He worked for many years in the broad area of social policy (developing options, providing advice, monitoring and evaluation) and authored many papers and reports on social policy issues in areas such as poverty, disadvantage, housing and homelessness including developing international comparisons. Over the last twenty years he has focussed particularly on nineteenth-century emigration to the Australian colonies, including exploring the reasons people emigrated with a focus on disadvantaged groups that emigrated. A special research interest has been the changes in Britain (especially social and economic changes) that prompted so many people to emigrate to the colonies and in looking at the impact of the emigration process, the passage and the arrival on those who emigrated.view less
