REPORTING SAFETY EMERGENCIES TO RMCC (RESPONSE MANAGEMENT COMMAND
CENTER) AND FOR THE WICHITA SERVICE UNIT SAFETY LINE. THE WICHITA
SERVICE UNIT SAFETY LINE IS USED FOR THE DAILY SAFETY BRIEFING, AND
OUR SAFETY HOTLINE FOR REPORTING LOCAL SAFETY CONCERNS. A KEY PRESS
MENU WILL TAKE YOU TO, THE DAILY SAFETY BRIEFING (OPTION 1), OR THE

DAILY SAFETY BRIEFING (SELECTED BY PRESSING OPTION 1)

ALL CREWS REPORTING FOR DUTY MUST CALL THE WICHITA SERVICE UNIT SAFETY
LINE FOR CURRENT INFORMATION AND UPDATES REGARDING SAFETY ON THE
SERVICE UNIT. THE SAFETY LINE'S DAILY MESSAGE WILL HELP EMPLOYEES
FOCUS ON MAINTAINING SAFE WORK PROCESSES.

EMPLOYEES ARE REQUIRED TO CALL THE WICHITA SERVICE UNIT SAFETY LINE AT
THE BEGINNING OF EACH NEW SHIFT. EMPLOYEES WILL CALL THE NUMBER AND
LISTEN TO THE SAFETY BRIEFING. AFTER LISTENING TO THE SAFETY BRIEFING
THE EMPLOYEES MUST LOG IN WITH THEIR EMPLOYEE ID AND THE EMPLOYEE ID'S
OF OTHERS ON THE CREW. AT THE END OF THE SAFETY BRIEFING YOU MAY
CONTINUE TO THE SAFETY HOTLINE TO REPORT SAFETY ISSUES OR EMPLOYEE
RECOGNITION.

THE FEDERAL RAILROAD ADMINISTRATION (FRA) HAS ISSUED A REGULATION


PROVIDING THAT EMPLOYERS REQUIRE AUDIOMETRIC TESTING (HEARING TESTING)
EVERY THREE YEARS FOR TE&Y EMPLOYEES AND ANY DIRECT SUPERVISOR WHOSE
DUTIES REQUIRE FREQUENT WORK IN LOCOMOTIVE CABS (49 CFR PART 227).
TE&Y EMPLOYEES WHO HOLD ACTIVE ENGINEER LICENSES (LEQ/RCO) ARE ALREADY
BEING TESTED PER THE FRA REGULATION. UNION PACIFIC'S HEALTH & MEDICAL
SERVICES HAS DIVIDED EMPLOYEES WHO DO NOT HOLD ENGINEER LICENSES INTO
TESTING POOLS WHICH WILL ALLOW EMPLOYEES TO BE TESTED EVERY THREE
YEARS AS THE REGULATION REQUIRES.

TE&Y EMPLOYEES WHO DO NOT HOLD ACTIVE ENGINEER LICENSES (LEQ/RCO) WILL
BE TESTED AS FOLLOWS:

-OCTOBER-DECEMBER BIRTHDATES WILL BE REQUIRED TO BE TESTED BY THEIR


ACTUAL BIRTHDAY IN 2009

-MAY-SEPTEMBER BIRTHDATES WILL BE REQUIRED TO BE TESTED BY THEIR


ACTUAL BIRTHDAY IN 2010

-JANUARY-APRIL BIRTHDATES WILL BE REQUIRED TO BE TESTED BY THEIR


ACTUAL BIRTHDAY IN 2011

PREVENTION OF DRUG AND ALCOHOL USE THROUGH PEER PARTICIPATION. IT IS
ABOUT GETTING PEOPLE HELP, NOT GETTING PEOPLE FIRED. CONFIDENTIALITY
IS CRITICAL, AND GUARANTEED. PARTICIPANTS REMAIN ANONYMOUS AND
EMPLOYEES GET THE HELP THAT THEY NEED. PROCEDURES (MODIFY UNION
PACIFIC DRUG AND ALCOHOL POLICY 6.4) THE FOLLOWING PROCEDURES ARE

STARTING WITH THE DATE OF THE NOTICE OF DISCIPLINE. IF NO

6.A VIOLATION DURING THE THIRTY-SIX MONTHS OF ACTIVE SERVICE

AUTOMATICALLY PRINTED BY TCS WAITING IN THE CREW ROOM. THE ON DUTY
CREW IS NOT REQUIRED TO HAVE THE CALL SHEET TO START WORK.

IF THE TE&Y WOULD LIKE TO HAVE A COPY OF THE CALL SHEET, ONE MAY BE
OBTAINED AND PRINTED THRU THE TEY PORTAL.

3) IF YOU CAN'T GET LOGGED IN, CONTACT OSS AT COMPANY LINE (8)
544-5555. A SUCCESSFUL LOG IN WILL TAKE YOU INTO THE TEY PORTAL.

4) ON LEFT SIDE UNDER CALL SHEET IS YOUR CREW DATA (CALL SHEET).

5) TO PRINT CHECK THE CALL SHEET BOX AND SELECT PRINT.

6) THIS WILL BRING UP A PRINT BOX. CHECK LATA PRINT BOX AND ENTER
YOUR LATA NUMBER THEN CLICK PRINT. THIS SENDS THE CALL SHEET TO THE
APPROPRIATE PRINTER.

EACH AND EVERY TRAIN, ENGINE & YARD EMPLOYEE WILL BE REQUIRED TO
PERFORM THEIR OWN INDIVIDUAL TIE-UP EFFECTIVE APRIL 14, 2009
REGARDLESS OF POSITION ON THE CREW.

IT IS YOUR RESPONSIBILITY AS A COVERED SERVICE EMPLOYEE TO MAKE SURE


ACCURATE INFORMATION IS REPORTED AS IT IS REQUIRED BY FEDERAL LAW. TIE
UP MUST BE PERFORMED ON AN APPROVED COMPANY DESIGNATED COMPUTER

AMENDED: EFFECTIVE JULY 16, 2009
SUBJECT: MODIFICATIONS AFFECTING HOURS OF SERVICE (HOS) RESULTING
FROM THE 2008 RAIL SAFETY IMPROVEMENT ACT.

Modifications affecting Hours of Service (HOS) requirements for Train,


Engine & Yard (TE&Y), signal and covered service yardmaster employees
become effective 0001 July 16, 2009, resulting from the 2008 Rail
Safety Improvement Act signed into law last October.

Changes will not be effective until Oct. 16, 2011, for TE&Y employees
working in scheduled passenger service.

The Federal Railroad Administration (FRA) is still working on some


portions of the Act, and any additional revisions, interpretations or
amendments will be communicated as they become available.

An E-learning course will be available beginning Wednesday, July 1,


via Plateau under training code No. OC10E. IT IS STRONGLY SUGGESTED
THAT AFFECTED EMPLOYEES COMPLETE THIS COURSE.

THE FRA HOURS OF SERVICE TRAINING COURSE IS AN ON-LINE COURSE WHICH AN


EMPLOYEE MAY ACCESS ANYTIME WITHOUT THE PRESENCE OF AN INSTRUCTOR OR
FACILITATOR. THE INSTRUCTIONS APPEARING BELOW APPLY TO THIS COURSE,
AND THE COURSE MAY BE ACCESSED THROUGH THE EMPLOYEE HOME PAGE ON THE
UNION PACIFIC INTRANET SYSTEM.

