La mise en oeuvre du Programme d’Appui au Sous-secteur Transport Rural au Bénin (principal progra... more La mise en oeuvre du Programme d’Appui au Sous-secteur Transport Rural au Bénin (principal programme d’appui à la SNTR) a constitué le point de départ de la généralisation de l’approche à haute intensité de main d’oeuvre (HIMO) à l’ensemble des 76 Communes bénéficiaires à l’exception de Cotonou. Ce qui est une option de la Stratégie Nationale de Transport Rural (SNTR) qui a fait de la méthode HIMO, la méthode par défaut pour la réalisation des ITR. Il est à souligner également que pour la réalisation des projets d'Infrastructures de Transport Rural (ITR), la SNTR a fait l'option de la méthode à Haute Intensité de Main d'OEuvre (HIMO) comme méthode par défaut.
Les premiers chantiers HIMO lancés en 2012 ont connu des difficultés de mobilisation des effectifs suffisants pour travailler malgré toutes les précautions de mobilisation sociale mises en oeuvre, ce qui a engendré des retards dans l’exécution.
Mais la réalité de mise en oeuvre de ce chantier école en 2013 (expérience renouvelée en 2014) a été d’un succès inespéré, battant des records de mobilisation de main d’oeuvre jamais connu sur des chantiers HIMO au Bénin. Cette dynamique positive et inattendue a fait l’objet d’une étude de capitalisation qui a permis d’identifier les principaux facteurs explicatifs du succès et aider à améliorer la stratégie d’intermédiation sociale de réalisation des projets HIMO dans la zone septentrionale du Bénin.
Des conclusions de cette étude de capitalisation, il ressort que si plusieurs facteurs ont concouru au succès enregistré, l’implication active et le portage direct de la mobilisation sociale par les autorités communales et élus de la Commune de Bassila en sont les plus déterminants.
