A psychologist by training, I became assistant professor at the department of Criminal Law & Criminology at the Vrije Universiteit Amsterdam in January 2006 after doing research at the Netherlands Institute for the Study of Crime and Law Enforcements’(NSCR) research group on ‘Mobility and Distribution of Crime’ for five years.
My PhD research extents from analysing individual offenders’ movements(their journeys-to-crime and mental maps), location choice to the geographical patterns of crime in the criminal careers of offenders. The main focus of his work addresses issues relating to geographical offender profiling and the investigative focus on the modus via.
Currently I'm teaching (among others) Crime Analysis and Offender Profiling and Spatial Criminology courses.

Biologische sporen van Michelle werden op allerlei plekken in Mathilda’s huis aangetroffen, soms vermengd met bloed. Volgens Michelle had zij die sporen achtergelaten toen zij de dag voor de moord bij Mathilda op bezoek was geweest of toen zij een tijdje daarvoor nog bij Mathilda had schoongemaakt. Hij zou volgens haar de moord hebben gepleegd.
In het Project Gerede Twijfel werd de veroordeling van Michelle onderzocht. Wij vergeleken een moordscenario, een diefstalscenario en een schoonmaakscenario. Bij welk scenario past het bewijs het beste?

Altijd heeft Reinier ontkend dat hij Gonda vermoordde. In het Project Gerede Twijfel werd het bewijs waarop hij werd veroordeeld opnieuw minutieus onderzocht. De zaak blijkt anders in elkaar te steken dan het hof meende. Bij de zoektocht door het Project Gerede Twijfel werden er allerlei nieuwe ontdekkingen gedaan, kleine en grote. Zo blijkt de politie te zijn uitgegaan van onjuiste gegevens en blijkt een belangrijke getuige niet ondervraagd.
Aan de hand van studies naar inbrekers en overvallers, casestudies van de beul van Twente, een serieverkrachter en de Utrechtse serieverkrachter onderzoek ik de mogelijkheden tot verfijning van geografische daderprofilering. Centraal in mijn analyse tot verfijning staat het concept modus via. De modus via zijn de geografische gedragskenmerken van de dader waarmee geografische daderprofilering kan worden verfijnd.

Zodra een serie misdrijven aan een dader is gekoppeld, kunnen opsporingsmethoden als geografische daderprofilering worden ingezet om een ankerpunt van de dader te voorspellen.
De mate waarin delicten gekoppeld kunnen worden varieert afhankelijk van het type delict en de beschikbare informatie. Zo kunnen ernstige zedendelicten in redelijk mate worden gekoppeld, maar is dit ingewikkelder voor delicten als inbraak.
Doel In deze studie worden de mogelijkheden verkend om met ruimtelijke clusteranalysemethoden potentiële series van woninginbraak te identificeren.
Methode Op basis van woninginbrakendata van ruim 8000 (onopgeloste) zaken worden verschillende methoden als near repeat- en hot spotanalyse vergeleken op de mogelijkheid om potentiële series te identificeren.
Resultaten De verschillende ruimtelijke clusteranalysemethoden leiden tot verschillende selecties van woninginbraken, maar geven geen uitsluitend resultaat welke delicten voor nader onderzoek in aanmerking zouden moeten komen.
Conclusies Clustermethoden bieden de mogelijkheid verschillende clusters te identificeren van delicten die tot een serie kunnen behoren maar zijn daar het, vooralsnog, ontbreken van empirische onderbouwde parameters nog niet praktisch toepasbaar.
Dit paper zal dan ook een overzicht van de stand van zaken geven van de problemen bij het identificeren van series van woninginbraken.
Geo-linkage, examining near-repeat & hot spot analyses as indicators of serial offenders.
Investigations of serial crimes can be aided by investigative criminology techniques such as geographical offender profiling to pinpoint the most likely area where the offender has an anchor point. Prerequisite is that a series of crimes of an offender is established. This is called crime linkage. Crimes can be linked using forensics such as (finger-)prints or DNA, but in many a case that is problematic.
Several studies have showed how behavioural aspects of crimes can be used to link crimes to an offender. One of the strongest characteristics of a crime for linkage is its geographical proximity to another crime. If crimes are geographically close to one another and are tied together in time, they are more likely to be committed by the same offender. Key questions in linking crimes are if crimes can be recognized as being from one offender and if those can be distinguished from crimes that are committed by another offender.
In this study we explore the possibility of using spatial analyses methods as indicators for finding potential series. More specifically we examine if near-repeat analyses - which indicates which crime pairs are close in space and time - can be used hot to establish to likelihood of series of crimes. And if hot spots analysis can aid in creating a geographical baseline in order to distinguish between common and less common crime areas. We analyze unsolved burglary data to investigate if near-repeat patterns can be indicators of potential series when contrasted with hot spots."
Om een misdrijf op te lossen, dient gereconstrueerd te worden hoe het delict is gepleegd. Forensische sporen helpen bij het vaststellen van het ‘hoe’ van een misdrijf. Daarmee kan een begin gemaakt worden van een chronologische beschrijving van bijvoorbeeld hoe een moord is gepleegd. Maar het reconstrueren van een delict gaat niet zonder aan een scenario te denken. Wie heeft waarom de moord gepleegd? En waarom daar? Tegenwoordig is denken in scenario’s verplicht bij de politie in het kader van Tegenspraak. Dat leidt tot vragen hoe rechercheurs tot verschillende scenario’s komen en hoe zij beslissingen nemen. In de workshop zal deze thematiek vanuit verschillende perspectieven belicht worden.

