1.2 Introduction: Gwadar is spread over an area of aprox.1.52 million hectares or 15,216 square kilometers. It is one of attractive coastal area of the region. Gwadar name is composed of two balochi words, which are "Gwad" and "Darr" meaning "AIR" and "Door" respectively. Therefore door of Air, Air way, Breeze way can be termed for Gwadar in literary terms. Gwadar is bounded on the north by Kech and Awaran districts, on the east by Awaran and Lasbela districts, on the south by the Arabian Sea, and on the west by Iran. Geographical location of Gwadar has a significant importance in the international trade routes. Sea routes leading to and from Gulf estates and eastern hemisphere of the world passes along Gwadar. Development of Gwadar port has made Gwadar as one of the vital transit ports of this region. Nationally, Gwadar with its 600 Km coast line covers major portion of the coastal belt of Pakistan. It is linked to Karachi through Mekran costal highway and RCD highway that connects Pasni, Ormara, Lasbella and Hub. It has also been linked through Turbat Hoshab road to Turbat, Hoshab, Punjgur, Surab and Quetta. Gwadar is also linked on the west to Iran by road and sea which passes through Jewani. The society is semi tribal and liberal as far as political, investment and family decision making is concerned. Baloch tribes i-e Kauhdas, Meers, Kalmati, Dashti and Rind are among prominent tribes in Gwadar. 1 . 4 Hi s t o r y District Gwadar, is an important chapter of Makrans history. Iranian Kings had also possessed this region for a considerable period of time. In 325 BC Alexander the Great incidentally found the sea in this area on his way from India to Macedonia. The Portuguese found their way to India and captured several places along the Makran coast namely Gwadar and Jewani. Many invaders conquered the land, mostly the local rulers, including Hots, Rinds, Maliks, Buledais and Gichkis, exercised authority in the area as the conquerors had no intentions to stay there After the division of the Indian subcontinent, areas except Gwadar and its surroundings joined the Balochistan. Till then, Gwadar was under control of Maskat. In October 1955, Makran was given the status of a district. In 1958, Gwadar and its surrounding area were reverted back from Maskat to Pakistan and were made a tehsil of Makran district. On 1st July 1970 Balochistan gained the status of a province, and Mekran became one of its 8 districts. On 1st July 1977, Makran was declared a division where it was divided into three districts, named Panjgur, Turbat (renamed Kech) and Gwadar. Gwadar was notified as a district on July 1, 1977 with its headquarters at Gwadar town. Gwadar has Five 5 important tehsils (Towns) which are, Jewani Gwadar Sunster Pasni Ormara
1.5 Population Population of district Gwadar in 1998 was 185,498 persons comprising 99,436 males and 86062 females. 25% of population of the district was literate with 35% males and 13.8% females. Projected population of District in 2005 is 227,984 persons. The Balochs constitute approximately 98% of the population in the district while the remaining part includes Punjabis, Sindhis, Pushtuns, Brahvis, and others. Balochi is the language spoken in almost all the homes in the district. Most of the human settlements are alongside the coast of Arabian Sea, since fishery is the main economic activity. The towns of Gwadar, Pasni, Ormara, and Jiwani have a long history of human settlements. Other remarkable localities are Pishukan, Sur Bandar, Gabd, Suntsar, Kappar, Gunz, Tank, Nokhbur, Shinzani, Chur, Rambra, Gursunt, Makola, Jafri, Had, and Kulmir Sunt

1.6 Climate Gwadars climate is warm and humid. Gwadar has a mild winter and warm summer temperature trends. It is elevated at 300 meter above the sea level. Temperature details, humidity and average rainfall for the year 2004-2005 is shown in the following table.

