Yes. The characters and main plot are based on the videogame created by Ouji Hiroi and developed by Sega in 1996. However, the TV series produced by Madhouse Studios and aired on TBS had a significantly altered story, to allow those who were not familiar with the game to understand the plot and get a deeper knowledge of the characters. Therefore, the TV series does not follow the story as presented in the OVA Ouka Kenran (1997).
