New wave of Displacement from Rojava, Syria -November 2019 Bardarash Camp Re-opened: 15 October 2019 Bardarash camp was constructed by MODM in 2015. The camp was decommissioned in December 2017 after the return of Iraqi IDPs and reopened to receive Syrians refugees from north-east Syria since 15 October 2019. Distance from international border:170 km POPULATION: 14,650 Individuals total number of Refugees who have entered Duhok Governorate. 2,615 families and 11,026 individuals (as of 08 November) 377 families departure the camp to joint their relatives in Hawler, Duhok and Suli.(1,516 Individuals) 12 families return back to Rojava, Syria (65 Individuals). 8,910 Syrian refugees have been registered with BRHA CAMP MANAGEMENT: is provided by the Duhok Government’s Board of Relief and Humanitarian Affairs (BRHA) in Duhok, with support from UNHCR. BRHA is active in registration, camp security, camp management and administration 1 New wave of Displacement from Rojava, Syria -November 2019 General Figures (Refugees registered with BRHA 8,910 individuals) ■ ■ ■ ■ Approximately 50.8% male and 49.2% female Approximately 48% individuals fall into 0-18 age group Approximately 9% individuals with special needs Main areas of origin are Qamishli (28%) and Ras al Ain (22%) Local administration The Board of Relief and Humanitarian Affairs (BRHA) was designated as the Camp Management and administration body for all Camps in Duhok Governorate since 2015. It acts as the main communication channel with other government departments and agencies to provide assistance to IDPs and refugees. Other government agencies involved in service provision in Bardarash refugee camp are: Department of Health (DoH), Directorate of Water (DoW), Department of Sewage (DoS), Department of Labour and Social Affairs (DoLSA), Electricity Department, Police and Asayish (Security) Office, and Department of Education (DoE). Service Provision Protection ■ UNHCR in partnership with Harikar conducts registration, general protection and referral of cases. ■ UNFPA conducts psychosocial first aid and psychosocial support activities. ■ ACTED conducts child protection and case management. ■ Save the Children International (SCI) conducts psychosocial first aid, psychosocial support, assessments and identification of unaccompanied and separated children. ■ Qandil carries out communication with communities’ activities. ■ Triangle provides carries out the identification of unaccompanied and separated children, in addition to providing support for urgent protection needs. ■ DOLSA carries out child protection activities, support to GBV cases and psychosocial support with support from UNICEF. Education NRC, in coordination with camp management, has identified a space for emergency education activities; Health ■ Heevie Organization provides a mobile clinic, two doctor, nurse and ambulance but will be transferred to MSF starting 23 October ■ DoH is available 24/7 in the primary health centre. DoH conducts vaccinations, women and baby care. There is one female doctor, a nurse and an ambulance available. ■ UNFPA conducts reproductive health activities. Food Security and Nutrition ■ The Barzani Charity Foundation (BCF) provides daily hot meals and water to new arrivals. Distributed more than (76,000 ) hot meals and (4,735) NFI. ■ WFP in partnership with World Vision International provides immediate response ration (IRR) kits to refugees. ■ Khalsa Aid provides emergency food package. 2 New wave of Displacement from Rojava, Syria -November 2019 Water and Sanitation and Hygiene ■ The Polish Humanitarian Aid (PAH) conducts care and maintenance activities for the water network and sanitation units along with garbage collection. ■ ■ ■ ■ ■ ■ UNICEF provides hygiene kits, family kits and baby kits. NRC provides additional hygiene kits to vulnerable families and persons with specific needs. BCF provides dignity kits. UNFPA provides dignity kits. Khalsa Aid provides dignity kits. Escape from Darkness provides dignity kits. Shelter and NFIs ■ UNHCR in partnership with Peace Winds Japan (PWJ) is carrying out the installation of tents and improvement of Shelter and Wash infrastructure. So far, 928 tents are installed and the work is on-going. ■ ■ Qandil, with support from UNHCR, distributes core relief items BCF provide diapers to children. Camp Coordination and Camp Management ■ The Board of Relief and Humanitarian Affairs (BRHA) is conducting camp management. Access