This review was published in two parts. The first half (published on May 17, 2021) considered the proposal to set up a National Research Foundation, while the second reviews the draft Science, Technology and Innovation Policy document, released in December 2020 (May 18, 2021). his paper examines India’s policies for building up of ISTC and indigenisation of technology as they have evolved since 1947. The focus is on industrial technology. Significant capacities built in India in agriculture, atomic energy, space, and defence sectors have not been covered. Technology indigenisation is viewed as a process covering mainly three interacting activities: the scientific, the technological innovation and manufacturing/production (Fig. 1, Niwa et al 2). Different structures, institutions, and actors are involved in each of the activity segments and they interact within and across the segments to form a kind of network or a cluster of innovation networks. To examine the technology indigenisation policies and programmes we look at the establishment and strengthening of these innovation networks. This involves studying not only policies and programmes for scientific activity but also for industrial and economic activity and the interrelations between the two. Analysis of policies and their relationship with technology indigenisation follows.
