Some originally speculated that "Batman: Gotham by Gaslight" would be merged with its sequel story "Master of the Future." However, it seems that the creative team at DC Animation has instead chosen to expand upon the original story with new scenes, characters and plot elements. Added characters include Selina Kyle; (Mrs.) Barbara Gordon; Harvey Bullock; Jason Todd; Hugo Strange; and Pamela Isley (as Ivy the Plant Lady).
Batman: Gotham by Gaslight, originally published in 1989, is considered to be DC Comics' first Elseworlds story. "In ELSEWORLDS, heroes are taken from their usual settings and put into strange times and places--some that have existed, and others that can't, couldn't or shouldn't exist." - DC editorial copy.
