    ABSTRACT

    This phenomenological study aimed to set guidelines for future school leaders as fiscal managers. The study utilized a qualitative research design with a phenomenological approach with six new principals that were chosen through purposive homogeneous sampling, which used thematic analysis as a data analysis tool by utilizing an interview guide. The findings revealed that school leaders experienced the following during their early years: a constant need to plan for school improvement; difficulty addressing school concerns, particularly those concerning school resources; uncertainty about the factors to consider when handling school finances; and a range of emotions as a school leader. In coping mechanisms, they find these things important such as collaboration with mentors and colleagues; continuous learning and updating; ingenuity and resourcefulness; and being open and optimistic. Moreover, the participants mentioned their learning insights: act in our role as the school head; connect with our mentors and peers in the field; be literate in fiscal management; and be receptive and willing to learn. Indeed, schools need leaders to handle finances as they affect the organization, so this study sets guidelines to help future school principals as fiscal managers.

    INTRODUCTION

    Rationale

    This study focuses on new school principals’ difficulties during their first to third year on the job, particularly in managing school finances. As it says, a leadership role is challenging (Kuligowski, 2022), given that there are many challenges you have to go through when you are in the position. Most school principals find the job difficult since they need help with many things, like administrative tasks and financial management. This includes dealing with disgruntled or unhappy teachers and other employees who may try to undermine the principal’s authority, which drains their energy (Harper, 2018).

    Moreover, while school heads are perceived to be skilled, competent, and compassionate, these qualities cannot compensate for basic school needs, which is why the organization requires a school leader who is experienced in financial management, as it has a significant impact on the quality of education along the way.

    Fiscal management among novice school heads is critical in decision-making, as they are responsible for not only protecting, developing, and using resources, pushing and maintaining economic growth, and increasing income but also effectively and efficiently managing all school resources (Arrieta & Ancho, 2020). If finances are mismanaged, it can significantly affect the school’s overall performance. Mismanagement is a significant failure to carry out the responsibility to lead and manage an institution or an administration (Spacey, 2020). Thus, financial mismanagement is management that is done in a way that can be described as wrong, bad, negligent, inefficient, or inept and has a detrimental impact on a company’s or individual’s financial condition. Financial mismanagement can be carried out in a variety of ways. For example, proper responsibility distribution, consistency with payments, bills, and taxes disregarding responsibilities, financial difficulties, and economic status can result in significant financial mismanagement (Nathaniel, 2019).

    Furthermore, this paper is anchored first in the study of Butt (2010), which suggests that efficient use and adherence to financial management practices lead to increased business performance. Companies that are well-managed financially are also operationally efficient. This is a positive sign for investors and regulatory bodies. These might also help organizations get a competitive advantage in future forecasting. The second proposition is about learning by doing. According to David Kolb, this type of learning is the process by which information is formed via the transformation of experience, knowledge coming from the combination of comprehending and modifying experience (Cherry, 2020).

    Adding on, because school principals shoulder enormous responsibilities, many need help grasping the scope of their duties and reliability in accounting and finance (Shkurina, 2018). Accounting and financial reporting are the cruces of a school’s economic and academic success. On this note, the researcher was motivated to embark on this study to find out and understand the lived experiences and struggles of novice principals as fiscal managers. Moreover, after reviewing various literature, it was discovered that there was no similar study, especially in local and global settings. Thus this study will contribute to the avoidance of unnecessary mistakes, such as what happened in an Illinois private school, which ran a one-million-plus deficit in 2014 due to a wrong account being accidentally used. As a result, the school got buried in debt worth hundreds of thousands of dollars for years to come. (Shkurina, 2018).

    Purpose of the Study

    This qualitative study aims to guide future school leaders, particularly in financial management. As we all know, being a first-timer or newbie is not simple, so the insights gained here will be beneficial to us, not only as a researcher but also as hopeful individual who hopes to become school leader one day if God permits. This study focuses on the real-life experiences of new principals who have already served for 1–3 years.

    This research allows us to broaden our social experiences with this group of school principals. We could connect with their opinions, beliefs, and feelings during the interview and in-depth and focused group discussions. As a result, future school principal hopefuls will benefit since they will be aware of the potential difficulties that may arise from holding the job. One can prepare for what to do and what not to do by just reading this study. Henceforth, this study contributes to future school leaders’ learning and preparation.