to Energy ■ ■ Street lights are installed by UNHCR and PWJ. Electricity is provided by the Electricity Department (DoE) Transportation ■ IOM provides transportation from border entries in Al Walid and Sahela to Bardarash camp. 3 New wave of Displacement from Rojava, Syria -November 2019 Bardarash Camp Highlights:Newest Highlights           96 Syrians returned today to Syria from Bardarash Available tents: 64 ready to receive families, 45 empty, 19 fallen 20 families to be relocated tomorrow within the camp as they were identified to be in flood prone areas NRC confirmation on kitchen repairs for Sector E (253 total) Need for more blankets, BCF distributed blankets 2/family- UNHCR to distribute additional blankets where and when needed. Medair water kits distributed to whole camp (includes soap, bucket and washing tub) Intercamp reunification between Bardarash and Gawilan- families are being cleared to move between the two camps. BCF to arrange transportation on 8 Nov. Psychological First Aid continues to be provided in the camp – 3 ACF staff joined community outreach volunteers, 1 MSF staff present in the Registration centre, and 1 MSF staff in the community centre. Two help desks continue to be operated (1 in the Registration Centre and 1 in the community centre). Key messages on registration processes, fraud, exploitation etc. continue to be disseminated by community outreach volunteers. WFP through WVI is distributing IRR and/or FFR to all new arrivals in Bardarash camp Previous Highlights ■ BCF will continue providing hot meals to new arrival families that don’t have cooking stoves, kerosene, or family rations. However, it provide kerosene (20 liter ) for each family. ■ WASH needs remain high, particularly among new arrivals in sector C. Work is still needed in all sectors. Section A is covered by UNICEF with DOW and remaining units will be taken by Samaritan’s Purse, Sector B is covered by PAH, Sector C&E is taken by CARE International and Sector D will be covered by Samaritan’s Purse; ■ Refugees continue to request for clothes and shoes, particular for children and infants. ■ Asayesh informed that for the time being, individuals seeking clearance to leave the camps with relatives in Duhok will be prioritized over individuals with relatives in other Governorates. And in last two days Asayesh does not give clearance for no one. ■ 1,665 families have electricity power in sectors A, B and C. During the day (26/10) 300 additional shelters in sectors C and D were connected to electricity; ■ Water network works are ongoing and WASH gaps remain high. Sector A is the only sector completed. Gaps in sector E will be covered by DoW with UNICEF funding. Khalsaid is providing 6 water trucks through the camp, mainly focused on sectors C, D, and E. ■ The Iraq and German Red Crescent has expressed interest to provide 200L of kerosene per family to cover the needs for the next two months; ■ A help desk run by Qandil will start operating at UNHCR registration centre to address all questions by people of concern. Key messages drafted by UNHCR are being distributed; ■ Newly arrived families continue to request milk and baby diapers. BCF is providing dry milk to children above age 2 and UNICE has confirmed that it can distribute baby diapers. DoH in coordination with the Governorate of Duhok agreed on providing milk to children under 2 years old in case their mothers cannot breastfeed. In such situations, a medical inspection will be done, and milk can be provided; ■ Since 17 October, UNHCR in coordination with Child Protection partners have conducted assessments for some 2,491 children. Due to high number of children and adolescents, informal education, sports activities, playgrounds and toys are much needed. ■ Camp management, in agreement with local authorities, has confirmed that electricity will be provided 24/7 during the next month; ■ Rubbish collection in the camp remains a gap and is becoming critical. Increasing amounts of food waste and general garbage are creating conditions that will attract vermin to the camp. With much thanks to Khalsaid who has committed to one month of solid waste management and disposal starting immediately. Longer term solutions and partners are also being sought. ■ UNFPA continues providing two standby ambulance in the camp and has distributed to date over 1,900 Dignity Kits. UNFPA/Harikar has also provided counseling to 814 cases for psycho-social support and psychosocial first aid; ■ 20 volunteer Barbers serve as barbers for camp resident and this organizes by Bardarash Mayoralty. 