Inter-utility real-time data exchange has become critical to the operation of inter-connected systems. Regional Independent System Operators (ISO) or Transmission Operators connecting with various transmission or distribution utilities require real-time data exchange with all grid or market participants. The ICCP or TASE.2 protocol is an internationally recognized standard for communications between electrical utility control centers. ICCP uses the Manufacturing Messaging Specification (MMS) for the messaging services needed by ICCP. The OpenICCP product is an implementation of the standard ICCP or TASE.2 protocol. It is designed for optimum performance, easy maintenance and configuration. OpenICCP can be an integral module of a SCADA implementation or can be installed as a standalone product to interface with a legacy SCADA system. The OpenICCP product appears as a communications protocol to the monarch system and all data acquired via the ICCP protocol is placed in the database and is subject to all standard SCADA operations including archiving, alarming, tagging, etc. A Virtual Control Center (VCC) model is used as an abstract model of a control center. Control Centers can be configured to contain data points, data sets and transfer sets. Bilateral tables define the association between two Control Centers. They contain the security and properties of the control center allowing only authorized connections and data exchanges to take place.
The OpenICCP has been field certified to connect to a number of external ICCP systems including ERCOT, SPP, PJM, MISO, CALISO, ECAR, etc. The OpenICCP product supports redundant nodes with automatic failover. A number of diagnostics and user displays are provided to assist in configuration and maintenance of the links and data transfers. The product supports an MMS protocol layer from various industry third-party MMS suppliers.