Door nieuwe ontwikkelingen op forensisch technisch en
tactisch gebied zoals bijvoorbeeld de inzet van mobiel
DNA-onderzoek, verplichte Tegenspraak en forensic
intelligence zijn er mogelijkheden om sneller en beter
forensisch sporenonderzoek te doen. De nieuwe technieken
bieden veel kansen voor een effectievere en efficiëntere
opsporing maar ze brengen ook risico’s zoals tunnelvisie
met zich mee. Hoe die risico’s kunnen worden verkleind en
hoe nieuwe technieken zo goed mogelijk kunnen worden
ingezet is onderwerp van onderzoek. Jasper van der Kemp
zal in het college daar nader op ingaan.
Geographical offender profiling, a method to predict to most likely anchor point of an offender based on an analysis of his crime locations, can possibly increase the efficiency of police investigations. By determining areas where the investigation might prove most fruitful in finding the offender, the police can deploy neighborhood canvasses, DNA-searches or database-inquiries efficiently by targeting a specific area.
The main assumption of geographical offender profiling is that an offender commits crimes related to the anchor points in his routine activities (i.e. Crime Pattern Theory). When an offender commits a series of crimes the end of his journeys-to-crimes the crime site will therefore be related to these anchor points. This makes it possible to relate the crime locations to an offender’s anchor point. The current methods of geographical offender profiling focus on an analysis of the crime locations pattern and are either based on distance decay functions or central tendency measures to mathematically reverse the journey-to-crime.
Due to this focus on the mathematics little attention is given to characteristics of the crime such as the time when the crime is committed or the target backcloth that could provide useful information about the offender’s geographical behavior. Modus via is used to describe the manner in which the offender geographically behaves when committing his crime. Similar to modus operandi modus via can add focus on specific information of the crimes and the crime locations surroundings that might be available in criminal investigations.
To move geographical offender profiling beyond the focus on the journey-to-crime I propose the use of the modus via to fine-tune geographical offender profiling. By using this information about the behavioral geography of the offender weights can be appointed to crime locations to fine-tune the geographical offender profile. This paper will address the possibilities of fine-tuning geographical offender profiling by using the modus via. Illustrated with a case study and supported by the results of empirical studies on the geographical patterns of crime series, I will present the theoretical and methodological framework in this paper.

Enkele jaren geleden werkte de Nederlandse politie mee aan het tv-programma Plaats Delict, het zesde zintuig waarin paragnosten hun visie geven op oude zaken. De waarde van de informatie van paragnosten in opsporingsonderzoek is onduidelijk . Hoewel er richtlijnen bestaan van het College van Procureurs-Generaal over het gebruik van onorthodoxe opsporingmethoden, zoals paragnosten is onduidelijk hoe deze in de praktijk vorm krijgen.
Doel
Het doel van dit onderzoek is om de wijze waarom de politie te maken krijgt met informatie van paragnosten, op welke wijze samenwerking vormt krijgt en welke redenen er zijn om samenwerking aan te gaan inzichtelijk te maken.
Methode
Naast interviews (N=11) met ervaringsdeskundigen en betrokkenen (zoals politiemedewerkers en paragnosten) is een online enquête onder politiemensen(N=180) gehouden gericht op het inzichtelijk maken van de ervaringen met en de rol van informatie van paragnosten in de opsporing.
Resultaten
Informatie van paragnosten komt op verschillende manieren bij de politie terecht, maar over het algemeen op eigen initiatief van paragnosten veelal nadat een zaak in de media is geweest. Over de waarde van de informatie bestaat geen eenduidig beeld, maar concrete voorbeelden van correcte informatie is nauwelijks gerapporteerd.
Conclusies
Wij komen tot een tweedeling van motieven om de informatie van paragnosten te gebruiken. Enerzijds vanwege geloof in de waarde van de informatie, anderzijds vanwege secundaire motieven als het vinden van nieuwe invalshoeken voor het onderzoek.

