Baltimore has been recognized as the third highest-performing jurisdiction in the United States for effectively utilizing federal funds from the 2021 American Rescue Plan Act (ARPA) to promote racial and economic equity, according to a recent study by the Institute of Race, Power and Political Economy at The New School. The report highlights Baltimore's allocation of 81% of its $336.7 million in obligated funds toward equity-focused initiatives, underscoring the administration's commitment to addressing historical disinvestment in marginalized neighborhoods.
