar forms of spatial development in Latin America. Nevertheless, forms of ‘arranged urbanism’ can also be found outside of the Latin American context.
This paper argues that a new agenda for the relations between the European Union (EU) and Latin A... more This paper argues that a new agenda for the relations between the European Union (EU) and Latin America and the Caribbean (LAC) is necessary, and that city regions can play an important role in it. Due to the shortcomings of the previous interregional strategy and the futile discussion if Latin America follows the European integration model, this new agenda should focus more on triangular and decentralized forms of cooperation aid, trade issues, and the knowledge transfer of poverty- and polarization-reduction strategies. Based on the foreign policy approaches of two Colombian case studies (the city-regions of Barranquilla and Medellin), it is shown that the international activities of Latin American city-regions can open new perspectives for EU–LAC relations.
