Steve Toussaint was born on March 22, 1965 in Birmingham, England and is of Barbadian descent. Growing up in South London, his mother worked as a nurse while his father worked for the London public transit system. Toussaint was always interested in theater and acted in a few of his school's productions throughout his childhood. During his time working towards a bachelor's degree in politics at Sussex University, Toussaint was scouted for a role in a play and therefore persuaded to join the drama society. While working his jobs in hospital administration and merchant banking, he began taking drama classes at night.
Toussaint made his acting debut in 1990 as Genie in Aladdin at the renowned Churchill Theatre in London. As a member of the prestigious Royal Shakespeare Company, he played roles in Macbeth and The Merchant of Venice. He also played Osembenga in Ruined at the Almeida Theatre in London.
Toussaint made his television debut in 1994 in The Memoirs of Sherlock Holmes as Steve Dixie, where his career quickly took off. The following year, he was cast as a series regular in The Knock, a widely known British television crime drama. As his name grew in the entertainment world, Toussaint made his film debut as Shadwell Fan in the 1995 British-German film I.D. and later starred in Mutant Chronicles, Point Break, and Judge Dredd alongside the powerful Rwandan genocide drama Shooting Dogs. In 2010, Steve starred alongside Jake Gyllenhaal and Alfred Molina in the blockbuster film Prince of Persia. He was also in A Doll's House at the Young Vic which transferred to London's West End. Further television credits include Waking the Dead, Silent Witness, Line of Duty, England Expects, Spooks, Casualty, The Bill,and the eminent US crime drama CSI: Miami.
Toussaint is an accomplished writer with numerous scripts either completed or in development such as A Viable Candidate, a short film that he wrote and starred in. The film is about a man who is on the verge of becoming leader of a major political party in the UK (and possibly the first Black Prime Minister).
He later played Kenneth Logan in Steve McQueen's BAFTA award-winning BBC series Small Axe. He was also in HBO Max's miniseries It's A Sin as Jill Baxter's father Alan Baxter. Starting in 2021, he went on to play the recurring role of Kane in Before We Die. Toussaint was cast in 2021 as Lord Corlys 'The Sea Snake' Velaryon in Game of Thrones prequel on HBO House of the Dragon, one of the highest-rated and most watched shows. He's opposite a distinguished cast including Paddy Considine, Eve Best, Olivia Cooke, Emma D'Arcy, Emily Carey, and Matt Smith.
