Estos comicios permitieron que se democratizaran por primera vez, desde los tiempos de la 2ª República, las instituciones de gobierno del Ayuntamiento de Sanlúcar de Barrameda.
Sin embargo, este acontecimiento ha tenido una escasa repercusión en la historiografía sanluqueña. Por este motivo, a lo largo de las siguientes páginas vamos a realizar un análisis de las candidaturas presentadas, de los resultados electorales obtenidos y de la configuración del nuevo gobierno local, con el objetivo principal de asentar las bases para la proliferación de futuras investigaciones sobre la historia de la Transición en nuestra localidad.

Este estudio tiene el objetivo de servir de contexto para la realización de un posterior análisis de las elecciones municipales del 3 de abril de 1979 en la localidad sanluqueña. La importancia de estos comicios radica en que fueron las primeras elecciones municipales de nuestra actual democracia.
Por lo tanto, en las siguientes páginas nos acercaremos a la legislación municipal de época franquista, con la finalidad de conocer el funcionamiento de las corporaciones locales durante la dictadura, además de investigar los diferentes alcaldes sanluqueños y los principales problemas a los que tuvieron que hacer frente durante sus gobiernos.

Tras el fallecimiento de su marido y su suegro, tuvo que ponerse al frente de una de las casas nobiliarias mas importantes de la monarquia espanola. Desde 1558 hasta 1570, goberno con gran determinacion los designios de los estados de la Casa de Medina Sidonia. Una vez que su hijo don Alonso alcanzo la mayoria de edad, decidio retirarse al convento de dominicas de Madre de Dios, sito en Sanlucar de Barrameda, donde construyo sus propios aposentos y reformo la mayor parte del monasterio.

Será el VIII duque don Manuel y su esposa doña Juana Gómez de Sandoval quienes aprovechen esta debilidad para convertirse en grandes protectores de la recolección mercedaria. Esta protección se tradujo en una importante política fundacional, que tuvo como obra principal la iglesia de la Merced de Sanlúcar de Barrameda, lugar en el que establecieron su propio panteón familiar. En esta obra la Casa Ducal no va a escatimar en gastos, contratando a personajes de la talla de Alonso de Vandelvira, Juan de Oviedo y Juan de Roelas. Esta privilegiada situación va a favorecer el establecimiento de órdenes religiosas, cuya política pastoral se orientó hacia América y otros territorios ultramarinos. La Casa de Medina Sidonia ejerció su patronato y mecenazgo favoreciendo el asentamiento de la mayoría de los conventos de la ciudad. Desde la capital de los Guzmanes también partieron expediciones de redención de cautivos cristianos que mercedarios y franciscanos realizaron en la Berbería de Poniente. Este fenómeno se va a desarrollar de manera intensa en Sanlúcar de Barrameda, llegando a albergar esta ciudad diecisiete casas conventuales. La configuración del sistema conventual sanluqueño fue fruto de la negociación, no exenta de conflictos, entre las distintas fuerzas que intervinieron en el mismo: la iniciativa de las órdenes religiosas, el patrocinio de la Casa Ducal de Medina Sidonia, el impulso de familias nobles y de mercaderes, la decisión de las autoridades eclesiásticas y la posición del cabildo civil. De entre todos ellos, el factor decisivo fue la política de patrocinio de la Casa Ducal que, además de aumentar el prestigio de los Pérez de Guzmán, contribuyó a cimentar su autoridad en la capital de sus estados. In the first half of the Modern Age there will be an important increase of convents foundations in most of the Hispanic geography. This phenomenon is going to develop in an intense way in Sanlúcar de Barrameda, housing seventeen conventual houses. The configuration of the conventual system in Sanlúcar de Barrameda was the result of a negotiation, not exempt of conflicts, between the different forces involved: the initiative of the religious orders, the sponsorship of the Ducal House of Medina Sidonia, the promotion of noble families and merchants, the decision of the ecclesiastical authorities and the position of the civil chapter. Of all of them, the decisive factor was the policy of sponsorship of the Ducal House which, in addition to increasing the prestige of the Pérez de Guzmán, helped to cement its authority in the capital of its states. The founding and endowment of a convent constituted an exhibition of power, but also a demonstration of generosity and magnanimity which had to fuel the acceptance and assumption of domination and dependence.

En este artículo intentaremos dar cuenta de los gastos realizados por los duques de Medina Sidonia en la fundación y posterior manutención de los mercedarios descalzos en su villa de Vejer. Para ello, contamos con diferentes cartas de pagos y con una memoria de gastos realizada por los contadores de la Casa Ducal, las cuales se conservan en el archivo de la misma.

The configuration of the conventual system in Sanlúcar de Barrameda was the result of a negotiation, not exempt of conflicts, between the different forces involved: the initiative of the religious orders, the sponsorship of the Ducal House of Medina Sidonia, the promotion of noble families and merchants, the decision of the ecclesiastical authorities and the position of the civil chapter. Of all of them, the decisive factor was the policy of sponsorship of the Ducal House which, in addition to increasing the prestige of the Pérez de Guzmán, helped to cement its authority in the capital of its states. The founding and endowment of a convent constituted an exhibition of power, but also a demonstration of generosity and magnanimity which
had to fuel the acceptance and assumption of domination and dependence.