1.7 Education There are 247 schools in Gwadar district. Government own and operate majority of the schools in the district.Gwadar town has the largest 17 number of private schools ,whereas the number of private schools in each Tehsil Jewani , Pasni , and Ormara is one(1). Gwadar district has (1) one intermediate college both for boys and girls. Vocational training college is also run by Government .Boys are trained in VTC for Boat making, engine overhauling, carpenter and computer related jobs. English language centers and computer training institute have also started operating in Gwadar town. (5)English language and computer training institutes are being run by private individuals in Gwadar town, whereas people also have started establishing English language institutes in Pasni, Jewani and Ormara. 1.8 Culture Gwadar has a semi urban population with habitants belonging to Panjgur, Turbat and affiliated rural towns of Balochistan, Sindh and Punjab. 2 - INFRAST RUCT URE 2 . 1 Gw a d a r D e v e l o p m e n t A u t h o ri t y ( G D A) Gwadar development authority (GDA), established in October 2003, is a statutory body. The Chief Minister Balochistan is the Chairman of the Governing Body. Other members of the GDA governing body include Additional Chief Secretary, P&DD GOB, the Secretary Finance, GOB, Ministry of Railways or Representative, Ministry of Communication or Representative, The Chairman, Gwadar Port Authority, Member National Assembly from the Area, Member Provincial Assembly from the Area. District Nazim, District Gwadar GDA has been successful in making its development pace parallel with the construction of the Gwadar port. GDA developed a mater plan for Gwadar that covers Gwadar, Jewani, and Surbander Tehsils. GDA provides investment friendly incentives that include special economic free zones, subsidized electricity, and authorizations for private sector housing, industrial, commercial and recreational schemes. As part of the planning and development, GDA has started other projects for local communities that include construction of 350-bedded civil hospital, a sports complex spread on 250 acres and GDA cooperative housing scheme. 2 . 2 Gw a d a r P o rt Au t h o r i t y ( G P A ) The Government of Pakistan has approved and built the third sea port and the first deep sea port at Gwadar on the Balochistan coast at about 235 Nautical miles West of Karachi and 390 nautical miles East of Gulf of Hurmoz.The Gwadar port is constructed by China Harbor Engineering Company. It was built in 5 years (2002-2007). Practical work on the development of Gwadar port started in 2000. In March 2002, earthwork and development work related to construction work of Gwadar, deep-sea port has started and presently Phase-I of the Gwadar port is ready for operation At present it is under operation of Joint Consortium of AKD Group and PSA, Port of Singapore Authority. Phase I of the Gwadar port comprises of three (3) multipurpose berths with 4.5km long channel dredged to 19meters. These three (3) berths are capable of giving berthing facility to

150-200 meter long and 30,000-50,000 dead weight tonnage ships at a time.1 Ro-Ro berth (car carrier) and another 100m service berth is also ready for operation 2 . 3 Gw a d a r I n d u s t r i a l E s t a t e The Government of Balochistan has developed an industrial estate in Gwadar to meet the demand for industrial plots in the city which is expected to have a substantial potential for industrial investment in view of the opportunities offered by the establishment of deep sea port and construction of major highways linking Gwadar with Karachi, Quetta, Iran and Central Asia. Gwadar Industrial Estate being developed for Small and Medium Enterprises SMEs mostly based on value addition industries. The major areas of business will be import and export, construction, transportation, shipping, clearing and forwarding, ware housing, building raw material, value added processing and repackaging. Location of the project is 40Km from Gwadar on Mekran Coastal highway. Overall 3000 acres on the south of Mekran coastal highway has been planned for Gwadar Industrial Estate Town Planning on 1000 acres of land has been completed. Industrial plots are available in area of 1, 2 and 5 acres which can be allotted individually or in combination. Installation of Water desalination plants of 2.0 MGD and .2 MGD has already been started. Electric Grid station at 7 acres has been completed and soon will be in operation. 2.4 Roads Mekran Coastal highway, stretched approximately to 500km is one the major highways of the country. The coastal highway is built according to international standards. National High Authority started this mega road link in 2003 and completed it in a record time of 1.5 years. Mekran Coastal highway is serving as a vital route for the national and international of transits of Gwadar, Turbat and its affiliated areas. Coastal high way links up Gwadar through Pasni, Ormara, Karachi and then Khyber. Gwadar development authority has also initiated construction project on the 6-six 50-60meter wide roads within the Gwadar Master plan. These roads are Jinnah Avenue, Marine Drive, Balochistan Broadway, Rakhsani Avenue Padizar Avenue and Pasni Avenue. Gwadar has been linked to Mekran coastal highway and Iran via these roads. M-8 ,Gwadar Reto Dero Motorway stretched approximately to 895Kms, international standardized motorway project has been launched in September 2004 which is underway, Gwadar Reto Dero motor way is a major initiative for encouraging investment and unleashing new routes for mega trans linking Gwadar to Turbat and Hoshab. The project is divided in 3 sections, namely Gwadar- Turbat Section I (A). Gwadar- Turbat Section II(B) and Turbat Hoshab Section III

2 . 5 T ra n s p o r t a t i o n Buses and pick-ups operate daily for Karachi, Turbat, Khuzdar, and other towns of the district including Pasni, Jiwani, Ormara, Suntsar, Pishukan, Sur Bandar, and Nigore. There are more than 7 Karachi bound transport companies which have air conditioned coach facilities.

