Studies have shown that trait constructs measured by the two earlier Filipino personality inventories and a lexically based Filipino personality research instrument are well represented by the Five-Factor Model (FFM; Katigbak et al., 2002; Church et al., 1997). On this basis, a 188-item instrument that sets out to operationalize the FFM with Filipino trait constructs was developed, with a core of twenty facet scales, each with eight items, and grouped by four for each of the five domains. In six successive item-testing studies, considerations of internal consistency reliability, content validity, keying balance, and factor structure were addressed. While most of the samples across the six item-testing studies came from the national state university in Metro Manila, data for the last study (total N = 576) also included student samples from three other universities (N = 192), as well as an adult sample (N = 192). The reliabilities for the final version of the instrument ranged from .6...

During the 1950s, Latin American capitals were facing the emergence of squatter settlements. In Peru, architects working for the government built and tested new strategies to improve and urbanize the barriadas, the squatter settlements in Lima’s outskirts. This work would
eventually become a model for other third-world cities. The challenge was to incorporate the industrialization and standardization of construction, and the spatial organization of modern architecture with the spontaneous houses of the squatter settlements. It was at this time that architects recognized the impossibility of achieving the total modernization of cities and societies, and accepted the need to work collectively with the “ordinary” and the “everyday” in the uncertainty of urban development vis-à-vis the design of the city. The Proyecto
Experimental de Vivienda-PREVI housing competition was promoted by the Peruvian Government and sponsored by the United Nations Development Program (UNDP) as an experimental project in 1969. Its goal was to find new solutions to the overwhelming informal urbanization in developing cities, as well as the lack of affordable housing in developing countries. The PREVI-Lima project produced a new kind of collective housing model: a new generation of unidades vecinales (neighbourhood units) with spatial and formal qualities able to ultimately achieve social change and to create a sense of community through the dwellers’ transformation of houses and the appropriation of public spaces. PREVI housing architecture succeeded in changing and challenging Peruvian society, and opened up many possibilities for a different kind of life.

