Professional Regulatory Board of Nursing- regulatory power with respect to the nursing professional
The Commision -supervises the board -handles applications for exams, administrative and other investigative cases conducted by the Board -designates the Secretary of the Board, provide secretariat and other support services needed by the board to implement provisions of the nsx act The Members
-appointed by the Phil. President, confirmed by the Comission on Appointments Appointment types: 1. Regular appointment- PNA certifies for appointment to the Nsx Board of PRC 12 candidates>>>Ranked >>> Forwarded to the Commissioner of PRC for further screening >>> First 6 sent to President of Philippines>>> Appointments confirmed by the Commission on Appointments 2. Ad interim appointment- a board member is appointed in the meantime to fill in a vacancy or perform the duties of an office during absence. 3. Doctrine of Hold-Over- member is allowed to continue to exercise functions even the term has ended.
Republic Act 9173 Sec 5. Appointment -chairperson and other members appointed by President of RP upon recommendation of the Commission PROVIDED they are: licensed RN, chosen among the nominees submitted by the accredited professional organization of nurses in the Philippines to the commission. -the commission should notify the accredited org of nurses in the Phil to give 3 nominees per vacancy -the accredited org-submission of nominees should be 3 months before the vacancy -the commission- rank the nominees, choose 2, submit the nominees to the president of RP not later than 2 months before vacancy -E0 496- reappointment -MOA by the commission and the accredited org- strict compliance
Republic Act 9173 Sec 6. Qualifications of Board Members -natural born citizen and resident of RP -member of good standing of the accredited professional organization of nurses -RN, MAN, masters educ or other allied medical profession conferred by a college, university duly recognized by the govt -10 years continuous practice of profession prior to appointment, last 5 years must be in RP -not convicted of any offense involving moral turpitude What shall they do? -resign from any teaching position -resign from any office or employment -no pecuniary interest or administrative position in review centers
Term of office -3 years until successors shall have been appointed and qualified -up to 2 terms only -appointment to a vacancy that occurs before the expiration of the term of office shall cover only the unexpired portion of the term of the immediate predecessor -oath before performance -RA 7164- members shall continue to practice until replacements have been appointed
Republic Act 9173 Sec 7. Compensation of Board Members -quantum meruit- as much as they deserve

Removal or suspension of Board Members -could be removed or suspended after given the opportunity to explain his/herself in a proper admin investigation on the following grounds: -continued neglect of duty/ incompetence -commission or toleration of irregularities in the licensure exam -unprofessional, immoral or dishonourable conduct
Republic Act 8981- The Modernization Act of 2000. Powers, Functions and Responsibilities of Various Boards 1. Regulate the practice of the profession in accordance with the provisions of their respective professional regulatory laws
2. Monitor conditions affecting the practice of the profession under respective jurisdictions- adopt measures necessary for enhancement of profession and maintenance of high professional, ethical and technical standards. May conduct inspections in different establishments. In cases of schools, in coordination with CHED
3. Hear and investigate cases arising from violations of their respective laws, rules and regulations under Code of Ethics. May issue summons, subpoena and subpoena duces tecum to alleged violators and witnesses.
4. To delegate the hearing or investigation of admin cases filed before them. EXCEPT in cases that involves practice of profession, if so the hearing shall be prescribed over by at least 1 member of the Board concerned assisted by a Legal or Hearing Officer of the Commission
5. Conduct summary proceedings on minor violations of laws, rules and regulations >>> render summary judgments, will become final and executory after 15 days unless appealed to the Commission
6. To recommend registration without exam and issuance of corresponding certificate of registration and professional ID card (subject to commission approval)
8. To prepare, adopt and issue the syllabi or tables of specifications of the subjects for the exam in consultation with the academe. Make questions, check and pass within 10 days, sign.
9. Annual report of accomplishments on programs, projects and activities of Board during the year. Submit to Commission, Republic Act 9173 Sec 11. Powers and Duties of the Board -board shall supervise and regulate the practice of the nsx profession in RP

4. Ensure quality nsx education by examining the prescribed facilities of universities of nsx depts.
6. Adopt and promulgate a code of Ethics and a Code of Technical Standards for the practice
7. Recognize nursing specialty organizations in coordination with the accredited professional organization.
8. Prescribe, adopt, issue and promulgate guidelines, regulations, measures, and decisions as may be necessary for the improvement of nsx practice, advancement of the profession, and proper provisions of the Philippine nsx act of 2002

