While the film provides no clear answer it's possible that after it was discovered that Adam Banks was playing for the wrong team the Hawks were forced to forfeit every game that they had previously won while Adam was playing for them (which would have been every game). Going forward there were two games left which the Hawks probably won both of and the Ducks only won one of them (they forfeited the 1st one). If this is true then going into the playoffs the Ducks would have been ranked last while the Hawks would have been ranked 2nd to last and in that case based on how brackets work it is very logical that they would not have had to play each other: In the first round the Hawks would have defeated the #2 seed while the Ducks defeated the #1 seed. Then in the second round the Ducks would have defeated what was probably the #4 seed (or whoever won between the #4 and #5 seed), while the Hawks would have defeated the #3 seed (or whoever won between the #3 and #6 seed)

Principal photography began in January 1992. The actors' ages at that date were...
Joshua Jackson "Charlie" - 13; Elden Henson "Fulton - 14; Shaun Weiss "Goldberg" - 13; Matt Doherty "Averman" - 13; Garette Ratliff Henson "Guy" -12; Marguerite Moreau "Connie" - 14; Vincent Larusso "Banks" - 13; Brandon Adams "Jesse" - 12; Jussie Smollett "Terry" - 9; JD Daniels "Peter" - 11; Aaron Schwartz "Karp" - 10; Danny Tamberelli "Tommy" - 9; Jane Plank "Tammy" - 12
No explanation is given but it is likely that she wasn't invited. If Karp or Peter invited the others, they probably assumed she wouldn't be interested in the swimsuit issues.
The absence of Charlie's father is never explained.