Suzuki Carry and ChingChee rickshaw is employed as mode of public transport. National Bank green rickshaw scheme has also been launched in Gwadar in 2007. In recent years Rent a car and Taxi service has also been started in Gwadar that have modern luxurious cars and jeeps that is being employed by visitors, investors and government officials to travel within Gwadar district. 2.6 Railw ay Pre feasibility study of Broad Gauge railway linkage of Gwadar Mastung and Quetta is under study of Ministry of Railways Government of Pakistan. It is planned that Gwadar will be linked through Rail with all over Pakistan and also to central Asian states and Iran. 2 . 7 Ai r p o r t Gwadar is located at international air roots, there are 4 airports (Gwadar, Pasni, Ormara, and Jiwani) in the district, of which 2 (Gwadar and Pasni) are international airports. At Gwadar, the airport is in operation that is linked to Quetta, Karachi, Disbandeen, Turbat and Masqat. PIA (Pakistan International Airlines) is a major service provider with direct flights to Quetta, Karachi, Turbat, Dalbandeen and Gulf countries i-e Dubai, Masqat etc. Air Blue has launched its services for Gwadar in 2006; it operates daily flights from Karachi to Gwadar and back. Air Blue is the first private sector investment in aviations in Gwadar. In September 2005, Prime Minister of Pakistan announced to build a new International Airport in Gwadar.For this project the federal government is spending a record 134 billion rupees.

2.8 Communication Gwadar district has newly established telecommunication network. The district is not connected with Fiber optic link. Pakistan Telecommunication company (PTCL) has (3) three digital telephone exchanges in Gwadar. These exchanges have the capacity to provide 5,500 lines. Digital exchange is located in Tehsil Gwadar whereas Pasni and Dorr, surbander, Pishokan have separate digital exchanges. Gwadar exchange has 2600 lines, Jewani have 400 lines. Pishukan, Dorr and Surbander each have 300 lines capacity. Pasni exchange has 1300 hundred lines and also provides 400 lines to Ormara. The total number of working telephone connections in the whole district is 4330. There are a number of Cellular operating in the district, however there coverage is limited only in the Gwadar city and some companies also cover Pasni town. The companies include Mobilink, Instaphone, Paktel, U phone, Telenor and Warid. Paistan post has a General Post office in Gwadar. Beside Pakistan Post numbers of Private courier services are also operating in the district that includes TCS, OCS, SPEEDEX and TNT. Pakistan Postal Services Corporation has established one post office at Gwadar town and 3 sub post offices at Pasni, Ormara, and Jiwani. 3 branch post offices at Kalmat, Sur Bandar, and Pishukan.

2.9 Energy Gwadar and Pasni are connected to main electricity transmission from Iran. Electricity is brought from Iran via Mand and Turbat.Where it is supplied to district Panjgur and major portion of District Gwadar. Jewani, Ormara, Pishokan, Kappar and Kalmat areas of the district have independent power generating system. Electricity is produced through heavy diesel engines Electricity of the district is governed and operated by Quetta Electric Supply Company. (QESCO) Fuel wood, kerosene oil and liquefied petroleum gas (LPG) is mainly used for cooking and heating, while diesel engine generators are used to run sea food processing factories, ice plants and tube wells. All most all the kerosene oil, diesel, and petrol come from Iran through cross-border trade. The price difference in Iranian and Pakistani petroleum products is significant. Therefore illegal trade of Iranian petroleum has flourished well. Development of Gwadar port and development projects in Gwadar city brought a major break through for the energy sector of the district Government of Pakistan has already signed MoU with Iranian Government for the supply of 332KV electricity specifically for Gwadar. Work for the said project has started and June 2008 is the completion date of the project.

