- Determination of the deviation between alternatives (i.e., the EU Countries including the EU with the indicators’ values as of 2019) based on pairwise comparisons, which is the deviation between alternatives and on each criterion (i.e., indicator);
- Application of the preference function, namely, the preference of alternative to alternative for each criterion;
- Calculation of the aggregated preference index indicating with which degree alternative is preferred to alternative across all criteria, and how far is preferred to , given the criteria weights. At the pairwise comparison level, the preference index is calculated from the values taken by the preference functions associated with the criteria: if for criterion , either or are missing or not applicable, the pairwise substitution approach is applied. In this way, both the preference degrees are equal to zero and no assumption is made that either alternative or performs better on criterion ;
- Calculation of the positive and negative outranking flows. The positive outranking flow measures how much alternative outranks all the other n−1 alternatives. This flow is a global measure of the strength of alternative ; so, the higher , the better the alternative. By contrast, the negative outranking flow measures how much the alternative is outranked by all other n−1 alternatives. This flow is a global measure of the weakness of alternative ; so, the lower the better the alternative;
