2½ teaspoons kosher salt, divided
1¾ teaspoons ground black pepper, divided
4 (4-ounce) cube steaks
38 saltine crackers (1 sleeve), crushed
2½ cups plus 2½ tablespoons all-purpose flour, divided
½ teaspoon baking powder
4 cups whole milk, divided
2 large eggs
Vegetable oil, for frying
Garnish: ground black pepper

1. Sprinkle ½ teaspoon salt and ¼ teaspoon pepper all over steaks.
