SUBJECT: LIST OF ALTERNATIVES TO OZONE DEPLETING
SUBSTANCES
Pursuant to Section 3 of the Republic Act 6969, the Toxie Substances, Hazardous
‘Wastes and Nuclear Wastes Control Act of 1990 referring to unregulated substances and
mixtures in the Philippines and in comnection with the Revised Chemical Control Order
for Ozone Depleting Sabstances hereby promulgates the fllowing List of Altemative to
Ozone Depleting Substances:

sera, importers, dealers and manufncturers of these chemicals are hereby
required o comply withthe folowing roqeremente,
1. Importers shall register annually with the Environmental Management Bureau
(EMB) and secure Pre-Shipment Importation Clesrance (PSIC) prior to the entry
into any area within the Philippine Territory st prescribed fees imposed by EMB
and,
2 Users, dealers and manufacturers shall submit quarterly report as to their
instituted distribution and utilization processes to the EMB.
In addition,“ clarifications on other hydrofluorocarbons and blends shall be
directed with EMB through the Environmental Quality Division (EQD) for proper
evaluation and assessment.
Violations of the provisions of this directive shall result in the imposition of an
administrative fine of not less than ten thousand pesos (P10,000) but not more than fifty
thousand pesos (P50,000) pursuant to Section 15 of RA 6969 in relation to Section 43 of
DAO 92-29 without prejudice to the institution of criminal proceedings against said
violators, in accordance with Sec. 14 of RA 6969 in relation to Sec. 44 of DAO 92-29.