2 . 1 1 M a j o r I n f r a s t r u c t u re A n d U r b a n M a n a g e m e n t Master plan is the comprehensive plan to guide long term physical development of any particular region. After Islamabad, Gwadar will be the second city of Pakistan that is being designed and build in accordance to the Master Plan. Gwadar development authority is implementing the Gwadars master plan in which Internal Road Network, Land Zoning and Vision for future Gwadar had been Developed / finalized. Gwadar Town Planning Regulations were also adapted and implemented by the GDA. Therefore no major infrastructure and urban management issues exist in new Gwadar. However, historically being a semi urban area, problems of drinking water and sanitation, and planned road network pose a major threat to the development process of old Gwadar, Pasni , Jewani and Ormara.

3 - GWAD AR 'S I MPORT ANT SECT ORS 3 . 1 S m a l l An d M e d i u m En t e rp r i s e s Historically Gwadars coastal belt had always been a vital player in fisheries related trades and supply, fisheries is the major economic activity of the region. The first sea food processing plant was established in Gwadar in the year 2000.At 2007, there are more than 15 sea food processing plants that have been established to utilize the wide potential of the sea food export market. Seafood processing employment is labor intensive and semi skilled. Gwadar provides the local Hub for fish trading to the local and international market. Fisheries department has established an infrastructure comprising of fish auction hall and cold storage in 1966. There are two fish harbor in the district. One is located in Pasni and the other in Gwadar. Gwadar Fish harbor has been established in 1990 under ministry of communication and working under Gwadar Port Authority. Both the harbors of Gwadar and Pasni comprise of modern fish auction halls with a capacity to handle more than 100 tons of sea food at a time. These harbors provide a marketing ground for the fisherman in order to market there catch. Boat manufacturing and repair units have been established by the local skilled workers in 1970's.At present boat manufacturers, manufacture wooden boats and vessels of varying sizes. With recent development of Gwadar port and Mekran coastal highway an industrial estate has been established by the provincial government at "Karwat" at distance of 40 km from Gwadar which have more than 300 industrial plots. Development work i-e roads, Electricity Grid, water desalination plant has been completed. Similarly, federal government has approved projects for establishing free trade zones and export processing zones in Gwadar.
There are several sectors in Gwadar. Greater numbers of SME's are associated in fisheries and cool chain sector. After the completion of mega projects i-e Gwadar Port and Coastal highway, growing number of investment is coming real estate , construction , allied services , water purification & bottling plant units, Hotel & tourism and port related business activities. At present in terms of sales tax and transactions, there is a lot of business activity going on in the district. Capital investments have been done in the following major sectors in terms. These are, Real Estate Sector. Town planning and building. Fisheries (Boat manufacturing and related services) Sea food processing. Trade (Import / export) Hotel and Tourism. Cell phones /Scratch cards and electronic equipments. Local trading of consumer Items.

3.2 Fisheries Fisheries is the largest sector in Gwadar which is playing a vital role in the economy of Balochistan, it provide a significant supply of the sea food to Pakistan and also plays an important role in international sea food export market. Gwadar district also happens to be on the migration routes of the various varieties of fish that have a considerable demand for the local as well as international marine food markets. 3.2.1 Aquaculture Shrimp Farming Coastal area of Gwadar, Kalmat, Jewani and Pishokan presents a viable environment for aquaculture development and shrimp farms. Shrimp farmers can earn a good return on their investment, two shrimp farms established by private sector in "Shaabi" and "Karwat" produced encouraging results therefore investing in shrimp's farms along creeks and bays in coastal areas can be a potential for aquaculture and fisheries. 3.2.2 Sea food Processors and Exporters: There are more than 16 small and large sea food processors and exporters operating in different tehsils of the district. Most of them have established their processing plants in Gwadar city. Sea food processing in here mostly involves Washing, ballast freezing and packaging, whereas little or no initiative is done in other processing technologies i-e fish canning, sea food cooking etc. Worldwide USA, EU and Japan are the largest export market for the sea food industry. Due to high quality standards and assurances, Pakistan (Gwadar & Karachi products) is able to export 30-40 % of the sea food products to US and EU markets however the remaining portion is exported to China, Malaysia and Gulf countries. 3.2.3 Fishing Boats and Fish Catch Fishery has the major stake in economic activity of the district. More then 30,000 people are associated directly with fisheries sector employing more than 4759 fishing boats. All boats are wooden with inboard mechanized engines. Gwadar district annual production of fishery is more than 107,568 metric tons. Boat manufacturing units are operating in Gwadar since long time and manufacturing wooden boats of various sized and kinds, starting from small fishing boats to heavy fishing and cargo vessels. Pasni Fish Harbour:
Government has established two fish harbors in District Gwadar. First fish harbor was constructed in Pasni. Pasni fish harbor has the facility of cold storages, fish fishing jetty, fish auction halls and open space for transportation, offices, hotels and accommodation for fishermen. Pasni fish harbor has the capacity to store more than 100 tones of fish catch at a time.

