INTRODUCTION OF ICD
 The ICD is usually a place where there is no sea port &
located in different locations in the country as
designated by Indian Customs.
 Most of them are well connected by rail & serve the
importers/exporters who are located away from the
seaports.
 It is a way of decongesting the main ports where

containers are kept for customs clearance & inspection .
History Of ICD
 The need of ICD was felt at the time when the concept of
“delivery at door step started”.

 The Concept started in 1970’s.

 But the first ICD was setup in 1996 at Agra.

 The Second was setup in 1997 at Nagpur.

PROCEDURE FOR APPROVAL OF
ICD
1. Proposals for setting up ICD will be considered and
cleared, on merits

2. Application submitted to the Ministry of Commerce

3. Application to the jurisdictional Commissioner of


Customs.

4. The applicants are also requested to familiarize with the


statutory Custom requirements in relation to Bonding

5. The Ministry of Commerce would take action to obtain
the comments from the jurisdictional Commissioner of
Customs and other concerned agencies within 30 days.

6. On acceptance of a proposal, a Letter of Intent will be


issued to the applicant, which will enable it to initiate
steps to create infrastructure.

7. The applicant would be required to set up the


infrastructure within one year from the date of approval. 11

8. The applicant, after receipt of approval, shall send quarterly progress
report to Ministry of Commerce
9. The jurisdictional Commissioner of Customs and provided a bond backed
by bank guarantee to the Customs, final clearance and Customs notification
will be issued.
10. The approval will be subject to cancellation in the event of any abuse or
violation of the conditions of approval.
11. The working of the ICD will be open to review by the Inter Ministerial
Committee. 12
