Brief Description

Keys Energy Center is a 2X1 Natural Gas-fired Combined Cycle Power Plant located on 170 acres in Brandywine, Maryland. The generating units are 2 Siemens STG6-5000F combustion turbines with HRSGs, an oxidation catalyst, and SCR. A steam turbine provides additional power for a total rated capacity of 761 MWh. Twenty-four non-union employees staff the plant and is asset-managed by Alpha Generation; CAMS provides O&M services for the station. Additionally, the station owns a 7-mile natural gas pipeline and uses a consultant to oversee regulatory compliance for it.

The EH&S Manager is responsible for governance and oversight of the Station’s compliance with federal, state, and local environmental regulations, as well as working with the station Safety Council and CAMS corporate safety personnel to ensure OSHA regulations and CAMS safety procedures are implemented and maintained. In addition, it maintains the facility's EHS training program.

The station has the following core permits: Title V, WSSC Discharge Authorization Permit (Wastewater), an Oil Operations Permit, a General Stormwater Permit, a Certificate of Public Convenience and Necessity (CPCN), and an NPDES permit for stormwater discharge. All permits are up to date.

The ideal candidate is diligent, detail-oriented, and can effectively collaborate & communicate at all levels of the organization (and externally) to maintain and improve the existing EHS compliance program.

Essential Duties And Responsibilities

  • Maintain and continuously improve effective environmental compliance programs in collaboration with the station Operations, Maintenance, and management teams to comply with all necessary federal, state, and local environmental permit requirements.
  • Interpret laws, regulations, and permits. Assist the facility with implementing new requirements as needed.
  • Develop, prepare, and maintain records and reports to federal, state, and local regulatory agencies.
  • Act as the key regulatory contact for EPA, MDE, and other EH&S external parties, including preparing for and coordinating inspections and responding to information requests. Collaborate with these agencies and CAMS corporate environmental staff on permit renewals and amendments as needed.
  • Provide regulatory oversight, leadership, and direction to personnel regarding the day-to-day compliance with permits and regulations.
  • Coordinates air quality testing as required (e.g., 5-year stack testing, annual RATA) with station, contractor, and regulatory agencies (MDE and EPA).
  • Provide governance and oversight for station staff and contractors conducting compliance tasks.
  • Oversee twice-per-quarter wastewater sampling program.
  • Participate in EHS accident/incident investigations.
  • Coordinate annual respiratory fit & hearing testing.
  • Conduct or manage the training of all personnel in EHS responsibilities.
  • Perform quarterly and ad-hoc EH&S audits to ensure continued compliance.
  • Conducts and participates in Plant Safety Meetings
  • Manage contractors and vendors related to regulatory compliance.
  • Lead contractor orientations and participate in Job briefings.
  • Support and interact with the Station Safety Committee.
  • Manage and actively participate in the facility's job observation program.
  • Identify and manage consultants in support of the above with an anticipated $300-400k/year budget.


Requirements

  • Four-year undergraduate degree (or equivalent experience working in the power industry or another similarly regulated environment).
  • 5+ years’ experience in a similar role, ideally in the power industry.
  • Holds a Maryland Board of Waterworks and Waste System Operators Industrial Level 1 (I1) Operator License or the ability to obtain within 18 months of employment. I1 level Supervisor License preferred.
  • Experience with Method 9 (or 22) opacity readings.
  • Experience with Microsoft 365 applications such as Excel, Word, MS Outlook, PowerPoint, SharePoint, etc.
  • Ability to work independently and author technical reports, correspondence, and procedures.
  • Must have excellent written and verbal communication skills to ensure EHS requirements are identified, implemented, and elevated to the proper levels as necessary.
  • Ability to manage quickly changing situations under stress and to work extended hours on short notice when required.
  • Strong analytical skills with diligence and an investigative mindset.
  • Must demonstrate the ability to digest large, complex volumes of information and summarize for wide dissemination.
  • Ability to travel to other sites within the company or regulatory agencies as needed (expected < 5% of a given year).

    Desired Qualifications

    • Strong experience with Continuous Emissions Monitoring Systems (CEMS), including running reports, QA/QC data, identifying potential malfunctions and performing basic troubleshooting, and ensuring that all regulatory requirements related to CEMS systems are met. Keys Energy Center uses a Cisco CeDar CEMS System.
    • Working knowledge of how a power plant operates, including knowledge of how the CEMS system can interact with other plant electronic systems and station operations equipment.
    • Experience working for an O&M Provider and an Asset Manager model.