4 New wave of Displacement from Rojava, Syria -November 2019 Gawelan Camp Opened: 28 August 2013 Background: Gawilan transit center was opened in August 2013, initially hosting a few Syrian families. Subsequently, more families were relocated to Gawilan from Bardaresh youth centre and Bardaresh Stadium which were the first destinations of Syrian refugees after crossing the border into Iraq. The population steadily grew, reaching up to 550 families in November 2013. As many families were settling irregularly in areas which were not developed and lacked most of the basic facilities, UNHCR coordinated with Duhok Governorate and initiated construction of Gawilan camp. All families were relocated from the adjacent transit site to the new camp by mid-2014. (738 ) cases ( 1847 ) individuals. 1. UNHCR through PWJ: continued the construction of the open channels in transit site reaching 60% progress. 2. UNHCR through PWJ: opening the roads in transit side reached 99%. 3. UNHCR through PWJ built the base for 47 tents. 4. UNHCR and BRHA are working in the maintenance of installed latrines and showers in transit site until a new partner steps in. 5. NRC: finished the installation of 20 showers and 20 latrines today, remaining 5 latrines will be completed by tomorrow. 6. UNHCR, BRHA, PWJ and QANDIL: working on relocation of (44) families to new bases today. 7. MAG continued with the awareness about landmines and unexploded bombs for families in transit site. 8. UNHCR, SCI and DOLSA are working on CP assessment. 9. UNHCR through PWJ: installed 10 new tents today. 10. SCI are working on CP case management with two case workers to follow up. 11. KHALSA AID: worked on water trucking in transit site today. 12. WVI worked on garbage collection. 13. UNHCR and BRHA: continued water trucking to the families in transit site. 14. UNICEF and BRHA started to construct 15 new holding tanks. 15. UNHCR through PWJ started to fix the old borehole in transit site. 16. UNHCR through PWJ started to clean the septic tanks. 17. CARE through REACH completed today staff recruitment for hygiene promotion. Gawilan Planned Activities 1. CARE through REACH: is planning to install 100 shared latrines and showers in addition to 100 water storage tanks of 500 liters and 200 plastic garbage bins of 120 liters. 2. CARE through REACH: will start conducting water quality control and ensure the maintenance of sanitation facilities on Sunday 10th November 2019. 3. WVI is planning to officially work on garbage collection and dislodging on middle of next week. 4. NRC: confirmed that they will continue distributing kerosene and blankets for new arrivals and families who didn’t receive. 5. NRC is ready to provide 10 additional latrines and 10 showers if needed. 6. MEDAIR: will distribute Wash kits on Saturday 9th of November 2019. 7. NRC confirmed that they will distribute Kerosene and blanket for remaining families on Sunday 10th November 2019. 8. KHALSA AID is ready to provide additional big tanks if needed. New wave of Displacement from Rojava, Syria -October 2019 Gawilan Camp Newest Highlights                       10 additional tents were installed to cover the new arrivals. After shelter allocation some 8 are vacant. UNHCR and PWJ started work on the submersible pump which is defective. Work may be complete in 2 days. Concrete bases are still being constructed and shelters are being moved as the bases become available. Asayish Duhok for the first time has issued security clearance for the new arrivals in Gawilan to depart the camp. UNHCR Technical Unit to identify all additional viable plots and discuss renumbering of all plots with Camp Management. UNHCR Technical Unit to provide plan for relocation of tents based on completion of concrete basesthis is to facilitate smooth movement and coordination with other partners involved in the move. UNHCR Technical Unit and Camp Management to agree on frequency and timings of trucking so messages can be passed on to the communities. Winter clothes and shoes remains a gap- families continue to report this as a concern during interviews Lack of garbage bins reported especially by community - especially those who have moved to the sub-based plots (concrete base). UNHCR through PWJ continued the construction of the open channels in transit site (60% progress made). UNICEF and