This paper examines the British foreign policy during one of the most meaningful and controversial period from its entire history, the last months of peace and the first months of the Second World War. This topic has been at the focus of British and international research ever since the end of the conflagration, from the pioneering six volumes of Winston S. Churchill, published soon after the war ended , of the Romanian former foreign minister Grigore Gafencu , when the war was closing its final phase, or J.R.M. Butler’s Grand Strategy . Much has been published on the general lines of the British foreign policy of 1939-1940, the meaning of Chamberlain’s appeasement policy or on such topics as the British relations with the other Great Powers or with Poland and its U-turns conducive to Chamberlain’s cabinet entering the war it sought to avoid . Yet, only a few researchers have focused their research on British policy toward such East-Central European nations and regions such as the Balkans and Romania and the Baltic and Finland . Only one of them, however, has attempted to look to a larger picture comparing for instance the British policy towards such apparently remotely situated to each other regions as the Black and the Baltic seas region countries . In our view, such a scholarly research has the significant advantage of penetrating into the real scale of British involvement in East-Central Europe and giving an answer to the question of how genuine the British attempts to build up an Eastern Front in the aftermath of Nazi coup in Prague were. Such a research is also important because it takes a closer view of British cabinet decision-making. The decisions were adopted by processing information and they were based not only on priorities derived from the state of war preparedness or domestic policy, but also on analyses and assumptions regarding the importance of various European and extra-European regions in Germany’s aggressive policies towards the end of 1930s. Unfortunately, however innovative, Prazmowska’s paper misses quite a few points and it rather focuses on each of the Eastern European countries’ foreign relations during the interstice between the peace and war of 1939 and does not sufficiently touch upon comparing their share and relevance within the British policy of the time. Moreover, the work is rather faulty when dealing with Romania’s general history in the 20th Century. The aims of the research Our paper represents thus the first attempt towards a more comprehensive work dealing with British policy towards East-Central Europe in 1939-1940. We choose to focus our research on studying in a comparative manner the British policy toward two of the Baltic Sea region states (Finland and Estonia) and one of the most important Black Sea region states (Romania). The situation of the three countries differs in many respects not only in terms of culture (except the close Finnish - Estonian kinship) or historical experience, but also as regarding their domestic institutions and partly their views and expectations of the international relations. While the two Baltic Sea region states were during the inter-war period part of the British sphere of cultural, political and economic influence, with Germany coming next as a significant partner, Romania remained closely attached to the French in her foreign policy. It only came to rely on Britain when forced to do so by the proven weakness of France in face of Nazi Germany’s dynamic policy. The domestic institutions of the three states were different as far as Finland remained a faithful democracy throughout the inter-war period and World War II and even consolidated its democratic system after the 1937 elections. By contrast, Romania turned to a conservative, authoritarian regime in 1938. Despite their many differences of domestic and international context, something united all Romania and Finland. This was their desire to stay outside the conflicts between the Great Powers and their fear of the Soviet Union’s intentions toward the border-states. This proved very significant in the dramatic context of the years 1939-1940 when peace turned to war. It is not our intention to evaluate the foreign policy of those small and mid-size states during the last months of peace and first months of war but rather to comparatively judge their significance in the foreign policy of Great Britain. This brings us closer to such important topics as how the British foreign policy-makers related to the different political and economic landscapes they found in the region. For instance, it is interesting to see how important the appeal of Finnish democratic system to the British policy was during the Winter War or the role of Romanian oil in the earlier decision to extend a British guarantee to Romania in April 1939. Our paper also discusses the inter-play between British strategic aims regarding Romania and Finland and the actions of those states for capturing the British attention and support for their own foreign policy objectives. In other words, we are looking to evaluate the ability of each state to find a more central place in British foreign policy planning. Finally yet importantly our paper aims, taking into account the experience of British policy toward the two case studies, to establish the real degree of British involvement in building up an anti-German Eastern Front able to draw some of the Germany’s military resources away from the Western Front. The first month of spring 1939 marks the bitter end of the hopes of Chamberlain’s cabinet in the sincerity of Fuhrer’s intentions and as such the speeding up of the military programs unfolded by the British Government and the designing of more comprehensive schemes of containing Germany. Our analysis ends in March 1940 with the end of the Winter War. By then Soviet Union incorporated Estonia while Romania and Finland were looking for ways of finding a rapprochement with Germany frightened by the prospect of what Soviet policy had in stock for them. We shall base our argumentation mostly on British archives, but also on Romanian and Finnish materials.

This study aims to give systematicity to coin findings brought to light in the Early Medieval necropolis of Castel Trosino and Nocera Umbra. The focus will be on gold coins mounted in jewelry. It will investigate whether the decision to include numismatic items in jewelry is to be related to the legacy of practices such as the Charon’s obol, the search of protection, or whether it is essentially dictated by the taste of the customer.
This analysis has a multidisciplinary nature: it will examine first of all the archaeological data, and then focus on burial customs and, therefore, on the artistic culture which influenced the choices of populations settled in the two sites.

Intellectual capital is a multifaceted resource that has emerged as the primary resource for driving innovation and contributing significantly to public sector performance. Hence, to analyze the mediating effect of organizational learning on intellectual capital and public servant performance, data from 517 samples was collected and analyzed using descriptive and explanatory research designs. The finding revealed that intellectual capital has a direct effect on public servant performance, but organizational learning is indirect. According to the SEM model, it is also suggested that organizational learning mediates the relationship between intellectual capital and public servant performance. Intellectual capital promotes organizational learning, which enhances public servant performance. This shows human, relational, and structural capital promotes and encourages knowledge acquisition, information interpretation and distribution, and organizational memory among public servants in Addis Ababa city administration. This confirmed the theoretical frame of the study. Hence, it is endorsed Ethiopian public sectors to apply intellectual capital and organizational learning to improve public servant performance.