Gwadar Fish harbor has been established in 1990 under ministry of communication and working under Gwadar Port Authority, Gwadar fish harbor comprises of a modern fish auction hall carrying a capacity to handle more than 100 tons of sea food at a time. 3.2.5 Marketing In Gwadar, three components make the marketing system of fisheries sector, they are Sea Food Processors.

These components provide an efficient but not very effective market system of fisheries. There are two major players in making the existing system. First and the major player in setting up of market price are the sea food processor and most of the time the market follows the price set by the sea food processor. Every sea food processor places a paid agent or a commission agent in the market that handles the daily seafood catch trading. Beside agents of sea food processors, broker also plays a significant role in marketing system. Broker most of the time is also the supplier of a sea food processor. A broker can set a market price only if he possesses a good quantity and Quality of the specie which is currently on a high demand i-e Shrimps and lobsters. Most of the brokers in fisheries sector in Gwadar are either Boat owners or they are a major lender to the fishermen. Fishermen usually borrow money from the broker for a number of reasons, which include boat maintenance, repairing or renewing the fishing nets or loan for family matters. A broker will hold the all future catch of the fishermen as collateral for the loan to fishermen, he lends money on this understanding that all future catch will be sold to the broker in peak fishing season. By this method a broker can hold 4-5 boats. 3.2.6 Problems and Issues with the Sector Fisheries sector is the key player for economic development of this region. Problems and issues faced by this sector are as follows. Trawling pose major threat to the survival of the fishermen and fish processors in Gwadar. Illegal bottom trawling though banned by the Government is continued along the Gwadar coastal belt that destroys the whole breed of the various species. Unavailability of cold chain from Boats to processors. Lack of financing facilities i-e soft term loans for fishermen. Lack of literacy and awareness in fishermen and boat owners to employ new trend and techniques in fishing. Lack of government incentives in initiating development projects for fisheries sector. Lack of proper marketing mechanism. Lack of literacy and awareness regarding investment in aquaculture shrimp farming.
3 . 3 Ag r i c u l t u r e H o rt i c u l t u re Though, Agriculture and Horticulture is not a vital sector of the district as far as investment and SMEs are concerned, however, local population invest a part of their earning in this sector mainly to obtain fodder for the livestock. Limited Agricultural crops exist in the district. The crops of the district include wheat, barley, mutter, pulse, melons, citrus, chikoo, coconut, tomatoes, jowar and mash, but the current production all these crops is near to none mainly due to scarce availability of water. Fodder is cultivated throughout the year. Cultivation areas of Gwadar district is scattered through out the district which include, Jewani, Kulanch, Pasni, Nalaint and Ormara. Water is the scarce resource in the district. The major source of irrigation in Gwadar is streams and springs etc. Other significant sources are tube wells, operated by diesel, and open

surface wells from where water is taken out for irrigation with the help of diesel pumps. The remaining is khushkaba or sailaba land dependent upon rainfall. Economic and development contribution of the said crops in agriculture sector of the district is minimal.

3.3.2 Dates Date is the only agricultural produce of the district which has a role in economic development of the farmer, date produce is sold in local markets in Gwadar and it is also exported to other parts of the country as well. 3.3.3 Marketing Current volume of agricultural production of district Gwadar is negligible to develop any economic activity in its population. Most of the produce is locally consumed.

