Quality assessment of artworks is highly dependent on accurate and reliable measurement. The objective of the paper was to construct and assess the reliability and validity of a scoring rubric for grading graphic design artefacts. The paper reports measure taken to ensure validity of the developed rubric. The reliability of the rubric was also investigated using Intraclass correlation coefficient (ICC). Findings indicate that the developed rubric show evidence of high reliability with an inter-rater correlation coefficient of 0.790 and intra-rater correlation coefficient of 0.828 which are within the very reliable range. It was concluded that the developed rubric was reliable. This conclusion has far reaching implications for the development and use of rubrics in assessment bearing in mind that subjectivity in the use of rubrics cannot be complete...

Other aspects observed were the knowledge and basic skills of the teachers in the use of computer, the methods used in the teaching and learning of Economics and their perceptions towards the use of courseware in the teaching and learning process. In this study, 30 in-service teachers were chosen randomly as research samples, representing the teachers’ population teaching Economics in 96 schools in Penang. This study was carried out using the quantitative approach. Descriptive statistics used include frequency, %age, and min relativity index. The findings showed that teachers teaching Economics at Penang secondary schools are receptive about the usage of courseware in the teaching and learning of Economics. One hundred (100) teachers were involved in the study. A set of questionnaires comprising respondents’ demographics and their background knowledge of ICT was used as the instrument of the study. Analysis of result from the correlation analysis indicated that there was a significant correlation between the teachers’ basic knowledge of ICT and the Frog VLE course attended. However, the correlation analysis failed to indicate any significant correlation between the teachers’ attitudes and skills in accessing Frog VLE after attending the training. Numerous recommendations were proposed to overcome this challenge.

A sample size of 264 respondents was selected for the study using stratified - random sampling technique. The instrument used for the collection of data was a set of researcher–made questionnaire. Data collected was analyzed using frequency counts and simple percentages, independent sample t-test and one-way analysis of variance (ANOVA). Result shows that the extent of availability of ICT resources in secondary schools in Mbaise is very low. Education researchers and school leaders have faced the challenge of motivating teachers to high levels of performance. The purpose of this study is to examine the Information and Communication Technology (ICT) literacy among the pre-service teachers in a teacher training institution in Malaysia.. This study investigates the knowledge level of ICT, usage habits and the attitude towards using ICT among the pre service teachers. A survey was used for data collection and it was found that participants show different habits of ICT usage while they are studying in the institution. The research found that pre-service teachers have different attitudes towards ICT, based on gender and age. Recommendations are made and implications and suggestions for further research are provided in this paper.

The rapid advancement of technologies and their ubiquitous use in our daily lives have dramatical... more The rapid advancement of technologies and their ubiquitous use in our daily lives have dramatically changed the way knowledge is created and disseminated. As a technology-enhanced pedagogical approach, blended learning – the deliberate combination of online learning with face-to-face classroom-based learning – provides higher education institutions (HEIs) with the opportunities to enhance the quality of teaching and learning. While many of these opportunities have been well-documented in the literature, implementing and scaling up blended learning courses pose enormous challenges for HEIs in the Asia-Pacific region.
To address these challenges, UNESCO Bangkok in partnership with The Education University of Hong Kong (EdUHK) launched a two-year project to build the capacity of HEIs for blended learning. One of the outcomes of the project was this book by a team of blended learning experts and leaders in the region. Blended Learning for Quality Higher Education presents a framework and self-assessment tool developed from a holistic view of building institutional capacity to drive, sustain, and scale up blended learning. It incorporates case studies from experienced HEIs in the region to demonstrate how the framework and its dimensions could be operationalised, and how the gaps identified in the self-assessment exercise could be addressed.
