The development of a control system begins critical
decision which is the formulation of the control
objectives. These are based on management and or
financial objectives, process knowledge, and operational
requirement for the plant.

General Requirements
1. Safety
Plant safety is the most important control objectives. It is
impertive that a Plant must operate safety so as it must promote
the well- being of people and equipment within it and its nearby
communites
2. Environmental Regulations
Industrial plants must comply with environmental regulations
concerning the discharge of wastes in forms of gas, liquid and
solid beyond the plant boundaries.

3. Product Specifications and Production Rate
Industrial plants must make profitable products that meet
specifications concerning product quality and production rate.

5. Stable Plant Operation
The contol system should facilitate smooth and stable plant
operation without excessive oscillation in key prcess variables. It is
desirable to have smooth, rapid set- point changes and rapid
recovery from plant disturbances such as changes in feed
composition
