Resumo Recentemente, a segurança pública em São Paulo tem sido impactada por discursos associados... more Resumo Recentemente, a segurança pública em São Paulo tem sido impactada por discursos associados à noção de “smart city”. A introdução de sistemas de câmeras permitiu que empresas privadas e governo municipal propusessem modelos de gerenciamento securitário que atribuem crescentes responsabilidades individuais em certos espaços, propondo o uso intensivo da vigilância. Com base na análise dos projetos Vizinhança Solidária, City Câmeras e São Paulo Inteligente, o objetivo desse artigo é explorar o modo como essas iniciativas potencializam novas formas de governo da segurança na cidade, tendo em vista tendências identificadas por estudos na área: esferização, sociabilidade securitária e infraestruturação da vigilância. Assim, ao buscar identificar os deslocamentos provocados por esses arranjos localmente, são retomados os debates críticos sobre vigilância e governança multicêntrica da segurança.

Since 2004, the US Air Force (USAF) and the Central Intelligence Agency (CIA) have persecuted ins... more Since 2004, the US Air Force (USAF) and the Central Intelligence Agency (CIA) have persecuted insurgents in Somalia, Yemen and Pakistan with armed drones. Despite its alleged efficiency, this practice has been widely criticised on the grounds that it contravenes international humanitarian law. In order to understand the controversies involving this practice, we examine how this new technology was linked to and allowed the emergence of a new US international security strategy first applied in the Middle East. Drawing on James Der Derian’s post-structuralist theories about virtuous wars, the sociotechnical approach allowed by Science and Technology Studies (STS), and Gregoire Chamayou’s theories about drones, we argue that the US intention in adopting these technologies was not to enhance its military capability but to allow the USA to remain active in several risky theatres while avoiding the political and social costs of conventional military engagement.

Essa "Revolucao nos Assuntos Militares" foi conduzida pelo Departamento de Defesa estadunidense, o qual movimenta e articula diversos conceitos, praticas, tecnologias e agencias para desenvolver o que se entendia como uma nova "forma" de se organizar, comandar e executar as operacoes militares. The Revolution in Military Affairs in the 80s and 90s was a watershed in the conduct of US milita... more The Revolution in Military Affairs in the 80s and 90s was a watershed in the conduct of US military operations and military technology. All operations, in order to combat the terrorism as an atomized menace, were figured as surgical actions enabled by the use of several types of visually mediated technologies and remote control interfaces, such as standoff weapons including Unmanned Aerial Systems, or drones. It is possible to consider valid, at this point, the argumentation of Der Derian that the US military operations are going ‘virtuous’ – a process in which the virtual mediation of military technologies results in a reorganization of the way that violence is actualized, and in a legitimisation of the way it is promoted: supposedly clean and ‘tragedy-free’. This presentation seeks to understand, through the debate between Der Derian on the virtual, and Jean Baudrillard on simulacra and hyper-real in what ways technologies in the context of the ‘Virtuous War’ have led to the reframing, or destruction, of the sense of reality, contributing to the banalization of the use of violence with the reduction of the friction effect in the combat. In this case, supported by Clausewitz’s definition on friction, through which all abrasion, constraints and risks of the conflict, act in order to reduce the efficiency and the moral of the combatants, driving the conflict to a ‘natural’ end, it is possible to argue that the ‘Virtuous War’ not only inhibits the friction through the distancing, but also alters the way the violence is perceived.
In the context of COVID-19 pandemics, Brazilian cities implemented social isolation policies and ... more In the context of COVID-19 pandemics, Brazilian cities implemented social isolation policies and deployed digital systems to monitor urban mobility. This article addresses the setting of two digital technologies based on massive cell-phone data collection by private companies in Sao Paulo state. We relied on secondary data from multiple sources (press conferences, interviews, newspaper articles, public documents), complemented by primary data from the authors’ ongoing research. In our analysis of heterogeneous and contingent techniques of pandemic control, we found that although these monitoring technologies seem to be effective in assisting public services and informing society, they also raise issues about performativity and transparency, with relevant consequences for their adoption in sanitary emergencies, and their potential legacy to Sao Paulo’s public safety management. Assim, o objetivo desse artigo é realizar uma breve investigação acerca do pensamento em Ciência, Tecnologia e Sociedade desenvolvido pelo físico, atentando para o momento em que as suas observações se aproximam das realizadas pelo PLACTS (Pensamento Latino Americano em Ciência, Tecnologia e Sociedade). Para tanto, exploraremos as principais características do PLACTS, destacando a essência do pensamento de Leite Lopes. A partir disso, nos debruçaremos sobre as perspectivas de Celso Furtado acerca do desenvolvimento subordinado e subdesenvolvimento para analisarmos as posições de Leite Lopes.

Para além da corrida armamentista, a Guerra Fria também significou um período de grandes mudanças e inovações tecnológicas na área aeroespacial. Este artigo tem por objetivo demonstrar por meio de dois estudos de casos, energia dirigida e a aviação a laser e propulsão nuclear espacial, como estas mudanças e inovações tecnológicas ocorreram e como transformaram os estudos aeroespaciais futuros.

Com o desenvolvimento de novas tecnologias de comunicação, processamento e gerenciamento de dados... more Com o desenvolvimento de novas tecnologias de comunicação, processamento e gerenciamento de dados, cada vez mais o acesso privilegiado à informação torna-se central para as estratégias de segurança pública e internacional. Um exemplo disso são os Drones, cuja capacidade de coleta massiva de dados, e associação à técnicas de perfilização geográfica, tem autorizado assassinatos extrajudiciais no exterior. De modo semelhante, o governo do estado de São Paulo tem implementado um sistema de vigilância que potencialmente permite prisões e autuações antecipativas. Nosso objetivo apresentar a ascensão desse novo tipo de paradigma militar e de segurança pública, que provisoriamente podemos definir como “segurança preditiva”. Debateremos algumas hipóteses de problematização desse dispositivo forma de governamentalidade, à luz dos Estudos de Vigilância, dos Estudos sociais da Ciência e da Tecnologia e em certa medida da Sociologia da Punição. Assim, a tônica geral da nossa problematização é que esse dispositivo de “segurança” se orienta a legitimar práticas excessivas em ambientes de guerra, e em contextos urbanos da guerra global ao terror.