Due to its production volume, only dates are exported to other parts of the country like Karachi, Quetta, and Sukkur. Date produce is sold on farm where a middleman buys the crop and further sells it out in the markets. 3.3.4 Problems and Issues Due to its hot and arid climatic conditions agricultural sector cannot be developed to its potential , whereas there are few crops i-e Date , Oil seed and coconut which can bring good returns if invested with modern agricultural techniques. Major issues faced by this sector i.e,
Lack of road network. Scarcity of Water, due to its climatic conditions and salinity level of under ground water in some areas. Lack of literacy and awareness in farmers and land lords to employ new trend and techniques. Lack of government incentives in initiating agricultural development projects. Problems in access to finance.
3 . 4 I n d u s t ri e s There are more than 16 small and large sea food processors and exporters operating in different tehsils of the district. Associated with the fisheries sector cold storages and ice plants have also been established Jewani, Pasni, Surbander, Gwadar and Ormara. Water desalination plant has been established in Gwadar in 1996 by Gwadar mini port authority, and with recent developments projects construction of 4 more desalination plants have been initiated by Private and Public sectors. These plants will be established in Industrial Estate Karwat, Singhar Housing Scheme, and Surbander and in Gwadar city. In the Gwadar district water facility is scarce therefore mineral water manufacturing unit is another good investment area. There are two (2) mineral water manufacturing and bottling units. 3.4.1 Gwadar Industrial Estate. The Government of Balochistan has developed an industrial estate in Gwadar to meet the demand for industrial plots in the city which is expected to have a substantial potential for industrial investment in view of the opportunities offered by the establishment of deep sea port and construction of major highways linking Gwadar with Karachi, Quetta, Iran and Central Asia. Location of the project is 40Km from Gwadar on Mekran Coastal highway. Overall 3000 acres on the south of Mekran coastal highway has been planned for Gwadar Industrial Estate Town Planning on 1000 acres of land has been completed. Industrial plots have an area of 1, 2 and 5 acres that can be allotted individually or in combination. In addition export processing zone authority has also initiated project for development an esport processing zone in Gwadar. Land of 1000 acres has already been allocated for the project at Karwat area. 3.5 Livest ock Livestock sector has limited significance in economic activity of the district. Livestock farming is done on the local household levels ranging from 2 to 4 animals (goats) kept and

looked after by housewives. The valleys of Kulanch and Dasht are major small ruminant raising areas in the district Livestock farmers own herds of more than one hundred heads of small ruminants and they have regular pattern of seasonal migration. The livestock raising communities live in mountainous areas which are not easily accessible by road. Apart from the livestock-farming household, all the agricultural households in Gwadar raise different animals. An average household owns a couple of cows, a pair of bullocks or a camel for ploughing, sometimes a donkey as a beast of burden and several sheep and goats. There is 1 veterinary hospital and 6 veterinary dispensaries in the district. S. 3.5.1 Poultary And Dairy There are 2 poultry farms in Gwadar town, while the numbers of poultry farms which is insufficient to fulfill the poultry supply of the district, before construction of coastal highway poultry supply were fulfilled through Iran. At the moment poultry supply is mostly done from Karachi and other parts of Balochistan. Private sector have established 2 dairy farms in Gwadar town which supplies milk products to the town, each farm has 20-30 milk producing cows, however most of dairy supplies are done from Karachi and other parts of Balochistan through road. Poultry and dairy sector investment has a good potential in Gwadar district. Due to high feed and fodder prices, transportation and human resources this sector has not developed to its potential. 3 . 6 Ha n d i c ra f t s 3.6.1 Embroidery Embroidery work is the main handicraft done by women of the area with excellent skill and craft. Mostly it is done on womens dress for personal use. Some more skilled women receive orders to make dress for other women. This embroidery work is rarely sold out in markets. Cost of such embroidery ranges from rupees 500 to 7,000 and work can take 3 to 6 months for completion. 3.6.2 Sea Shell crafts District Gwadar being a fisheries rich area also gives enormous amount of sea shells of various sizes, colors and styles as side product. However, this sector is still not exploited as a potential area of handicraft. This sector can also be a viable potential sector for economic

