En la Ciudad Autónoma de Buenos Aires (CABA), no hay una Legislación específica que adopte los c... more En la Ciudad Autónoma de Buenos Aires (CABA), no hay una Legislación específica que adopte los criterios de identificación, clasificación y segregación integral de todos los Residuos generados en los Establecimientos de Salud (RES), esto es: residuos asimilables a domiciliarios, residuos sanitarios asimilables a domiciliarios, residuos patogénicos, residuos químicos peligrosos propios de la actividad sanitaria; y residuos químicos peligrosos derivados del mantenimiento edilicio [exceptuándose de la gestión a los residuos radioactivos y los aceites vegetales usados (AVUS), que poseen una normativa específica].
En otras palabras, nadie sabe a ciencia cierta como se gestionan los residuos hospitalarios públicos, en especial los denominados “residuos peligrosos”, ya sea derivados de las propias actividades de diagnóstico y tratamiento de las enfermedades, como de las derivadas de los procesos de mantenimiento en cada uno de los ES.
Desde esta perspectiva; a 14 años de la reglamentación de la ley N° 2214; y a 10 años de las propuestas dirigidas en esa dirección, iniciadas en el año 2011, la situación operativa en éstos no ha cambiado en nada.
La intención –luego de los 10 años transcurridos, y sin respuestas concretas de las autoridades correspondientes (de Salud y Ambiente)- es insistir en la “visibilización” de los riesgos existentes, tanto por el continuo manejo inapropiado de los productos químicos usados en el diagnóstico y tratamiento, como por la ineficiente identificación, segregación, tratamiento y/o disposición final de sus residuos peligrosos, a pesar de estar claramente señalizados en las listas del Anexo I de la Ley 2214; y avaladas por la evidencia científica que es refrendada a través de la abundante bibliografía nacional e internacional que existe al respecto.
El propósito de este estudio es analizar, la relación de las enfermedades emergentes y re-emergen... more El propósito de este estudio es analizar, la relación de las enfermedades emergentes y re-emergentes vinculadas con las alteraciones ecológicas que se inician en las grandes ciudades, desde una perspectiva ecosistémica. Siguiendo este enfoque, conjeturamos que el aumento de los contaminantes urbanos (aire contaminado con combustibles fósiles -hidrocarburos-, aparejado a una subalimentación industrializada, la exposición a un sinnúmero de sustancias químicas, utilizadas en las actividades industriales y/o de servicios; y sus residuos finales, con las mismas características de peligrosidad, deteriorando la calidad del agua, aire y tierra), incrementarían los efectos de los "radicales libres ambientales" producidos, poniendo de relieve un estado evidente y observable de creciente daño sobre el sistema inmunitario, acelerando prematuramente su "inmunosenescencia"; dando como resultado el aumento de las inmunodeficiencias, que facilitarían el avance de las enfermedades zoonóticas virales. En este contexto, sería muy probable la aparición de nuevas pandemias, teniendo en cuenta el grave estado de vulnerabilidad por el que está pasando la especie humana. A no ser que ésta, en su conjunto, comience a realizar urgentes cambios en varios aspectos de la economía tradicional industrializada y depredadora del ambiente, tomando como modelo de referencia, los procesos de regulación y control de los ecosistemas naturales.

Desde este punto de vista, se compararán los residuos generados en los ES de la CABA, con los descriptos por la OMS, según la segunda edición del “Manual Azul” del año 2014: “Safe management of wastes from health-care activities. Second edition”. Añadiéndole a éstos, la categoría correspondiente al Anexo I de la Ley Nº 2.214, y la descripción de los mismos por Unidades y/o Servicios de los ES de la CABA. Acompañando esta referencia, también compararemos los lineamientos y guías publicados secundariamente por el MSN.
