There are a number of ways to get a Limit Break more often, the easiest way is to bring their HPs low but this is risky as they could get killed. Another way is to use Aura stones or Aura magic draws. Make sure you take advantage as it can help you fight monsters or boss battles.
No you aren't. Unlike other Final Fantasy games. This game has monsters and bosses leveling up with you. But there are advantages to raising your level up to 20 or 30 and up, like getting better magic draw spells, winning and stealing better items.
No it's not required, but it is helpful to obtain cards from other people that you can use to mod into useful items such as tools or parts for weapons. Keep in mind the cards they choose are often at random and it can take a long time to win certain items especially cards that require you to have 10 cards in a row. There are card rules that can make it difficult to win such as "Random", "Same", "Plus", "Sudden Death".
Make sure you get the "Random" rule abolished in the City of Dollet, otherwise the rule can spread.
Also make sure you use higher level cards so you can win the card games.

Yes there is a way. First get the magic lamp from Headmaster Cid before you head out of the school and make sure you save. Once you use the magic lamp, you fight a Guardian boss named Diablos which will use demi magic spells on you, to win this fight, make sure you cast a blind spell then he can't attack you, then you can use limit breaks to finish him off.
After you beat him, be sure to first master the Enc-Half and then Enc-None ability which totals 130 AP points. Then equip the Enc-None ability on one of your players. This will save time if you want to continue on with the story of Final Fantasy 8.

The dream sequences are caused by Ellone who was trying to change the past of Laguna but was unsuccessful at it.
Sorceress Edea is not an evil person, but was possessed by a Sorceress from the future named Ultimecia who controlled her thoughts and body and misused her magic power for her evil purposes.
Yes she is. Cid was very concerned about having Squall kill his wife especially when the 2 rival hover schools, Balamb Garden and Galbadia Garden were at war with each other. When his wife was defeated, Ultimecia decided to posses the body of Rinoa and Edea was back to normal. After Edea gathers at the orphanage and talks to Cid, Squall and his team about their past, she decides to join Squall on a journey to Esthar.
Yes she is, after Edea was defeated, Ultimecia decided to posses the body of Rinoa and put her in a coma and had her do evil deeds including releasing the seal on Adel in outer space, Squall rescues her and gets her safely back on the Ragnarok airship.
Edea declares she no longer has magical powers. Rinoa decides to be sacrificed to Sorceress Adel. Squall and his team defeats Adel and both Rinoa and Ellone uses the time compression spell to get Squalls party quickly to the future of Ultimecia.

On Disc 2, Once you have control to drive Balamb Garden a hovering school, you can drive to Kashkabald Desert, then have Squall get off and walk along the beach to Cactuar Island. Due to a glitch in the game, the game will think you are on Cactuar Island and you'll enter random encounters with Cactuars.
To fight the Cactuars use any of Squalls Gunblade weapons and Selphies Strange Vision nun-chuck weapon which has a hit rate of 255% and you are guaranteed to kill them even if you're blind. The Cactuars will often run away. But if you kill one, it will net you 20 AP points and a tiny bit of experience points and cactus thorns. Use this to your advantage to master every junction ability the Guardian Forces has to offer.

No you cannot. Once you're in Disc 4, all of the the towns and cities including Balamb Town, Dollet, Timber, Deling City, Winhill, Fishermans Horizon, Esthar City, Lunar Base, Sorceress Memorial, Lunatic Pandora Laboratory, Shumi Village, Trabia Garden, Edea's Orphanage are all sealed off by a force field barrier.
You can no longer go to Balamb Garden to drive it around, or rent your car to drive around anymore, or visit Galbadia Garden.
However you can still visit the remaining accessible locations which are home to Guardian Forces, which can still be claimed if they haven't been already: Centra Ruins (for Tonberry and Odin), the Deep Sea Research Center (for Bahamut and Eden), Tears' Point (for Doomtrain) and the Tomb of the Unknown King (for Brothers). The Fire Cavern also remains accessible.
Also you can go to any 6 Chocobo Forests to get a Chocobo that crosses shallow water which allows you to get the Ragnarok airship. Once on the Ragnarok you can still fly it around the world and shop for items or weapon upgrades, you can go find 4 portal doors around the world to open up to Ultimecia's Castle, you can also visit the Queen of Hearts at the crash site to play a card game which is difficult to win from her.
You can also use Tonberrys Call Shop feature to buy items from the stores you visited or use Doomtrains Junk Shop feature to allow for weapon upgrades.
When you're ready to move on, you can go to Ultimecia's Castle to fight the bosses and even Ultimecia to finish the game.