growth and development if men and women are introduced to seashell handicrafts and then trained for such crafts. 3.7 Real Est at e Projects of Gwadar Port and coastal highway developed the real estate market of the District to such an extent that in a time span of 6 years Gwadar has emerged as the third real estate area for investment after Islamabad and Karachi. Massive trading of Billions of rupees has been in the real estates by Local and foreign investors. Investment has been done and still continues in areas of Gwadar, Jewani, Kalmat, Pasni, Guns, and Pishokan. Land has been brought by private sector investors investing in more than 100 real estate projects. 95% of the land of Gwadar, Jewani, Kalmat, Kappar and Pishokan areas is being brought either by private sector investors or being brought by government for potential development activity of Gwadar. Projects launched by private sector investors in Gwadar include Housing, Recreational, Commercial and Industrial schemes. Government has introduced two residential and commercial projects which are Singhar housing scheme and Newtown housing scheme. Both the schemes spread to 4 Phases with residential plots ranging from 400 square yards to 1000 square yards. Both schemes have received encouraging response and more than 95% of the plots have been brought and owned by private individuals. People already have constructed modern luxury banglows in new town housing scheme and private sector construction is going on at fast pace in the new town housing scheme. Because of its location and modern designs most of government and commercial organizations have shifted their offices in New town housing scheme. 3 . 8 M i n e ra l s Mines and Minerals sector in district Gwadar does not have any significance to be a potential sector. Geological Survey of Pakistan and the department of minerals have not reported any minerals in Gwadar district. The only mineral product of the district is ocean salt. Salt is obtained from sea or rain water. Small wells of 3-4 meters depth are dug near the sea shore and sea water is spread in panes made on plain surface. The usual dimension of the panes is 300 x 200 x 10 centimeters. Water dries up in 10 days and salt is collected. Each of the panes produces about 20 kilogram of salt which is sold at a rate of Rs.600 per 50-80 kg bag. 3 . 9 T ou r i s m District Gwadar as a coastal area has rich marine life and present viable opportunity for ecotourism. The district has untouched clear beaches which can be an attractive place for tourism. Kund Malir, Daraan, Asthola Island, beaches of Jewani, Guns and Ormara are some of the most beautiful tourist beaches. Asthola Island is located at a distance of 150 kilometer from Gwadar tehsil. It is an internationally recognized wetland and has numerous species of aquatic creatures. Hingol National Park is the largest natural forest of Asia, coastal highway run for 55 kilometers in the scenic mountains of this natural forest. Hingol National Park is also one

beautiful tourist sight Wild life creatures like tigers, Ibex, goats and monkeys are found in this sight. At present, 6 hotels and resorts are operating in Gwadar, a major break through in hotel and tourism industry is the construction of a 5 start Zaver Pearl Continental Hotel at Koh-eBatill, opposite to Singhar Housing Scheme in Gwadar. Potential exists for development of tourist resort and motels, seafood restaurants, country parks and beach sports recreation facilities. Ecotourism sector can be developed to its potential in Gwadar district as the number of tourist from Islamabad, Karachi and Lahore has remarkably increased due to the construction of coastal highway. 4 - POT ENT IAL PROJECT S FOR INVESTMENT Development projects of Mekran coastal highway and Gwadar Port have a special significance with reference economic development of this region a and future trade links with Central Asian Countries, Persian Gulf, East Africa, United Arab Emirates and North Western India. Gwadar will be projected to give Pakistan a new identity in the world economy by virtue of its finest location, development projects, recreation programs and Governments special attention. 4.1.2 Ice Plant Climate of Gwadar remains hot and humid for more than eight months a year, ice consumption both at domestic and industrial use is high, current ice factories are not enough to fulfill this demand. Moreover, there are 5 fish processing plants at Gwadar city and with the passage of time further investment is expected in this field, these plants require huge amount of ice for the preservation of catch fiches. The need of ice blocks is also increasing due to economic growth, as major buyers are other Businesses (dairy, bakery, hotel, etc.), who buy in bulk.
Keeping in view the shelf life of the perishable food items it becomes essential to freeze and store these products. . Further, the Seafood from all over the coastal belts of Balochistan will bring better quality and hence good price. Similarly the Cold storage can be used for

perishable fruits and vegetables. Investors can expect handsome return on their investment in this field.
4 . 3 M i n e ra l s
Over the last few years, the Construction sector has been registering strong growth rates in the district. Housing and construction is one of the major drivers of growth in more than 40 allied industries including stone crushing. In addition, for the building of roads and bypasses, there is a mass and consistent need of crushed stone across the country. Several projects are in progress and are being commenced shortly which will have high demand of crushed stone all over the country. Constructions blocks are made locally at Gwadar from cement, Sand and crush etc. and crush is also used in the construction of building. Gwadar being a developing city, there great need for such materials and investors are coming at faster pace and earning decent return on their investment.
