The paper reflects on the actual discussions about culture considered “in, for and as” sustainable development, analyzes the efforts at the UNESCO and EU level in order to define the methodology of measuring the role of culture in sustainable development, examines the situation in Croatia and proposes recommendations for further research.

Starting from the comparative analysis of the European as well as regional and national best practice in valorization of this specific category of heritage, the authors will propose the innovative research methodology and the most appropriate models of sustainable valorization of archaeological heritage, such as the eco-archaeological parks, open-air museums and interpretation centers, living history programs, cultural routes and educational paths, as well as community digs and practical workshops as models of participatory heritage management which would involve the local community too. The research included a hybrid methodological approach, combining qualitative and quantitative methods and interviews with all interested stakeholders (local community, visitors, experts). Looking for new urban models in the challenging global context, the authors applied the concept of cultural economy or the economics of uniqueness, which connects sustainable urban development with strategic mobilisation of unique local cultural resources. As a case study, the current situation in the cities of Pula and Šibenik (Croatia) was elaborated, which are characterized by the transition from former military and industrial urban models to cultural tourism destinations.

The main goal of the research was to explore how the local historic urban environment, consisting of the historic urban core with the Roman Amphitheater and the fortitications and barracks in the former military zones could contribute to the sustainable development and quality of life of the local community. The analysis of European examples of good practice will demonstrate possible models of sustainable management and valorization of these specific categories of heritage, which could at the same time enhance the process of urban regeneration and social revitalization. Since culture, including heritage, presents the fourth pillar of sustainable development (UNESCO, 2013a), we have applied the concept of cultural economy, which implies sustainable development based on the strategic use of local culture, local resources and local participative democracy. Confronting global trends with local commitment to sustainable development, we set the hypothesis that sustainable heritage management, based on the strategic valorization of local cultural resources, could strenghten the identity and economy of the local community, create new jobs, increase the quality of life of local residents and the pleasure of visitors, improve the image and attract investors. Our research has shown that sustainable urban development should be based on the strategic use of the city’s more valuable assets, consisting of its unique cultural, historical and natural heritage: the oldest historic city core on the eastern coast of the Adriatic and specific cultural resources such as the Amphitheater, the Roman monuments, the nearby Brijuni islands and the legacy of the former Austrian main naval port with its powerful fortification system. Keywords: cultural heritage, historic urban environment, sustainable development, Pula

It reflects on the possibilities of sustainable tourism valorization of archaeological sites through participative stakeholders’ co-creation. The empirical research focused on the municipality of Vrsar, a typical Mediterranean destination characterized by mass tourism and high seasonality. The observed destination is also marked by an abundance of archaeological sites, which are still not adequately valorized, presented and interpreted. The empirical research, realized through workshops, interviews and questionnaires, has involved all relevant stakeholders (experts, local inhabitants, tourists). All key stakeholders agreed that the main sustainability issues could be improved through the sustainable valorization of local cultural and natural resources by creating innovative tourism experiences - attracting much interest in participating in this co-creation process. The con-ducted research indicated the possible models of presentation and interpretation of the local archaeological landscape through archaeological routes connecting the most important sites, participatory experiences such as interactive workshops and living history programmes, and the network of interpre-tation centres in the function of the future archaeological parks
