A need for professionally designed,

secure parking facilities

More Australians
are riding
bicycles
In Australia there are
over 5 million bicycles
being used by a growing
cross-section of people
either as a means of transportation or as recreation.
In 2008 over one million new bicycles were sold
eclipsing for the first time, the number of motor
vehicles.
It is estimated that 5% of all trips are made by bicycles
and 20% of Australians regularly use a bicycle at
least once a fortnight. Most importantly, cycling is a
low cost form of transport.

Cycling for transport and recreation

Cycling is a clean and efficient mode of transport
which is well suited for trips less than 5 kilometres,
particularly in inner urban areas where roads are
congested and parking spaces are at a premium.
Cycling also plays an important part in recreation
within the community and is an excellent family
activity for people of all ages.

Estimates show that bicycle use in some cities is

growing by more than 10% per annum, resulting in
both state and local governments funding construction
of thousands of kilometres of dedicated cycleways and
shared paths.

Secure parking facilities

are essential
Unfortunately, with this upsurge of bicycle use, there
is an increase in bicycle theft and a need therefore, for
professionally designed, secure parking facilities.
Leda, with its proven background in mechanical
and physical security products, has developed the
Securabike range of rails, racks, lockers, cages and
compounds that not only carry the Leda style and
appeal but are put together with security in mind.

Short and long term parking
The Securabike range has been developed over
many years after consultation with various bicycle
authorities, state and local governments and bicycle
users.
It provides for both temporary and permanent
parking alternatives and includes individual or multiple
storage rails, racks, lockers and cages for all security
class levels in accordance with Australian Standard
AS2890.3-1993.

Design Considerations
Providing adequate parking facilities for cyclists
is becoming increasingly important for local
governments, businesses and all types of public
facilities.
In designing bicycle parking there are two key
requirements:

High level of security

Convenience and user-friendliness

Security
Security Classes as defined by Australian Standard
AS2890.3 1993 are outlined on page 9 and should
be used when assessing bicycle parking and security
needs.

User Friendly

Installation

Change Facilities
& Showers. Where
possible, change facilities
and showers should be
provided, particularly at
work places, to encourage
cyclists to ride their bikes.
Bicycle parking areas
should also be attractively
painted or landscaped and
well lit.

Installation of all Ledas bicycle storage products is

relatively simple. They can be cast-in on fixed insitu
models, or bolted to the pavement (with masonry
anchors) on all base plate models.

Positioning. Close
to or within a cyclists
destination.

Recommended
B i c y c l e Pa r k i n g P r o v i s i o n

Visibility. Clearly visible

for both access and
security.

An installation service is available in all major capital

cities by Ledas trained and experienced installers. As
site conditions vary, it may be necessary to inspect
the site and provide a quotation for each project. To
ensure correct installation, masonry anchors can be
provided with all Leda bicycle parking products.

Easily accessible, well lit

and clear of pedestrian flow.

Lighting. If the facility is

being used after dark, the
area should be well lit.
Safety. Clear of
pedestrian traffic and
a safe distance from
vehicular traffic.
Weather. On sealed,
well-drained pavement,
preferably under cover.

With many levels of government promoting cycling

as an alternative transport mode, one of the most
important considerations is ensuring that the
appropriate end-of-journey facilities are provided.
In many instances, guidelines have been issued (as
shown in the tables on p6-7) outlining recommended
bicycle parking provision rates for various residential,
commercial and public buildings.
Leda recommends that you check with the various
state requirements for bicycle parking provisions.
In certain applications it may also be advisable to
consider installing CCTV to monitor security.

Clear identity and

directional signage

Signage. Usage identification and location signs.

Refer to page 36 for the complete range of standard
signs and logos.

Under cover, convenient to the destination,

and a safe distance from vehicular traffic

Too often we encounter cases where a single style of

parking facility has been installed when two or three
styles offering different security levels would have
better catered for the needs of a greater number
of cyclists. Installing inadequate bicycle parking
often leads to cyclists frustration and the facilities
under-utilised or not at all.