Additional information, including a Frequently Asked Questions


section, is available online from the Crew Management Services Web
page, by typing HOS in the Employees site Search Box. Bookmark the
page and check back frequently for updates.

The following summarizes six key revisions that may affect TE&Y
employees:

1. Maximum of 276 on duty hours per month.

2. All service at the carrier's behest will require an employee


to be placed on duty and to Tieup.

3. Mandatory Minimum 10 hours UDR. All TE&Y employees engaged in


pool, local, yard or other service are required to take a
minimum of 10 hours of undisturbed rest upon tie-up.

4. Additional rest if on duty for more than 12 hours. TE&Y


employees will receive additional mandatory undisturbed rest
for any on-duty time that exceeds 12 hours on a minute-by-
minute basis.

5. 6 on 2 off. TE&Y employees initiating an on-duty WORKING TRIP


for six consecutive days will be placed in unavailable status
for 48 hours following the on-duty period on the sixth day. If
the employee tie-up occurs at an away-from-home-terminal, the
employee may initiate a seventh day/start and work back to the
home terminal. The employee will be placed in unavailable
status for 72 hours upon tie-up.

6. Maximum of 40 hours of limbo time per calendar month. This cap


reduces to 30 hours per month on Oct. 16, 2009.

At 0001 July 16 employees Covered by the act will have their


Consecutive Day/Starts count set to zero. All Employees who Tieup
after 0001 07/16 will observe the mandatory 10 UDR and any additional
UDR due to on duty time greater than 12 hours.

Remember all employees are responsible for performing their own


tieups.

Cab Supplies - Any crews being transported to a train online are


required to bring ice and drinking water from their respective on-duty
location.

Cab Air Conditioning - The following applies between May 1 and


October 1. When possible, trains will have a functioning
air-conditioned locomotive cab in the lead position when there is a
functioning air-conditioned unit in the locomotive consist. Crews on
through trains with functioning air conditioned unit in the consist,
but not in the lead position, or when air conditioner on the
controlling unit fails enroute, may switch an air conditioned unit to
the lead position if there are no other operational considerations
such as ACS or DPU equipment requirements. Prior to making such a turn
on the units, the crew must contact the train dispatcher and arrange
for an appropriate location that will have the least impact on overall
train velocity. If a unit with functioning air conditioner is not
available in the locomotive consist, the train will proceed.

THE CAB SIGNAL SYSTEM IS OFTEN TIMES CUT IN AND TESTED AT LOCATIONS
WELL IN ADVANCE OF ACS TERRITORY. IT IS THEN PLACED IN PARTIAL CUTOUT
POSITION TO EXTINGUISH THE LIGHT DISPLAY. HOWEVER, THE DEVICE IS STILL
OPERATIVE, AND WILL RESPOND IF IT RECEIVES A SIGNAL. IN NON-ACS
TERRITORY, THIS INADVERTENT SIGNAL IS REFERRED TO AS A "HIT," AND WILL
CAUSE A PENALTY BRAKE APPLICATION IF NOT REACTED TO PROMPTLY. CREWS
MUST REPORT LOCATIONS CAUSING CAB SIGNAL HITS TO THE TRAIN DISPATCHER,
SO THEY CAN BE CORRECTED. IN NON-ACS TERRITORY, WHEN A TRAIN
EXPERIENCES A CAB SIGNAL HIT, DO THE FOLLOWING TO PREVENT AN
UNINTENTIONAL PENALTY BRAKE APPLICATION:
1. IF THE ACKNOWLEDGING LEVER IS IN THE "PARTIAL CUTOUT" POSITION
(C/O), MOVE THE ACKNOWLEDGING LEVER TO THE "NORMAL" POSITION (NOR)
AND LEAVE IT THERE FOR 1 SECOND.
* ON NORTH AMERICAN CAB LOCOMOTIVES EQUIPPED WITH THE ACKNOWLEDGING
PLUNGER, IF THE ACKNOWLEDGING PLUNGER IS IN THE "PARTIAL CUTOUT"
POSITION (RAISED), PUSH THE PLUNGER BUTTON ONCE TO CUT IN THE CAB
SIGNALS.
2. MOVE THE ACKNOWLEDGING LEVER FROM THE "NORMAL" POSITION TO THE
"ACKNOWLEDGE" POSITION (ACK), HOLD IT THERE FOR 1 SECOND, AND
RELEASE IT BACK TO THE "NORMAL" POSITION.
* ON NORTH AMERICAN CAB LOCOMOTIVES EQUIPPED WITH THE ACKNOWLEDGING
PLUNGER, PUSH THE PLUNGER A SECOND TIME TO ACKNOWLEDGE THE CAB
SIGNAL.
3. IF IN NON-CAB SIGNAL TERRITORY, MOVE THE ACKNOWLEDGING LEVER
TO THE "PARTIAL CUTOUT" POSITION TO TURN OFF THE CAB SIGNAL
LIGHT.
* ON NORTH AMERICAN CAB LOCOMOTIVES EQUIPPED WITH THE
ACKNOWLEDGING PLUNGER, LIFT THE PLUNGER TO PLACE THE SYSTEM IN
"PARTIAL CUTOUT".
4. IF A PENALTY BRAKE APPLICATION OCCURS BEFORE THE CAB SIGNAL IS
RESET, RECOVER FROM THE PENALTY BRAKE APPLICATION AS DESCRIBED IN

THE PROCEDURE FOR CHANGING IT'S SET-UP CONFIGURATION:
IDENTIFICATION:
RETROFITTED LOCOMOTIVES CAN BE IDENTIFIED BY A RAISED SQUARE
PANEL WITH FOUR PUSH BUTTONS LOCATED BETWEEN THE AUTOMATIC AND
INDEPENDENT BRAKE HANDLES. A MESSAGE DISPLAY SCREEN IS MOUNTED
BENEATH THE INDEPENDENT BRAKE HANDLE.
OPERATION: THE ELECTRONIC BRAKE SYSTEM OPERATES SIMILAR TO THE
26L PNEUMATIC SYSTEM. HANDLE POSITIONS AND MOVEMENT REMAIN THE SAME
AND PRODUCE THE SAME RESULTS. THE FUNCTION OF PASSENGER POSITION IS
ELIMINATED BY THE ELECTRONIC BRAKE SYSTEM.

