General Taligaro, heir of Borna, the former ruler of the kingdom of Velusia, conspires with the evil priest Enaros to ressurect Akivasha, an evil sorceress, who once ruled an evil empire, as part of Taligaro's scheme to kill Kull of Atlantis, a barbarian warrior and former slave and pirate, who has succeed Borna as the new King of Velusia, when Kull fatally stabbed him in a duel, denying Taligaro of his inheritence and birthright, by tricking Kull into marrying Akivasha and making her his new queen, so she can get close to Kull and to kill him and Akivasha and Taligaro will rule the kingdom together. Overthrown, Kull, with help from the beautiful slave and fortune teller Zareta and her brother the warrior priest Ascalante, sets out in search for the mystical Breath of Volka, which will destroy Akivasha, as Akivasha intends to rebuild her empire.
Yes. It was confirmed by John Milius on the DVD commentary of Conan the Barbarian, that the Conan films was planned as a trilogy. Conan the Conqueror, which was adapted from the book by Robert E. Howard, was going to be the 3rd installment, which Conan becomes King of Aqulionia and learns of a group of conspirator's plot to dispose of him, by resurrecting the ancient sorcerer of the pre-Hyborian empire of Acheron, Xaultotun. When Schwarzenegger declined to reprise the role of Conan, the script was rewritten and became Kull the Conqueror, with the intention of Kevin Sorbo playing the title character.

Kull wished to serve in the Velusian dragon core as a soldier, and had to undergo tests and if he succeed at each test, Taligaro would allow him to join the army - fighting Velusian soldiers in battle and facing Taligaro in a blind duel. Taligaro was impressed with Kull's skills as a warrior and told him that he fights well, but told Kull to stick to his axe, when Kull failed in the blind duel, as Kull and Taligaro had to fight each other with a sword whilst blindfolded.
Taligaro was an heir of King Borna. When Kull fatally stabbed Borna in armed combat, Borna made Kull the new king and successor to the throne, denying Taligaro his inheritance and birthright. Taligaro conspired with Enaros to dispose of Kull and take his rightful place on the throne, by resurrecting Akivasha, and make her Kull's queen, so she can get to close Kull and kill him, allowing Taligaro to take the throne, with Akivasha at his side as queen.
King Borna knew Kull through his reputation as a pirate.

No. Conan and Kull are from different times. In the original stories of Kull, Kull was from Atlantis in the pre-cataclysmic Atlantis c. 100,000 B.C. and Conan was from the ancient Hyborian age, after the destruction of Atlantis and before the rise of ancient civilizations. Which means Kull existed long before Conan's time. Kull was born into a tribe called the Tiger Valley of Atlantis and Conan was born on a battlefield and was the son of a village blacksmith.