Leda, with over 10 years industry experience, is
assisting both local and state government departments
as well as commercial clients, with design assistance.
Experienced Leda staff can offer advice selecting the
appropriate products or simply assist in obtaining the
maximum utilisation of available space that can be
dedicated for bicycle parking.
(Refer to page 8 for notes
on installing bicycle racks
or lockers into existing
car spaces.)
There are also safety
issues such as separating
bicycle users from
vehicular traffic. Leda can
again assist in providing a
total package that includes
signage, pavement stencils,
bollards and barriers.
The level of design services
is normally determined by
the project and can include:

Site audits

Surveys

Reports and recommendations

Custom made designs

Site Audits
Site audits can involve a particular commercial
building, shopping centre or even an entire shopping
strip. It involves tracking and noting existing cyclist
use. Audits need to be conducted during peak travel
times on weekdays, after hours and on weekends. It
also involves auditing existing parking facilities.

Surveys
Surveys normally involve talking directly or online
to cyclists to determine how often they cycle (like
commuting to their place of work), what difficulties
they might experience, and what improvements they
believe would attract greater cycle use.

Reports and Recommendations

These involve providing detailed
observations and preparation of maps
indicating location of existing parking. It
also identifies what other locations could
have cyclist parking and if so what type of
product would best suit cyclists needs.

Custom Made Designs

Leda can design changes to standard
product to incorporate council logos
or customers names. Renderings are
available to show how the finished
product would appear.

Notes:
1. indicates that no parking demand information is
available, and therefore planners should make their own
assessment of the required bicycle parking provisions, on
an individual project basis.
2. gfa Gross Floor Area
3. It is sometimes appropriate to make available 50% of the
level of provision recommended in the table at the initial
installation stage, however space should be set aside to
allow 100% provision in the event that the full demand
for bicycle parking is realised.

In Victoria, provision for bicycle facilities is available from the Department of Planning and Community Development.

One of the easiest ways of providing additional bicycle
parking is converting existing car parking spaces. The
following diagrams should serve as a guide for making
economical use of the existing car spaces.

One Car Space Conversion

It is important to ensure the separation

of bicycle parking from that of motor
vehicles, and to clearly identify the bicycle
parking areas by signage and pavement
stencils.
The diagrams, using modules of a
standard car space (2.4m x 5.4m) and
Securabike racks, rails show economical
usage of space for both secure parking and accessibility.

Security Classes
1300 780 450

Secure bicycle parking facilities for either short

or long term encourages greater use of bicycles
particularly around urban centres where road space
and car parking facilities are at a premium.
The following guide to security classes as defined by
Australian Standard AS2890.3 1993 should be used
when assessing bicycle parking and security needs.

Class 1. High Security

Completely enclosed individual locker such that the
bicycle is secured by unique key, hidden from view
and protected from weather.
Surveillance. Not normally required if in reasonably
well-lit public space.
Application. All day parking where owner is
travelling to a remote location.

Class 2. Medium Security

Communal compound protected from weather but
not necessarily from view. Access by attendant or
duplicate key. Compounds normally have either rails
or racks installed internally where bicycles can be
safely secured with the owners lock. Entrance gates
are self-closing and locking.
Surveillance. Where available to the general public,
some surveillance may be necessary.
Application. Large workplaces or institutions.
Some level of direct surveillance.

Class 3. Minimal Security

Bicycles locked to a support rack or rail to which
there is open access. Needs to support the whole
bicycle and allow both frame and wheels to be
secured using the bicycle owners lock.

Photograph courtesy of
Roads and Traffic Authority NSW.

Surveillance. Direct surveillance required if using

for medium or long term. Short-term use in welllit public areas should expect reasonable security
without direct surveillance.
Application. Short term, on or off street such as
shops and retail. Long term in schools, colleges and
places of work where direct surveillance is provided.

