Slow-play debate

The R&A has to be commended for trying to address one of the eternal bugbears of the game of golf, slow play. The measures taken vary in their effectiveness, the three-minute search rule being the most obvious time saver as it’s quantifiable. Oddly, the out of bounds rule has to be adopted locally.