10. Initiate, undertake, conduct health studies on health, human research production and utilization and development
FIELDS of NURSING
1. HOSPITAL/INSTITUTIONAL -nurse participates in all in all phases of patient care -NCP, discharge and home care -participation in research and training activities carried on in hospital, teaching auxiliary personnel and assisting in teaching and supervising of nsx and or midwifery students
Disadvantages -understaffing=OT
-nurses are updated with new trends -rotations to different units- determine their special area of choice before assigned in one specific area -8 hour day and 40 hour week duty. Provisions for leaves -chance to be promoted and higher positions -salary increase, depending on merit system -nurses are considered impt member of the health team
-bulk of work= unable to develop skills, no cont education -admin problem and overwork= nurse unsatisfied

Qualifications of Nursing service Administrations -supervisory or managerial position requirements -RN of RP -2 years exp in gen nsx service administration -BSN with at least 9 units and management and admin courses at graduate level -member of good standing of the accredited professional organization of nurses -chief nurse of director: all of the above plus -5 years exp in supervisory or managerial -masters degree in Nsx *Memorandum circular No. 2000-05, series of 2000 of PRC, BON- mandates implementation of this provision of the Phil Nsx Act

Sec 29. Comprehensive nursing Specialty program -specialty orgs -DOH- develop a Comprehensive nursing Specialty program -Beneficiary- serves 2 years in any hospital in Philippines
Benefits of Certification: -improve quality of px care -expertise beyond measured in basic licensure -continued competence in the changing world of health care -confronting demands of health care -lifelong learning>>> advances knowledge and skills forward - enhances nurses self image and publics view of the profession
-local, national and city health dept= health centers and public schools

-broader, nursing practice in a variety of roles >>> independent nsx practice Advantages -see total picture of community and family health situation -better perspective of the health conditions of the community and health programs by govt -maximizes efforts to improvise -maximize resources, coordination -prevention= contributing to health -families and community is motivated to assume responsibility of their own health care 3. EDUCATION PROGRAMS -development training and research Disadvantages -cases: chronic and communicable diseases -more hazards: exposure to elements, bites, accidents etc -no fixed hours of work -not as exciting or as glamorous -facilities are limited -unaware of trends, no supervisor, not for introverts
Qualifications: -skills in nsx practice- at least 2 years exp in basic nsx practice -skills in teaching, supervision and consultation -PR -understanding of broad problems and desirable practices in px care planning
-understanding of self and others -ability to plan and implement programs for different kinds of personnel
Qualifications: RN in RP With PTR, PRC card and Residence Certificate for the year 2 years bedside exp in general hospital immediately prior t application Be acceptable to Director of Nursing Service as suitable for orientation to do PDN Full time PDN CCN course (preferably) Certified IV nurse by ANSAP
-complete paraphernalia -full white uniform -med certificate or labs: cxr, cbc, ua and fecalysis -2 character reference -3 seminars for the year or continuing education attended -IVT certificate
Guidelines: -verbal report- chief nurse or supervisor -written report- head nurse -care of equipments, safe environment, holistic care -complete nsx care before going off duty
Advantage -to know people at close range -make real friends -chance to keep abreast with new knowledge -chance to travel -challenge: giving his best
Disadvantage -some: patient becomes totally dependent on them -many of them: not upgraded skills and knowledge -no enough nurses: evening, night, holiday, weekends, vacation -lone personal: dec PR -little assistance from head nurse -no retirement, etc. benefits
5. OCCUPATIONAL HEALTH NURSING OR INDUSTRIAL NURSING -provides health care services to workers -occupational health is autonomous and occupational nurses make independent nursing judgments
6. NURSING EDUCATION Qualifications: -RN -1 yr exp clinical in a field specialization -member of good standing in the accredited professional org of nurses -masters degree holder Personal qualities: -capability to promote interest in the subject they teach -competence -resourcefulness -expertise in providing nsx care in the chosen field DEAN qualifications: -Masters degree -5 years teaching and supervision
-26 yo below Qualifications Call to Active Duty (CAD) -must be commissioned -1 year exp in reputable health agency -must have been cleared by appropriate security agency -must have passed physical and mental examinations Qualifications General duty Nurse: -2nd lieutenant -adequate knowledge in nsx practice, theory, sciences and their application -knowledge on new developments -ability to perform comprehensive nsx care 8. SCHOOL HEALTH NURSING -school activities, health educ, environmental safety 9. CLINIC NURSING -general skills -receptionist, assist in PE, autoclave, keep records, order and store supplies -TEACH 10.INDEPENDENT NURSING PRACTICE -Self employed- professional nursing services to clients/ patients -health care assessment, etc.
