Frostbitten is based on a script by Swedish screenwriter Daniel Ojanlatva.
No. Frostbitten and 30 Days of Night (2007) (2007) are not related, other than the fact that they both take place within the Arctic Circle during the 30 days of the polar night and they both involve vampires. In fact, Frostbitten was released a year before 30 Days of Night (2007), and the first draft of the movie was already written in 1999.
Actually, it's only the northern part of Sweden that has such a long night. There is a 60-day period during mid-December where the sun never quite makes it over the horizon, but Sweden still gets some light similar to the light before sunset and sunrise. These periods become shorter and shorter until they are hardly noticeable.
Other than the opening scenes in German, Frostbitten was filmed in Swedish.

Supposedly there are 300 effects shots. Fido Film's website reports that there where up to 300 hundred effects shots. According to interviews with Fido Film technicians there where 55. These where the shots delivered by Fido Film. There are no information about how many shots that where provided by the second special effects company on the film, Ulitka Post. Until further information is revealed one can only assume the where 300 effects shots in the film.