ARE NEEDED.
ENGINEERS MUST REPORT TO THE TRAIN DISPATCHER FUEL LEVELS OF LESS
THAN 1000 GALLONS ON ANY LOCOMOTIVE IN THEIR CONSIST AT THE TIME THEY
TAKE CHARGE OF THE LOCOMOTIVES IF AT A LOCATION THAT IS NOT STAFFED
WITH 24 HOUR LOCOMOTIVE MECHANICAL PERSONNEL. ENGINEERS MUST REPORT
FUEL GAUGE READINGS ON ALL LOCOMOTIVES IN THEIR CONSIST WITH FUEL
LEVELS BELOW 1000 GALLONS TO THE DISPATCHER WHEN LEAVING THEIR TRAIN
UNATTENDED OUTSIDE OF A TERMINAL LOCATION. SUCH REPORTS RECEIVED BY
THE TRAIN DISPATCHER MUST BE PROMPTLY COMMUNICATED TO THE CORRIDOR
MANAGER WHO WILL ADVISE THE RESPECTIVE LOCOMOTIVE MANAGER. WHEN
ACCEPTING OR DELIVERING LOCOMOTIVES AT INTERCHANGE POINTS, ENGINEERS
MUST REPORT FUEL GAUGE READINGS ON ALL LOCOMOTIVES, INCLUDING SYSTEM
LOCOMOTIVES THAT ARE INTERCHANGED WITH FOREIGN RAILROADS.
1. =MC TIE-UPS: THE FUEL LEVEL REPORTING MUST BE SHOWN VIA THE =MC
POWER CONSIST SCREEN. DIRECTLY BELOW THE UNIT INITIALS & NUMBERS,
THERE ARE TWO SETS OF PARENTHESES. THE FIRST SET OF PARENTHESES ARE
USED TO REPORT THE DIRECTION OF THE ENGINE (F=FORWARD OR
B=BACKWARD). THE SECOND SET OF PARENTHESES ARE USED TO REPORT THE
NUMBER OF GALLONS OF DIESEL FUEL REMAINING IN THE ENGINE. BOTH
FIELDS ARE OPTIONAL TO THE SYSTEM, BUT IN THE SITUATION INDICATED
ABOVE YOU ARE REQUIRED TO ENTER DATA IN THESE FIELDS.

EOT ON THE LOCOMOTIVE KNUCKLE OR CALL THE CAR DEPARTMENT TO PICK UP
THE EOT DEVICE. AT LOCATIONS WHERE CARMEN ARE NOT ON DUTY THE CREW
MEMBER WILL PLACE THE EOT ON RACKS AT TIE-UP LOCATIONS. IT WILL BE THE
CREW MEMNBERS RESPONSABILITY TO MAKE SURE THE EOT DEVICE IS PICKED UP
AND DOES NOT CREATE A TRIPPING HAZARD AND THAT THE DEVICE IS NOT
PLACED BESIDE THE TRACK OR LEAD.

TRAINLINK.ATX (AIR TURBINE) EOT DEVICE DESCRIPTION


UNION PACIFIC WILL BEGIN UTILIZING END OF TRAIN TELEMETRY DEVICES
THAT DO NOT REQUIRE THE USE OF THE SMARTPACK BATTERY. THESE DEVICES
ARE IDENTIFIED BY THE LETTERS ATX AND ARE IN THE SERIES UPRQ29370 -
UPRQ29589. THESE DEVICES OPERATE IDENTICALLY TO ALL UP END OF TRAIN
DEVICES EXCEPT THEY ARE POWERED BY AN AIR GENERATOR AS OPPOSED TO THE
SMARTPACK BATTERY. STARTUP AND ARMING THE TRAINLINK.ATX DOES NOT
REQUIRE THE USE OF A SMARTPACK BATTERY. IT IS EQUIPPED WITH AN AIR
TURBINE GENERATOR THAT OPERATES OVER A PRESSURE RANGE OF ABOUT 50 TO
125 PSI. IT WILL OPERATE IN THE SAME ENVIRONMENTAL CONDITIONS AS A
STANDARD EOT. AIR MUST BE APPLIED TO THE EOT FOR STARTUP. WHEN AIR IS
PRESENT ON THE EOT, THE ALTERNATOR SUPPLIES ELECTRICAL POWER AND
CHARGES THE BACK-UP BATTERY. ARMING AND PRE-DEPARTURE PROCEDURES WILL
BE IDENTICAL TO PRESENT BATTERY POWERED EOT OPERATIONS. HOWEVER, THE
READ OUT INFORMATION IS DIFFERENT THAN THE EXISTING EQUIPMENT. THE
TRAINLINK.ATX WILL SCROLL THROUGH THE FOLLOWING DISPLAYS ON EACH
BUTTON PRESS.

NOT BEEN RE-APPLIED TO THE EOT, THE EOT WILL TRANSMIT A "NO AIR"
MESSAGE FOR FIVE (5) MINUTES, THEN THE EOT WILL SHUT DOWN. WHEN AIR IS
RE-APPLIED, THE EOT WILL WAKE UP AUTOMATICALLY AND BEGIN TO
"TRICKLE-CHARGE" THE BACK UP BATTERY. HOWEVER, WHEN THE AIR PRESSURE
ON THE EOT IS LESS THAN 50 PSI, THE AIR GENERATOR WILL SUPPLY
SUFFICIENT POWER TO OPERATE THE EOT, BUT WILL NOT CHARGE THE BACK UP
BATTERY. THE TRAINLINK.ATX WILL FUNCTION NORMALLY EVEN IF THE BACK-UP
BATTERY IS DEAD. IN THE EVENT OF AN EMERGENCY BRAKE APPLICATION, WHICH
WOULD REMOVE THE AIR SOURCE, THE ENERGY STORED IN THE AIR TURBINE'S
FLYWHEEL WILL BE SUFFICIENT TO COMPLETE THE EMERGENCY COMMAND AT THE
EOT. WHILE OPERATING ON THE BATTERY THE TRAINLINK.ATX WILL TRANSMIT
THE MESSAGE "REPLBAT" (REPLACE BATTERY) TO THE LCU WHEN THE VOLTAGE
DROPS BELOW 10.5V. IF AIR IS APPLIED, THE VOLTAGE WILL CLIMB ABOVE
11.0V AND THE EOT WILL SEND A "CLEAR" MESSAGE. ADDITIONALLY, NO
"DEADBAT" (DEAD BATTERY) ALARM WILL BE SENT. HOWEVER, IF THE VOLTAGE
CONTINUES TO DROP TO BELOW 9 VOLTS THE SYSTEM WILL SHUT DOWN AFTER A
DELAY OF 4 MINUTES. THIS PREVENTS DEEP-DISCHARGE OF THE BATTERY. TILT
SHUTDOWN AS IN STANDARD EOTS, THE TRAINLINK.ATX SHUTS DOWN ON THE
TILT-TO-HORIZONTAL. HOWEVER, IT MUST REMAIN TILTED FOR A PERIOD OF
APPROXIMATELY 5 MINUTES TO COMPLETELY SHUT DOWN THE BATTERY MICRO
CONTROLLER. WHEN THE UNIT IS RESTORED TO THE UPRIGHT POSITION, AND AIR
IS APPLIED, THE EOT WILL AUTOMATICALLY WAKE UP. LCU DATA DISPLAYS
MESSAGES DISPLAYED ON THE LCU WILL BE THE SAME EXCEPT THAT THE
FOLLOWING DISPLAYS WILL HAVE A SPECIFIC MEANING WHEN OPERATED WITH THE
TRAINLINK.ATX "CU" (CHARGE UNITS)DISPLAYS THE GENERATOR VOLTAGE IN 1
VOLT INCREMENTS "NO AIR" INDICATES THAT AIR HAS BEEN REMOVED FROM THE
TRAINLINK.ATX FOR 3 HOURS AND 55 MINUTES. EOT WILL SHUT DOWN AT 4
HOURS. "REPLBAT" INDICATES THAT THE BATTERY VOLTAGE HAS DROPPED BELOW
10.5 VOLTS. AIR SHOULD BE REAPPLIED TO THE UNIT TO TRICKLE-CHARGE THE
BATTERY. THEORY OF OPERATION AIR FILTER/NOZZLE ASSEMBLY AIR FROM THE
BRAKE PIPE SERVES AS THE SUPPLY FOR THE TRAINLINK.ATXAIR TURBINE. AIR
PASSES THROUGH A FILTER ASSEMBLY AND THEN THROUGH A SMALL NOZZLE THAT
DIRECTS THE HIGH VELOCITY AIR ONTO THE TURBINE BLADES. AIRFLOW THROUGH
THE AIR FILTER/NOZZLE ASSEMBLY CAN BE VERIFIED BY APPLYING PRESSURE
TO THE EOT AND OBSERVING THE GENERATOR OUTPUT ON THE EOT'S DISPLAY. AT
80 PSI INPUT, THE GENERATOR OUTPUT SHOULD BE NO LESS THAN 25 VDC (G25
OR HIGHER WILL BE SEEN IN THE EOT DISPLAY). THIS INFORMATION IS ALSO
TRANSMITTED TO THE LCU AND DISPLAYED IN THE CHARGE UNITS FIELD.
TURBINE/ALTERNATOR THE AIR TURBINE CONSUMES LESS THAN 1.3 SCFM AT 80