Doel. Nagaan of een dergelijke politieaanpak inbraak feitelijk tegengaat. Nagaan of er sprake is van bijeffecten op het gebied van angst voor criminaliteit, het nemen van voorzorgsmaatregelen, en de verhouding met de politie.
Methode De politie Amsterdam-Amstelland, district Zuid, heeft in enkele wijken gedurende drie maanden enkele dagen na een inbraak in een straal rond die inbraak zichtbaar extra gesurveilleerd en mensen van advies gediend. Hun inbreng wordt geëvalueerd met een quasi-experimenteel design, waarin voorkomende inbraken in de experimentele wijken worden vergeleken met inbraken in enkele andere, soortgelijke wijken op korte en langere afstand van de experimentele wijken. Het experiment wordt aangevuld met een voor- en nameting van gevoelens van onveiligheid, houding tegenover de politie, en het nemen van preventiemaatregelen.
Resultaten In dit abstract kunnen nog geen resultaten worden aangeduid, het veldwerk is nog bezig.
Conclusies In de conclusies zal worden ingegaan op de betekenis van het gevondene voor de inzet van extra politiesurveillance.
Examining crime scenario creation and investigative experience.

Abstract
To solve a crime a chronological description of what went on, when, how, why and by who must be given; a crime scenario. As to avoid the risk of wrongful conviction due to tunnel vision in an investigation, Dutch investigators are obliged to create multiple scenarios and rule but one out. Although this obligatory task is now conducted in serious crime investigations, little is known about how the construct a scenario let alone multiple ones based on the same pieces of evidence. This paper will present our study on the creation of multiple scenario and the influence of investigative experience.
Summary
Solving crimes comes down to reconstructing the scenario of the crime. Who did what, how, when and why, are the central elements of investigations. This will subsequently lead to (but also will be influenced by) a crime scenario; a chronological description of how ( the manner), by who and why the crime has been committed. This scenario should rule out other possibilities and lead to a compelling judicial story to base a conviction on.
Due to a wrongful conviction in the Netherlands, where only one suspect-led scenario was investigated, it is now obligatory for Dutch police detectives to investigate multiple scenarios. However, little is known about the creation of investigative scenarios. More specifically what the central elements of such scenarios are and what the methodology of producing such storyboards based on the same information that is known in the investigation, is. In this study we present our study on the relationship between investigative experience and the creation of crime scenarios.
Our theoretical perspective is both from literature on ‘good stories’ as well as behavioural investigative methods, like psychological offender profiling (Pennington & Hastie, 1987, Hicks & Sales, 2006). While the theoretical models on stories in a criminal law settings give us insight in the elements that determine whether a story if good or not, it is still difficult to empirically determine them. We used these elements, such as plausibility, coherence and details, to explore their applicability to rate the quality of scenarios.
The crime scenario needs an actor, the offender, to be casted to fit in with that story. Offender profiling can be seen as the casting director, as it tries to describe the most likely character to have committed the crime based on the reconstruction. Profiling also has a part to play in writing the scenario of the crime based upon the reconstruction (Van der Kemp & Balk, 2009). Offender profiling is based on the notion that the crime scene and the behaviour displayed during the commission of the crime, reflect the characteristics of the offender. A growing body of research shows that the assumptions underlying profiling may not be empirically valid. On the other hand, research focussing on actual behaviour, such as the geographical patterns of the offender, seems to be useful in fine-tuning the profile of the offender (Van der Kemp & Van Koppen, 2007). In practice, however, the creation of a profile starts with a reconstruction of what went on at the crime scene. From this crime reconstruction, the most likely scenario of the crime is created in order to describe and interpret the offender’s behaviour. We explored the literature on behavioural investigative advice to search methodologies for constructing scenarios.
This study is building up on work by Van der Kemp & Balk (2008) and Van der Kemp & de Bruin (2010) on the necessary elements of crime scenarios and psychological factors of the creating individuals. These studies show the importance describing motive in the scenario as well as the dynamics of a crime to produce a coherent plausible story. For instance, a scenario that starts out with a crime of robbery becomes murder as the victims resists. While the motive is financial gain the interaction with the victim leads to the crime of murder. These dynamics of crimes are the most difficult aspect when reconstructing crimes as only the last part is commonly known as evidence in an investigation. Preciously that is what investigations are about, creating the scenario of the crime based on the interpretation of evidence.
In the study presented here, similar to those studies mentioned above, the methodology of using a crime scene photograph as stimulus for the respondents to base their crime scenario on, is used. No further directions as to the content, style of writing, or necessary elements to address are stated in the questionnaire. Respondents are asked to answer questions on type of crime, left behind evidence and motive after having written their scenarios to allow us to compare implicit and explicit parts of the stories.
In contrast to previous work, this study focuses on the creating of two scenarios based on just one crime scene photograph. Respondents are asked to write two different scenarios with specific instruction how different they have to be. As we conduct this experiment with college students as well as police investigators we can compare the influence of experience in investigating crimes. Research by Wright (2010) showed that senior investigative officers are able to elicit quite detailed crime scenarios based on crime scene photos due to their experience. The design of our current study resembles actual Dutch police investigative practice as multiple scenarios, like storyboards, must be investigated in serious crime cases.