Multiple Hitching Rail

Alleviates the need for concrete footings and
expensive installations. Multiple hitching rails can also
be installed directly onto masonry and paved surfaces
avoiding the need to remove and relay pavers after
installation refer to page 15.

While bicycle hitching rails

potentially provide parking
for two bicycles (one
either side), in practice
they usually only achieve
one bicycle per rail, as
cyclists are often reluctant
to secure their bicycle
if another is already
tethered to the rail.
Bicycle rails are supplied as
individual units that can be installed
independently by bolting down with masonry
anchors or cast into the slab (fixed insitu). Multiple
installations can be simplified by bolting the bicycle rails to
prefabricated base rails refer to page 15.

Wheel
Supports

Popular with cyclists as the Leaning rail provides full

support of the bicycle minimising the possibility of
accidental damage. It also allows cyclists to securely
locate the front or back wheel while allowing them
to use a U lock to secure the frame and the
other wheel to the Leaning Rail.
Wheel supports have staggered heights
which allows bicycles to be located with
300mm spacings rather than the normal
600mm with other racks.
The CBR4SC is the logical choice when catering
for and securing large numbers of bicycles
doubling the number that can be securely parked in
a given area.

Product Range > Bicycle Lockers

1300 780 450
Management Plan
Ledas many years experience in supplying and
maintaining bicycle lockers has highlighted the need
to develop a management plan to ensure the best
possible utilisation of the lockers, what security
should be provided and what the cyclist needs to
provide. Additionally, Leda can advise on what
service and maintenance needs are required to
maximise the life expectancy of the lockers.

Fully enclosed galvanised

steel lockers provide
the highest level of
security (Class 1) and are
the most popular end
of journey facility for
cyclists.
Leda bicycle lockers
are manufactured from
1.6mm Galvabond sheeting for maximum durability
and corrosive resistance and are available in either
horizontal or vertical configurations.
Horizontal lockers have been designed as a
demountable unit and are supplied either as a flat pack
or pre-assembled. Flat packs offer substantial freight
savings, particularly if being transported to regional or
interstate locations. They are supplied in single or the
more popular and cost-effective double locker.
Vertical lockers can be manufactured demountable
or flatpack in 2, 3 or 4 locker modules which are
constructed around a steel frame providing robust,
high vandal resistant security.

Leda lockers include

many features and options:

Secure 3-way locking

High security master-keyed lock assemblies

Spring-loaded T handle locates flush when not

being used to minimise vandalism

Internal hooks for helmets and apparel

Wheel rail easy central location of bicycles

Fully enclosed steel

mesh cages provide good
visibility and excellent
security and are supplied
in vertical storage
(minimal floor area) or
horizontal configuration.
Cages can provide a
secure alternative to
lockers where there is concern that lockers may be
used for illegal storage of goods. They also serve as
an alternative in basement locations where fire or
sprinkler regulations may prohibit the installation of
metal sheet clad lockers.
Leda MBL Modular Bicycle Cages are manufactured
using a tubular steel frame clad with 50mm x 50mm
x 4mm galvanised steel mesh. Complete side wall
and door sections can be supplied in flatpack or fully
assembled.
The economy model is manufactured using 20NB
galvanised pipe and chain wire mesh. They are ideally
suited in low security applications and where the onus
is on he cyclist to provide the security device like a
padlock or U lock.

Advantages of Bicycle Cages

Class 2 Security as defined in AS 2890.3 is achieved

by providing bicycle racks and rails inside a secure
enclosure or compound. Bicycle racks normally
provide better use of the space and allow a greater
number of bikes to be parked.
The enclosure must be lockable and provide
protection from the weather if located outside. It
should have sufficient space to allow cyclists to
manoeuvre their bicycles within its confines. Where
applicable, both floor and wall space should be used
to maximise use of the facility. Cyclists should also
be able to secure their bicycle to racks and rails that
provide Class 3 Security within the enclosure.
Ideally, the enclosure should be positioned where it is
easily accessible from the street (within 30 metres if
possible) and close to showers and change facilities.
