“Workers’ Complaints” in Late Soviet Latvia: “Moral Economy” or “Civil Society”?2024 •
The traditional researcher’s view of Russian history is based on the metropolitan point of view even if the object of study is one of the country’s regions. This is the case because all the main decisions are made in the capital, and therefore it is the state institutions that not only produce but also store the bulk of the documents. But if we turn to regional materials, we can see that the Soviet homogeneity was in fact replaced by heterogeneity. On this basis, the question can be raised to what extent the spatial and geographical factors should be taken into account in the study of the Soviet experience. The formation of a new Soviet subject was an important aspect of the Soviet system. In addition to labor activity, this new Soviet man had to be an active subject in social life as well, contributing to the maintenance of normative order. Letters to the authorities were a form of such struggle for norm and morality. The Soviet system presupposed the possibility of criticizing individual shortcomings in the field as long as the order itself was not questioned. But in the late-Soviet period, moral norms began to be actively extended to the entire Soviet population, not just the high-ranking party officials. This was largely due to the ideas of expanded state management during the transition from socialism to communism and the involvement of the broad masses in this process. The late-Soviet period was marked by the replacement of organized mass violence by various forms of soft control and by building a system of social control. This approach largely coincides with the concept of the moral economy, which was formulated by Edward Palmer Thompson. Even if we do not consider the mass protests that were not uncommon in the USSR, a significant number of appeals and complaints from citizens can be seen as a manifestation of the moral economy. That is, citizens did not seek to break the existing rules of the game but, on the contrary, tried to bring the reality around them to the ideas of morality and justice that were common in various groups of Soviet society.

ASUR apre con questo numero una sezione dedicata al PNRR e del quale discuteremo le diverse misure, le previste riforme, gli investimenti promossi, regolamenti, procedure e i finanziamenti erogati, cercando un dibattito di approfondimento critico che evidenzi le attese, le attuazioni, le ricadute a scala urbana e territoriale, ma soprattutto la tanta attesa capacità di rimediare ai ritardi e agli squilibri del paese per avviare una nuova fase di sviluppo e crescita economica e sociale. Diversi sono i punti di vista dai quali guardare al processo, come diversi sono gli Osservatori nati per monitorate l'emanazione dei bandi, le azioni e gli interventi legati al Piano attraverso l'analisi e la valutazione delle sue applicazioni: a loro il compito di restituire con puntualità caratteristiche e impatti degli interventi, alla luce dei costi sostenuti e dei benefici conseguiti. Il "Dibattito", che avviamo e che proseguirà anche nei prossimi numeri, vuole proporre piuttosto una disamina critica degli interventi, ragionando per ampi settori di azione, ricostruendo problematiche e principi che hanno guidato le strategie e le condizioni di attuazione del Piano; ma sarà anche un'occasione per riflettere s ui t emi n on a ffrontati d al P NRR stesso e su quei nodi problematici che restano insoluti. Il PNRR è indubbiamente una grande opportunità e lo è per diverse ragioni: è una politica su scala nazionale che prevede un investimento massiccio di risorse con una forte attenzione ai temi della sostenibilità; presenta sostanzialmente un'impostazione strategica in linea con gli obiettivi del Green Deal e quindi punta alla transizione ecologica per lo sviluppo di una nuova capacità energetica da fonti rinnovabili; investe tutto il territorio nazionale; vorrebbe essere plurisettoriale e favorire politiche integrate; vorrebbe essere veloce nelle attuazioni e soprattutto efficace negli impatti prodotti.
Systems thinking is the process of understanding how things influence one another within a whole. This consists a ground on which the cybernetician S. Beer gave birth to the Viable System Model (VSM). One of the prime features of systems that survive is that they are adaptable. Another key component is Ashby's " law of requisite variety " , according to which we should always try to maximize systems' internal variety and diversity, so as to be optimally prepared for any foreseeable or unforeseeable contingency. To this extend, we use the classic VSM display, to divide each department of production and management. This serves the fact that we need to analyze a system to its subsystems, in order to better understand and manipulate it.