Several new locations on the Wichita Service Unit now have hoses
installed at Highway/Rail crossings to facilitate coupling trains that
are to be stored at these locations. Crews are to utilize these hoses
each time the train is stored exceeding 4 hours or the time to be
stored is undetermined. The hoses are located in a box at the
crossing and hoses are trenched under the road crossing so both
portions of the train divided by the crossing will have sufficient air
to expedite the departure of the train without requiring the train to
have a safety or air inspection.

The following five instructions must be complied with at locations


listed when trains are stored:

1. Comply with all existing rules and instructions.


2. Stop train approximately 700 feet from the end of the siding or
in the clear of the main track.
3. Set enough hand brakes on the portion of the train to be
detached from the engines to be in compliance with 32.1.2 -
Securing an Unattended Train Before Detaching Locomotives.
4. Make the cut on the rear portion of the train at or beyond the
250-foot mark at the crossing and pull the front portion of the
train to or beyond the 250-foot mark on the opposite side of
the crossing. Do not allow unattended cars to be within 250
feet on either side of the crossing.
5. Set enough handbrakes on the portion of the train to be
connected to the engines so that it will hold the remaining
train with all airbrakes released, including engines.

When crews untie the train, they must comply with the following seven
instructions before departing:

1. Comply with all existing rules and instructions


2. Separate the air connections using extreme caution and not
causing the front portion connected to the locomotives to go
into emergency.
3. Secure all air hoses in the designated location. Do not leave
the hoses laying on the ground to be tripping hazards for other
employees.
4. Couple the train back together, stretching the coupling to
insure that the coupling is made properly.
5. Couple the air connections and allow the braking system to
charge sufficiently that the air brakes will hold the train.
6. Set the air brakes sufficiently to hold the train, then release
all hand brakes.
7. Refer to rule 33.6.1(b) Starting, Ascending Grade when starting
on a grade. Loaded DPU trains must use fence and put the DP
unit in power 2 or 3 before releasing the brakes.

Union Pacific Railroad's Hazardous Materials Emergency Response Plan


(HMERP) was developed to guide the actions of employees and others in
the event of a railroad emergency involving hazardous materials.
While the HMERP applies to the entire railroad, certain yards are
required to maintain a hard copy of the plan including site specific
information pertaining to the yard. This site specific information is
important to the safety of our employees and others working in these
yards.

The purpose of this Superintendent's Bulletin is to provide employees


and others with guidance for handling an emergency involving hazardous
materials. The site specific information for the identified yards in
the Wichita Service Unit is provided at the end of this bulletin.

In addition to this information, parallel guidance for actions during


emergencies on the main track and in yards where there is no site
specific information is provided for Transportation employees in the
Instructions for Handling Hazardous Materials (Form 8620) - Section 8.

Overview:
Union Pacific Railroad is a major transporter of hazardous materials.
Our continuous effort to improve safety and security of hazardous
a material is a joint effort of all employees. All employees must do
their part in transporting hazardous materials safely. This includes
protecting yourself, alerting others in the area, and promptly
reporting all releases of hazardous materials.
For more information on the Hazardous Materials Emergency Response
Plan, please contact your supervisor.

Initial Observer Actions
When employees observe a release of hazardous materials, the following
actions should be taken:

Take action to protect yourself:


o Move upwind and uphill away from the release a reasonable
distance or as specified in the emergency response
Documentation, i.e. Train List, Form 8620, or Emergency
Response Guidebook.
o Warn bystanders to stay away.
o Avoid contact with material and vapors.
o Eliminate any ignition sources (do not smoke, do not use
fusees.)

Alert others in the affected area:
o Follow emergency radio procedures as identified in Railroad
Rule 2.10 when appropriate.
o Use yard specific notification systems, if available. (See yard
specific information below at the end of this bulletin).
______________________________________________________________________
Make Notifications - DO NOT WAIT TO MAKE NOTIFICATION.
In most cases, all information may not be readily available, so it is
important to immediately make notification and supply any available
information at that time, i.e., name, contact phone number or radio
channel, location and description of incident. Other data can be
supplied as it becomes available.

When a telephone is available:
1. If IMMEDIATE danger to people, property, or environment, (death,
injury, fire, or other situation requiring immediate assistance), call
911 or local emergency response number and provide the requested
information.
2. Call the Response Management Communication Center (RMCC) at
(888) 877-7267 or company number 8-544-7622 (RMCC) and provide the
requested information. RMCC procedures are to initiate notifications
to local, state, tribal and federal response agencies and others as
appropriate/required.
(Requested information includes name, contact number or number or
radio channel, location and description of incident).

When a telephone is NOT available and communication is:


o Under the control of the train dispatcher, contact the train
dispatcher and provide the requested information. The train
dispatcher will notify RMCC and RMCC will notify local
emergency response agencies.
or
o Not under the control of the train dispatcher, notify the
Yardmaster, local manager of transportation on duty, or local
command center (if one exists for the territory), as
appropriate, and ask them to call RMCC and, if necessary, 911.
Provide the requested information.

Assist local emergency response agencies from a safe location as
appropriate:
o Provide emergency response agency an extra copy of the Train
List or shipping papers, when available. If an extra copy is
not available, share the copy you have with the emergency
response personnel.

Remain in a safe location until further instructions are received from
the supervisor or person in command.
______________________________________________________________________
Employees and Others in the Affected Area

Note: See the end of this bulletin for yard specific information for
the location of windsocks and/or flags, safety showers, evacuation
routes, places of refuge, access points and staging areas.

When notified of a release or potential release of hazardous materials


take the following actions:

To protect yourself:
o Move upwind and uphill away from the release a reasonable

documentation, Train List, Form 8620 or Emergency Response

o Watch windsocks or flags to determine wind direction when
moving to a point of safety.
o Warn bystanders to stay away.

necessary to reduce contamination.
o Eliminate any ignition sources (no smoking, no fusees).

