Al discutir las ventajas y desventajas de negociar acuerdos de integracion, especialmente entre n... more Al discutir las ventajas y desventajas de negociar acuerdos de integracion, especialmente entre naciones con economias asimetricas, siempre esta presente la preocupacion por el impacto en la economia y en la sociedad. Esto exige un examen de los objetivos que se persiguen con la celebracion del respectivo acuerdo y establecer si el pais cuenta con las condiciones para la aplicacion y la puesta en marcha de este tipo de tratados. El principal argumento para la negociacion de acuerdos es la relacion que existe entre el nivel de exportaciones con el crecimiento y la reduccion de la pobreza. Se trata de un analisis bastante conocido que enfatiza las bondades de reducir barreras arancelarias para aumentar la competitividad. Sin embargo, descuida variables internas como la productividad, la investigacion y el desarrollo o el capital humano y social, que son en realidad las que determinan el exito o el fracaso de los acuerdos de comercio. Si bien es cierto que el Tratado de Libre Comercio (TLC) que negocia Colombia con Estados Unidos crea las condiciones normativas para mejorar los niveles de comercio e integracion, su sola suscripcion no garantiza el crecimiento del comercio y la economia de los dos paises. Para el Grupo de Investigacion de la Facultad de Economia de la Universidad del Rosario, las ganancias a obtenerse con el TLC estaran vinculadas a la forma en que el pais implemente el acuerdo, para lo cual reviste particular importancia la participacion del Estado, tanto en la adecuacion de las politicas macroeconomicas como en la transformacion de sus instituciones. Segun los investigadores, esto implica una mirada mas amplia de los objetivos del comercio internacional, donde se evalue el impacto del cambio institucional y no se limite a la simple reduccion arancelaria. Por tanto, Colombia debe establecer claramente las consecuencias que tendra un acuerdo de esta magnitud, no solo para la economia y el comercio, sino tambien para las instituciones a nivel local, regional y nacional.

En este compendio de trabajos, el lector encontrará reflexiones críticas, formales y sistemáticas sobre temas significativos para el estudio de la informalidad, como su medición, aspectos macroeconómicos de su modelación, calidad del empleo, sus vínculos con la institucionalidad, y se avanza en el análisis de su relación con el crecimiento y desarrollo económicos, aproximándose a los choques externos. Este esfuerzo del conjunto de autores que aquí han contribuido es el fruto de la creación de un ecosistema de universidades y de un grupo crítico de investigadores preocupados por este fenómeno de las economías modernas, que tiene tanto de fascinante como de preocupante.

Collectively, their respective resource systems are interconnected in what is called the “nexus”. There is growing consensus that a holistic understanding of the interdependencies and trade-offs between these sectors and other related systems is critical to solving many of the global challenges they present. While nexus research has grown exponentially since 2011, there is no unified, overarching approach, and the implementation of concepts remains hampered by the lack of clear case studies. Here, we present the results of a collaborative thought exercise involving 75 scientists and summarize them into 10 key recommendations covering: the most critical nexus issues of today, emerging themes, and where future efforts should be directed. Three distinctive methodological approaches are used in this book to achieve three different obje... more Three distinctive methodological approaches are used in this book to achieve three different objectives relating to the impact of trade liberalization on the Colombian economy, with emphasis on the agricultural sector. First, results from a partial equilibrium model show that the Colombian agricultural sector is likely to lose from the implementation of the trade agreements modeled. Second, results from a multiregion, constant returns to scale computable general equilibrium model show that the Colombian economy may lose welfare, but that not implementing a trade agreement with the United States while losing the unilateral preferences they grant to Colombia would lead to even greater losses. Third, results from the general equilibrium model linked to a transportation model indicate that potential changes in the regional structure of agricultural production in Colombia are not negligible and may have important implications for harvested areas, output, and income. This research evaluates the effects of targeting current agricultural policy instruments to zones... more This research evaluates the effects of targeting current agricultural policy instruments to zones highly affected by the armed conflict in Colombia, as a way to appraise their power to aid in enhancing agricultural activity and income generation capability in these zones. A static computable general equilibrium model is used for this purpose, running on an agricultural specialized 2014 SAM. The main results indicate that the size of current agricultural subsidies lead to negligible macro effects on the economy, and that even at the sectoral level their impact, when evenly distributed among the main policy instruments and agricultural zones, is quite limited. However, when subsidies are targeted to the zones most affected by the armed conflict, significant increases are obtained in terms of value added for the targeted zones while negative outcomes arise for the rest of zones, as they lose “competitiveness”.
