The theme social issue is hardly new. Social issues include the unsolved problems, the unanswered questions in human affairs, and the situations of conflict in society. It indicates the potential and actual changes that are occurring in the social world (McLendon, J.C., 1953). It is arise when the goals, the structures, and the processes of communities combine or conflict in ways that threaten the survival, the wellbeing or the process of the group or its members (Ochoa, A. and Manson, G., 1972). Enhancement of human welfare is the most important function of a modern welfare government and for performing this function; it is required to make policies for the masses. However, for measuring the progress made in enhancing development in the economy, specific indicators are required. Whether these indicators truly reflect the real economic scenario is a matter to be further analysed (Behera, D.K., 2016). All over the developing countries, there is continuous and sustained endeavour to uplift the economic and social welfare of the communities through planned development strategies. Development is a very complex concept having a wide range of meaning. In context of the country, development is an instrument of continuous changes in the socio-economic environment which is ultimately responsible for cultural transformation of the group of people, constituting a nation (Sen, B. 1984). The prime objective of development is continuous improvement of the quality of human life and knowledge. Historically, economic growth forms the nucleus of all development. Social changes and cultural transformation are largely influenced by the products of economic development. Socio-economic development is a function of education and both are inter-dependent (Bhattacharya, 1972). In this book, an attempt is made to explore different aspects of social and economic development in India.

Northeast India is comprised of seven states peopled by tribes and communities majority of which are culturally and ethnically different from the rest of India. After India’s independence from the British in 1947, the Government- both at the state and central level has been implementing several development programmes in the region on poverty alleviation, employment, infrastructure, education, agriculture etc apparently to positively transform peoples’ lives in the region. However, inspite of these initiatives, several decades of intensive development programmes and strategies has somehow seen more failures than success. While development should have brought a positive change in peoples’ lives, it has instead become more and more conflict sensitive resulting in intense and often fatal socioeconomic, socio-political and socio-environmental disasters between and among communities in Northeast India. This article is related to the study of the formation of the famous Kalapahad tradition of Eastern India. It highlights the process of the construction of the tradition for transmitting a message of social change in Eastern India in the pre-colonial and colonial phase. But after its construction which demanded reform of Hinduism and prevention of conversion it had many modifications in the 19th and 20thcentury A.D. In the expanded form of this tradition on Kalapahad reconversion to Hinduism was articulated. The research paper is primarily divided into three parts. The first part seeks to give the idea of what Sociological perspective is and its scope in comparison to the perspectives of other social sciences. The second part presents the Sociological perspective of Development, the central discussion of the the research paper, which is analysed more deeper by studying the branch of Development Sociology. The third part of the research paper considers the Sociological perspective and Development Sociology, as discussed in the previous parts and seeks use this knowledge in order to gain understanding on the development of the Handloom industry in Assam. The landlocked state of Manipur, which has been deduced to a peripheral state by the geo-political economy of Indian state, has been in constant dialogue for its development for last 60 years. However, the nature of dialogues being discursive, leads to framing of superficial development policies and programmes. Ironically, the path feinted for developments by the state, such as the " Capital Project " , are too comprehended by the people at large as indicators of development and progress. Contextualizing, such frivolous centrally and state funded development projects need critical questioning vis-à-vis the ongoing mode of development in Manipur. In addition, to question to why none existence of any pragmatic solutions to the deepening malaises, along with striping out the unregulated local market scenario which functions as an agency of exploitation. Finally, as a denizen of Manipur, the concluding notes discussed on the viable ways and the role that the state need to act upon.