Follow instructions provided, if safe to do so.
If ordered to evacuate area:
o Proceed to designated meeting point in a safe manner as
directed below for your site.
o If ordered to take refuge:
- Proceed to designated place of refuge in a safe manner as
directed unless affected by the release (areas shown at the end
of this bulletin for your yard or as identified by supervisor).
o For maximum protection at place of refuge:
- Close all windows and doors.
- Turn off all air handling equipment in buildings.
o When safe to do so (supervisor will advise):
- Open all windows and doors.
- Exit the building.

Account for direct report employees/contractors and report exceptions:
o Each foreman and supervisor must account for all direct-report
employees/contractors in the affected area.
o Immediately report any employees/contractors not accounted for
to the railroad manager in charge or the Local Incident
Commander (fire department, law enforcement or emergency
medical service personnel, as appropriate).

Assist response personnel in finding access points and staging areas.
o Point out access points/routes and staging areas or guide
emergency response personnel to the location of the emergency,
if safe to do so.

7.7.1 Gravity Switch


A gravity switch may only be made where authorized by "Superintendent
Bulletin" and when car(s) must be repositioned on the opposite end of
the engine. Manned hand brake must be located on the trailing end of
the trailing car in the direction of movement.
When making this move:
Hand brake must be tested to insure proper operation.
Manned hand brake must be sufficient to ensure speed can be
controlled and movement stopped safely.
Not more than five cars may be handled at one time.
Cars must not be allowed to couple to other equipment.
Using the hand brake on cars with shiftable loads must be avoided
when practicable.

Gravity switch moves as specified in rule 7.7.1 are not permitted on


the Wichita Service Unit unless authorized by current Superintendent
Bulletin. The only locations where gravity switch moves will be
permitted are as follows:

Purpose of change - To allow a train to make an unprotected reverse
movement one train length to pick up a crew member. Specific
conditions listed in Rule 6.6 must be met in addition to the
requirements added in the SSI.
A train may back up on a main track to pick up a crew member under
the following conditions:
1. The train dispatcher gives permission to make the movement and
verifies the following:
a. Another authority is not in effect within the same or
overlapping limits unless conflicting movements are protected.
b. A track bulletin Form B is not in effect within the same or
overlapping limits.
c. A main track is not removed from service by a track bulletin
within the same or overlapping limits.
2. Movement is limited to the train's authority.
3. Movement does not enter or foul a private or public crossing
except as provided by Rule 6.32.1 (Cars Shoved, Kicked, or
Dropped).
4. Movement will not be made into or within yard limits, restricted
limits, interlocking limits, drawbridges, railroad crossings at
grade, or track bulletin Form B limits.
5. Movement does not exceed the train's length.
Before a crew requests and makes a move under this rule, a job
safety briefing between crew members must be conducted that
includes:
Confirmation of authority limits.
Location of nearest affected road crossings in direction of
movement.
Distance to be shoved.
Confirmation that train is intact, verified either visually or
by determining that brake pipe continuity exists using EOT
device or distributed power telemetry.

ENGINEERS OPERATING OVER THIS TERRITORY ARE REQUIRED TO HAVE A COPY OF
THIS SUPERINTENDENT BULLETIN WHILE ON DUTY.

ON BOTH SUBDIVISIONS DO NOT USE THE DYNAMIC BRAKING ON THE REAR REMOTE
ENGINE CONSIST. THIS CAUSES EXCESSIVE FORCES TO THE REAR PORTION OF
THE TRAIN RESULTING IN A POSSIBLE BIT. TO KEEP THE FORCES TO A MINIMUM
THROUGHOUT THE TRAIN FOLLOW THE DIRECTIONS FOR HANDLING DP LOADED COAL
TRAINS LISTED BELOW.

STARTING TRAINS:
WHEN STARTING TRAINS FROM A STOP OPERATE
THE REMOTE LOCOMOTIVE AT LEAST 2 TO 3 THROTTLE NOTCHES HIGHER THAN THE
LEAD CONSIST UNTIL THE TRAIN REACHES A SPEED OF AT LEAST 20 MPH.

DYNAMIC BRAKING:
DO NOT USE DYNAMIC BRAKING ON THE LEAD AND REMOTE CONSIST AT THE SAME
TIME UNLESS EMERGENCY CONDITIONS DEMAND ALL BRAKING AVAILABLE TO SLOW
OR STOP THE TRAIN. WHEN THE USE OF DYNAMIC BRAKING IS NEEDED TO
CONTROL THE SLACK OR SPEED OF THE TRAIN, THE REAR REMOTE NEEDS TO BE
NO LOWER THAN THROTTLE 2 POWER, WHILE USING DYNAMIC ON THE LEAD
CONSIST. THE COMBINATION OF THROTTLE/DYNAMIC POSITION NUMBERS MUST NOT
EXCEED 12. (EXAMPLE: LEAD CONSIST IN THROTTLE 7 DYNAMIC, POWER ON
REMOTE MUST NOT EXCEED THROTTLE 5. LEAD CONSIST IN THROTTLE 8 DYNAMIC,
POWER ON REMOTE NOT TO EXCEED THROTTLE 4).

REMOTE CONSIST:
DO NOT ALLOW THE REAR REMOTE TO BE OPERATED IN IDLE WHILE THE TRAIN IS
MOVING. WHEN NOT NEEDED FOR POWER IT SHALL BE LEFT NO LOWER THAN
THROTTLE 2 POWER.

LOCATION SPECIFIC RECOMMENDATIONS

CHEROKEE SUB:

WHEN HANDLING LOADED DP COAL TRAINS (ESPECIALLY GRDA WITH 2 REMOTES ON


REAR) BETWEEN MP 434.5 AND MP 438.0 AND BETWEEN MP 455 AND MP 466,
OPERATE THE REMOTE ENGINE AS FOLLOWS:
> KEEP THE REMOTE IN, AT LEAST, THROTTLE 3 POWER. THIS WILL REQUIRE
YOU TO "PUT A FENCE UP" AND RUN THE REMOTE INDEPENDENT OF THE LEAD
CONSIST. YOU CAN MAKE THE NECESSARY ADJUSTMENTS TO THE LEAD CONSIST
TO COMPLY WITH SPEED AND SIGNAL REQUIREMENTS.
> AFTER THE LEAD UNIT CLEARS THIS LOCATION YOU MAY RESUME SYNCHRONOUS
OPERATION BY TAKING THE "FENCE" DOWN.

WHEN HANDLING LOADED DP COAL TRAINS BETWEEN MP 451 AND MP 455, KEEP
THE REAR REMOTE 2 OR MORE POWER POSITIONS ABOVE THE HEADEND, UNTIL THE
REAR REMOTE REACHES 8 POWER.

WHEN HANDLING LOADED DP COAL TRAINS BETWEEN MP 455 AND MP 466 OPERATE
THE REAR REMOTE AS FOLLOWS:
> DO NOT ALLOW THE REAR REMOTE TO GET BELOW THROTTLE 3 POWER. MAKE
NECESSARY ADJUSTMENTS TO LEAD CONSIST TO CONTROL SPEED, INCLUDING
USE OF DYNAMIC BRAKING AS DESCRIBED ABOVE OR STRETCH BRAKING TO
CONTROL THE FORCES IN THE TRAIN.