BRHA started to construct 15 new holding tanks UNHCR through PWJ started to clean the septic tanks. WFP through WVI is distributing IRR and/or FFR to all new arrivals in Gawilan Gap: Additional extinguishers needed urgently- NRC have provided 20 fire extinguishers but more needed to meet standards Gawilan Camp Previous Highlights ■ So far, 231 tents have been occupied, 1,357 potential plots remain vacant; ■ Several individuals have expressed they desire to reunite with their families in Bardarash; ■ UNHCR will start registering refugees as of tomorrow (29/10); ■ GOAL and NRC in coordination with UNICEF have initiated WASH activities in the camp; ■ UNFPA is committed to cover camp needs under GBV and RH for new arrivals and the existing population. So far all new arrivals have received dignity kits; ■ Qandil, on behalf of UNHCR, distributed core relief items (NFIs) to all new arrivals; ■ WVI distributed immediate response rations to all new arrivals; ■ BCF distributed 3 meals to all new arrivals, and a meal for those who arrived the previous day; ■ Qandil’s community volunteers started raising awareness among newly arrived refugees about services provided in the camp; ■ In terms of WASH, the following items will be provided to the transit site by the following organizations: Oxfam will provide 68 latrines, GOAL provided 20 latrines and showers, NRC will provide 25 latrines and 20 showers, UNHCR will provide 100 latrines and showers with installation by UNICEF/BRHA. All actors will have a coordination meeting to discuss way forward; New wave of Displacement from Rojava, Syria -October 2019 ■ WVI will contribute next week to dislodging activities and waste management in addition to provision of garbage bins and plastic bags. BRHA will cover in the meanwhile; ■ BCF will look into the possibility of providing kerosene for cooking purposes. ■ Two hundred thirty-seven individuals are expected to arrive today to Bardarash camp. ■ Total number of unaccompanied and separated children is 31. ■ UNHCR/PWJ: Total of 254 tents were pitched so far in the transit site. ■ UNHCR/PWJ is working on opening and upgrading the internal roads and installing street lights. ■ UNHCR is working on BOQs for internal roads gravelling, open channels and the tents sub-bases in transit site. ■ NRC, UNICEF, UNFPA, KHALSA AID have plans to provide hygiene kits and dignity kits to the new arrivals. ■ UNFPA: Continued the distribution of dignity kits, so far 204 families were covered. ■ UNICEF has a plan to distribute 1,000 hygiene kits HK for new arrivals. ■ UNHCR will cover all new arrivals for water jerrycans retroactively. ■ NRC has 200 hygiene kits on standby for distribution. ■ UNICEF is planning to construct 15 new septic tanks for the holding tanks in sector F. ■ Oxfam is ready to install through their partner 12 latrines and 57 showers. ■ NRC will install 20 prefabricated latrines and showers in the transit site. ■ UNICEF is working on preparing a BOQs for installing some latrines, showers and water taps in addition to care and maintenance in the transit site. ■ § Goal NGO started to install 25 latrines and 25 showers units in the transit site, their key concern is water not connected to the related units. UNHCR reported; that the contractor is working on care and maintenance of valves and other needed interventions. ■ UNHCR Protection registered 36 cases/181 Ind. out of 23 families identified as new arrivals. 30 families were only reactivated. ■ PSN verification is finishing all new arrivals. ■ New instruction shared by Asyaesh office/Gawilan, for any family reunification. All families have to get prior clearance from Asayesh of Duhok,Erbil or Sulaymaniyah. With that said, UNHCR request Asayesh to refer all cleared cases to UNHCR registration for further follow-up and data updating. ■ UNHCR/Protection identified 9 families interested to join their families in Bardarash. ■ UNHCR Protection: key messages on Protection have already been conveyed to the new arrivals. CWC help desk also establish in the registration center for the new arrivals. ■ UNHCR PRT is working on updating the services mapping of Gawilan and will be shared with as soon as possible. ■ BCF provided 6,162 hot meals to the new arrivals in Gawilan camp. ■ BCF has milk formulation on standby for distribution, UNHCR suggests BCF to follow-up with DoH for further recommendation. ■ DoH is providing needed health care services to the new arrivals in Gawilan.