> WHILE APPROACHING MP 538 REDUCE THROTTLE TO PREPARE FOR USING
DYNAMIC BRAKING ON LEAD CONSIST. PUT UP A FENCE AND LEAVE REMOTE IN
AT LEAST THROTTLE 3. USE DYNAMIC BRAKING ON LEAD CONSIST AFTER

SAFETY STOP REQUIRED BEFORE MAKING COUPLINGS IN YARDS AND INDUSTRIES.


IN AN EFFORT TO ELIMINATE BYPASS DRAWBAR DERAILMENTS AND IN
CONNECTION WITH RULE 81.13, THE FOLLOWING INSTRUCTIONS WILL GOVERN:
1. CARS MUST NOT CUT OFF IN A CURVE OR TURNOUT.
2. A SAFETY STOP IS REQUIRED BEFORE COUPLING TO ALL CARS OR ENGINES
IN YARD & INDUSTRY TRACKS.
SAFETY STOP:
STOP MOVEMENT WITHIN 25 - 50 FEET OF THE COUPLING TO DETERMINE
IF DRAWBARS ARE ALIGNED. IF NECESSARY TO ADJUST DRAWBARS,
CARS MUST BE SEPARATED 100 FT. AS REQUIRED BY RULE 81.13.1 AND
81.13.3.
CONDUCT A JOB BRIEFING WITH ENGINEER ABOUT THE COUPLING.
MAKE COUPLINGS AT SPEED NOT MORE THAN 2 MPH.
3. IF NECESSARY TO COUPLE TO A CAR OR ENGINE THAT IS STOPPED IN A
CURVE OR TURN OUT, ADDED PRECAUTIONS MUST TO BE OBSERVED; IN
ADDITION TO A SAFETY STOP, OPEN THE KNUCKLES ON BOTH CARS OR
ENGINES. KEEP SPEED LESS THAN 2 MPH WHILE MAKING COUPLING. IF
COUPLING IS NOT MADE ON THE FIRST ATTEMPT, DETERMINE IF
COUPLING CAN BE MADE SAFELY. SEPARATE THE CARS AS REQUIRED BY
RULE. OPEN BOTH KNUCKLES, READJUST DRAWBARS, ATTEMPT TO MAKE
THE COUPLING ONE MORE TIME.
IF COUPLING CANNOT BE MADE AFTER FOLLOWING THE PROCEDURES
ABOVE, THE STANDING CARS SHOULD BE PULLED ONTO STRAIGHT TRACK
FROM THE OTHER END, IF POSSIBLE, OR A DRAWBAR ALIGNMENT STRAP
MAY BE USED TO ALIGN DRAWBARS.
CONTACT YARDMASTER, CAR DEPT., OR LOCAL MANAGER FOR
INSTRUCTIONS IF THE CARS CANNOT BE COUPLED SAFELY.
4. In reference to rule 7.12 - Movement into Spur track:
When shoving to the end of a track or spur, make sure you stop
150 feet from end of track or spur, set handbrakes, and proceed
movement to within 25 feet of end of track or spur track,
unless customer requirement allow cars to be closer than 25
feet from end.
5. Train Consist Accuracy Processes Wichita Service Unit:
Parsons Train Consist Accuracy Process
Goal: Achieve and maintain train consist accuracy at a rate of
100%.
To ensure this happens, there are several things that can be
done to minimize the percentages, on switching/pickling errors.
1. Once any train scheduled to setout cars in Parsons has
passed the reader at Paola, a YM or manager must look at
the consist of the train and TE B any cars through or to be
setout here that would be prudent to do. This will ensure
the reader automatically sets out the cars that they intend
to be setout.
2. The outbound crew will print a track list of the cars that
they are to pickup. They will use this list to verify their
pickup as they are pulling the cars out of the track for the
carmen to air test.
3. Any train that the switch crew builds, they are to verify
the consist as they are shoving the cars back into the track
to be set on the train.
If the train they are building is made up of multiple block
switched up to make the train. Then they will pull the
train down the south lead and verify the train consists as
they shove it into the clear.
4. It is recommended that the MPSMU to be built in either 14 or
40 track if at all possible. The would allow the switch
crew to drive the train to verify the consist, once it has
been built.
Once anyone notices an error in their pickup or train,
they are to notify the YM or a manager immediately to
determine the best course of action to remedy the error.

Wichita Terminal Train Consist Accuracy Process


Goal: Achieve and maintain train consist accuracy at a rate of 100%.
1. Yardmaster will prepare switch list(s) for himself and each
crewmember working on the ground.
2. All ground crewmembers will compare the switch list(s)
versus the actual cut of cars on pull back.
3. If the list is good, the crew will notify the yardmaster and
all involved personnel will mark it as GOOD. If a
discrepancy is found, movement will stop and confirmed with
other crewmembers. After job briefing, switch lists will be
clearly marked with the problem and the yardmaster will then
be contacted and told of corrections to be made.
Yardmaster will note the discrepancy on his copy, update the
track in TCS and notify the crew when the update is
completed. Movement will resume at that time.
4. When completed, switch lists will be initialed by the
crewmember that possessed them along with the Job ID and
deposited at the designated location.
5. Yardmasters will initial their copy of the switch lists when
complete and leave a copy in the designated location.
6. When a track is handled (doubled) for a train set,
yardmasters will provide an updated track list to the crew
that last handles a track for them to confirm, versus the
actual cars.
The same process in step 3 above should be followed. When
complete, steps 4 and 5 will be followed with the
yardmaster's copy noting the train symbol being built on his
copy.
7. Before train set, yardmaster will confirm with mechanical
that the power consist is accurate and complete and must
update the =tu function, if necessary.
8. Operating manager will analyze train consist accuracy daily.
If an exception occurs, all items in steps 1 and 6 above
will be inspected to determine responsibility for the
failure. Follow up with coaching or discipline as
appropriate.

Van Buren Train Consist Accuracy Process


Goal: Achieve and maintain train consist accuracy at a rate of 100%
or higher.
1. All ground crewmembers will compare the switch list(s) versus the
actual cut of cars on pull back.
2. If the list is good, the crew will mark the lists good and sign
their name, if the lists is not correct they will notify NCSC or
Pickle correctly. If a discrepancy is found, movement will stop
and confirmed with other crewmembers , then movement will resume at
that time.
When completed, switch lists will be initialed by the
crewmember that possessed them along with the Job ID and
deposited at the designated location.

When a track is handled (doubled) for a train set, the crew


will provide an updated track list to the crew that last
handles a track for them to confirm versus the actual cars.
Operating manager will analyze train consist accuracy daily. If
an exception occurs, all items in steps 1 and 4 above will be
inspected to determine responsibility for the failure.

Follow up with coaching or discipline as appropriate.

ENGINEER OF NEED TO OCCUPY RED ZONE. COUPLE YARD AIR WITH HOSE

CREWS PICKING UP CARS COUPLED TO YARD AIR:


STOP MOVEMENT REQUIRED DISTANCE FROM COUPLING AND ADVISE ENGINEER
OF NEED TO OCCUPY THE RED-ZONE. CLOSE ANGLE COCKS ON THE STANDING
CARS AND THE AIR VALVE LOCATED ON THE GROUND NEAR THE CLEARANCE CONE.

AFTER CLOSING BOTH THE ANGLE COCK ON THE CAR AND THE YARD AIR VALVE,
PRESS THE BLEEDER VALVE ON THE YARD AIR HOSE TO DE-PRESSURIZE THE
HOSES.AFTER ALL AIR EXHAUSTS FROM THE BLEEDER VALVE, SEPARATE THE YARD

UNION PACIFIC'S HUMAN RESOURCES DEPARTMENT AUDITED PERSONNEL FILES AND
DISCOVERED SOME EMPLOYEES' I-9 FORMS WERE INCOMPLETE. PRIMARILY
MISSING WAS, SIGNATURES OR DATES, OR INCONSISTENT IDENTIFICATION
INFORMATION. IF YOU ARE ONE OF THE AFFECTED EMPLOYEES WHOSE I-9 FORM
IS INCOMPLETE YOU WERE RECENTLY NOTIFIED THAT YOU WOULD BE CONTACTED
ABOUT COMPLETING YOUR I-9 FORM. THE HOUSTON SERVICE UNIT HAS
DESIGNATED THE MONTH OF APRIL AS THE TIME TO HAVE ALL I-9 FORMS

ENGINEERS AND OTHER CREW MEMBERS AND THEIR TIMES AND LOCATION ON
DUTY (49CFR228.17). THIS REPORTING REQUIREMENT IS BEING EXTENDED TO
INCLUDE ALL OCCUPANTS OF A TRAIN OCCUPYING THE MAIN TRACK FOR A LINE
OF ROAD MOVEMENT.
EMPLOYEES OTHER THAN TRAIN AND ENGINE EMPLOYEES EMBARKING ON A
LOCOMOTIVE FOR THE PURPOSE OF TRAVELING BETWEEN LOCATIONS MUST
REPORT THEIR PRESENCE TO THE TRAIN DISPATCHER AND PROVIDE
IDENTIFYING INFORMATION SO IT MAY BE REGISTERED ON THE TRAIN SHEET.
EMPLOYEES LEAVING A TRAIN MUST REPORT TIME AND LOCATION TO THE TRAIN
DISPATCHER SO THAT THE TRAIN SHEET CAN BE UPDATED TO REFLECT
EMPLOYEE(S) IS NO LONGER ON THE TRAIN. THE TRAIN DISPATCHERS TRAIN
SHEET AT CREW CHANGE LOCATIONS WILL BE INITIALIZED WITH THE TRAIN
AND ENGINE EMPLOYEES CALLED FOR SERVICE FOR THE TRAIN. WHENEVER A
CREW IS MOVED FROM ONE TRAIN TO ANOTHER THE TRAIN DISPATCHER MUST BE
NOTIFIED TO ENSURE THE TRAIN SHEET IS PROPERLY DOCUMENTED. WHENEVER
A CREW IS MOVED FROM A TRAIN TO DEADHEAD SERVICE, THE TRAIN
DISPATCHER MUST BE NOTIFIED SO THAT THE CREW CAN BE REMOVED FROM THE
TRAIN SHEET. HOURS OF SERVICE RELIEF CREWS OR CREWS MOVING FROM
DEADHEAD SERVICE TO TRAIN SERVICE MUST NOTIFY THE TRAIN DISPATCHER
SO THE TRAIN SHEET CAN BE UPDATED ACCORDINGLY.

THE FRA SCREENS COMPLETED AT THE END OF ELECTRONIC TIE UP ARE FOR
FEDERAL HOURS OF SERVICE RECORD KEEPING PURPOSES ONLY. ENTRIES IN
THESE SCREENS HAVE NO EFFECT ON PAY. THE COMPLETION OF THESE SCREENS
CREATES AN OFFICIAL HOURS OF SERVICE RECORD, AS REQUIRED BY FEDERAL
REGULATION, THAT MAY BE REVIEWED ELECTRONICALLY BY FRA INSPECTORS. IT
IS ESSENTIAL THAT THESE RECORDS ARE COMPLETED ACCURATELY, RESPONSIBLY
AND PROFESSIONALLY.

"RLVD" (RELIEVED TIME) IS THE TIME THE EMPLOYEE STOPS
PERFORMING COVERED OR COMMINGLED SERVICE. FRA AND PAY REPORTING
AT THE END OF DUTY ARE ADMINISTRATIVE DUTIES THAT ARE
CONSIDERED COMMINGLED SERVICE. THIS TIME WILL ATTACH TO THE
TOTAL ON DUTY PERIOD. A "QUICK TIE UP" IS NOT CONSIDERED
COVERED SERVICE AND DOES NOT ATTACH AS IT IS REPORTED AT A
LATER DATE. THEREFORE, "RLVD" WILL ALWAYS EQUAL "RLSD" IF THE
EMPLOYEE IS UNDER 12 HOURS TTOD AND IS REPORTING A COMPLETE TIE
UP.
"RLVD" WILL -NOT- EQUAL "RLSD" IF THE EMPLOYEE IS OVER 12 HOURS
TTOD FOR ANY REASON. IF TOWING IN TO REGISTER AFTER HOURS OF
SERVICE EXPIRED AND IS NOT A VIOLATION THEN "RLVD" TIME WILL -

(C) WHEN CALLED TO REPORT FOR DUTY "ON YOUR REST", ENSURE THAT PTO
(PRIOR TIME OFF) AND START D/T (STARTING TIME) ARE CORRECT.
CHANGE THE PTO IF NECESSARY TO REFLECT ACTUAL REST AND ENTER
ACTUAL "RESTED" ON-DUTY TIME INSTEAD OF CMS GENERATED START
TIME.
(D) CHECK FOR ACCURACY BEFORE CERTIFYING ENTRIES AS CORRECT. AFTER
MAKING REQUIRED ENTRIES, CHECK THE TTOD (TOTAL TIME ON DUTY)
FIELD ON THE CERTIFICATION PAGE BEFORE ENTERING A "Y" TO
CERTIFY AS CORRECT. IF TTOD INDICATES GREATER THAN 12 HOURS,

(E) IF AN ERROR IS MADE, AND UNINTENTIONALLY CERTIFIED AS CORRECT,
EXPLAIN FULLY IN THE COMMENTS FIELD.
(F) IF AN ACTUAL VIOLATION HAS OCCURRED, EXPLAIN THE CIRCUMSTANCES

WICHITA SERVICE UNIT POLICY CONCERNING USE OF LIMOS:

BOTH CONTRACT AND UNION PACIFIC DRIVERS OF VANS TRANSPORTING TRAIN AND
ENGINE EMPLOYEES ARE RESTRICTED FROM MAKING BACK-UP MOVEMENT WITH
EMPLOYEES ON BOARD. IF A BACK-UP MOVEMENT IS REQUIRED WHILE PARKING,
TURNING AROUND, OR POSITIONING OF VANS, IT IS TO BE DONE WHEN NO
EMPLOYEES ARE IN THE VAN. THE ONLY EXCEPTION TO THIS POLICY IS IN THE
CASE OF AN EMERGENCY OR WHEN COMPLIANCE WITH THIS DIRECTIVE WOULD
CREATE A GREATER RISK TO SAFETY. IN ADDITION, BEFORE MAKING A REVERSE
MOVE, DRIVERS MUST TAKE APPROPRIATE PRECAUTIONS TO ENSURE THAT NO CREW
MEMBER IS BEHIND THE VEHICLE OR WITHIN 10-FEET OF THE VEHICLE.
THIS POLICY IS BEING IMPLEMENTED TO HELP THE VISIBILITY OF DRIVERS IN
MAKING BACK-UP MOVEMENTS AND TO REDUCE UNION PACIFIC EMPLOYEES'
EXPOSURE TO ACCIDENTS INVOLVING BACK-UP MOVEMENTS OF CREW VANS.

IN AN EFFORT TO EXPEDITE THE TRANSPORTING/DEADHEADING OF EMPLOYEES TO


THEIR TRAIN OR TO THEIR TIE-UP POINT TO OBTAIN REST AND MANAGE THE
COST OF LIMO EXPENSES, CONTRACT DRIVERS HAVE BEEN INSTRUCTED TO
TRANSPORT TRAIN AND ENGINE CREWS TO THEIR DESTINATION WITHOUT DELAY.

EXCEPT AS OUTLINED HEREIN, CONTRACT DRIVERS ARE NOT AUTHORIZED TO


INCUR ANY WAITING TIME EXPENSES OR DELAY ONCE CREWS HAVE BEEN PICKED
UP AND ARE ENROUTE TO THEIR DESTINATION.

GIVEN THE DISTANCE TO BE TRANSPORTED/DEADHEAD, BRIEF RESTROOM STOPS


ARE PERMITTED.

CREWS TIED-UP UNDER THE HOURS OF SERVICE OR RELIEVED FROM SERVICE ON


LINE AND ARE BEING TRANSPORTED/DEADHEADED TO THE OFF-DUTY POINT, MAY
REQUEST THE LIMO DRIVER STOP AT A FACILITY TO SECURE FOOD ON THE ROUTE
BEING USED. ONLY ONE STOP IS AUTHORIZED WITH DELAY NOT TO EXCEED 20
MINUTES.
CREWS THAT ARRIVE AT THEIR FINAL TERMINAL DURING THEIR TOUR OF DUTY
ARE NOT ENTITLED TO A MEAL PRIOR TO TIE-UP. CREWS THAT EXPIRE UNDER
THE HOURS OF SERVICE AT THEIR FINAL TERMINAL ARE NOT ENTITLED TO A
MEAL PRIOR TO TIE-UP.

EMPLOYEES NOT COMPENSATED FOR 'MEALS ENROUTE' ARRIVING AT THEIR FINAL


TERMINALS WITHOUT HAVING STOPPED TO EAT WITHIN THE LAST SIX HOURS AND
ARE THEN INSTRUCTED TO PERFORM SWITCHING OTHER THAN PUTTING THEIR
TRAIN AWAY (INCLUDING THE ENGINE) OR MOVES PERMITTED UNDER LOCAL OR
NATIONAL AGREEMENTS, WILL BE ALLOWED TO EAT PRIOR TO PERFORMING SUCH
ADDITIONAL WORK.

TRAIN AND ENGINE CREWS ARE INSTRUCTED TO IMMEDIATELY RELEASE LIMOS


UPON COMPLETION OF ANY DUTIES DIRECTLY ASSOCIATED WITH THE MOVEMENT OF
THEIR TRAIN.

TRAIN, ENGINE AND YARD EMPLOYEES ARE PROHIBITED FROM PERFORMING ANY
DUTIES RELATED TO PROTECTING SHOVING MOVEMENTS, MAKING COUPLINGS, OR
SPOTTING CARS FROM WITHIN A VEHICLE UNLESS SPECIFICALLY AUTHORIZED BY
A LOCAL MANAGER.

TRAIN, ENGINE AND YARD EMPLOYEES ARE PROHIBITED FROM PERFORMING ANY
DUTIES RELATED TO MAKING COUPLINGS OR SPOTTING CARS FROM WITHIN A
MOVING OR STOPPED VEHICLE AT ANY TIME.

ALL TRAIN, ENGINE & YARDMEN (TE&Y) ARE PROHIBITED TO USE ANY VEHICLE
TO CIRCUMVENT ANY OF THEIR REQUIRED RESPONSIBILITIES DURING THE COURSE
OF A TOUR OF DUTY. THIS INCLUDES BUT IS NOT LIMITED TO PROTECTING
SHOVING MOVEMENTS, LINING SWITCHES OR DERAILS, MAKING COUPLINGS, AND
SPOTTING RAILCARS.

NO MOVEMENTS, INCLUDING THE DUTIES MENTIONED ABOVE, WILL OCCUR WHILE


THE CREW MEMBER IS IN A VEHICLE, MOVING OR STOPPED.

THE ABOVE INSTRUCTIONS APPLY TO ALL REMOTE CONTROL OPERATIONS AS WELL.

COMMUNICATION WITH OTHER TRAIN CREWS VIA RADIO COMMUNICATIONS WHILE IN


A VEHICLE IS PROHIBITED UNLESS COMMUNICATION IS RELATED TO THE
LOCATION OF THE TRAIN OR TRAIN CREW, OR ANY EMERGENCY THAT MAY ARISE.

DURING SWITCHING, BACKING AND SHOVING OPERATIONS, ALL MOVEMENTS MUST


BE STOPPED BEFORE CHANGING RADIO CHANNELS IF THE RADIO IS BEING USED
TO CONTROL THE MOVEMENT. AFTER COMMUNICATION IS RE-ESTABLISHED,
MOVEMENT CAN CONTINUE.

IF A VEHICLE IS UTILIZED FOR TRANSPORTATION FROM ONE LOCATION TO


ANOTHER, ENSURE SAFETY IS MAINTAINED BY FOCUSING ON THE TASK AT HAND,
AVOID DISTRACTIONS, MAINTAIN PROPER FOOTING WHEN GETTING INTO OR OUT
OF VEHICLES, OBSERVE YOUR SURROUNDINGS AND ASSESS THE RISK BEFORE
GETTING OUT OF VEHICLES. ALWAYS WEAR YOUR SEATBELT WHEN RIDING IN ANY

MOVING VEHICLE.

FOR EXAMPLE:
A CREW MEMBER UTILIZES A VEHICLE (LIMO) TO BE TRANSPORTED TO THE
NORTH END OF YARD "A" FROM THE SOUTH END TO PROTECT A SHOVE
MOVEMENT.

THE CREW MEMBER THEN GETS OUT OF THE VEHICLE AND COMPLIES WITH
THE APPROPRIATE RULES TO PROTECT THE MOVEMENT. OR, THE CREW
MEMBER RIDES THE MOVEMENT PROTECTING THE SHOVE TO THE STOPPING
POINT, THEN GETS OFF OF THE EQUIPMENT AND GETS INTO THE VEHICLE
TO BE TRANSPORTED TO THE HEAD-IN FOR ADDITIONAL MOVES.
