Beneficiary Utilization Assessment
EXECUTIVE SUMMARY: Integrated Early Programme for the Restitution of Flood Affected Communities of Punjab is a project under UNDP programme for Early Recovery and Restoration. Children First as an implementing partner of UNPD has devised the programme implementation strategy to follow the principals of area-based approach in a holistic & integrated manner and to ensure open and transparent delivery of services by applying Humanitarian Accountability Partnership (HAP). CF is implementing the project form May, 2011. The assessed needs for district Layyah identified includes; 1600 for Off-Farm (Cash grants and Enterprise development), 1500 identified beneficiaries for On-Farm (Agri-inputs,
Seeds/Fertilizers, Kitchen gardening, Livestock and Poultry), CPIs with 10 km farm to market/link roads, 10 Km drains, 50 hand pumps, and 30 tube wells and 5 culverts, essential documents and access restoration for 300 flood affected and capacity building of 1300 flood affectees in preparedness and respond to probable disasters.
The achievement for the period May-Aug, 2011 against above mentioned targets includes; offfarm where 100 widow/women headed HH get benefited from advance sewing training and sewing machines, training on enterprise development to 100 ultra poor men & women and provision of cash grants regarding enterprises to 100 beneficiaries. In on-farm, distribution of livestock to 800 HH, 16 two-day livestock management training, 300 poultry package (30 birds per package) and proper first time vaccination to livestock and poultry, kitchen gardening tools and small fertilizers packs to 300 farmers to promote income generating activity. Similarly in CPIs, construction of 7 KM link road and 7 KM drains, 50 hand pumps and 30 tube wells and so far 8 trainings were conducted for O&M. Furthermore, 60 awareness sessions in essential documents and facilitation in provision of essential documents to 134 individuals. Lastly, capacity building of 275 flood affectees on DRR with 60 each of developing early warning system and disaster risk reduction and evacuation plan.
The idea of producing this document is to encompass the level of resource utilization by the beneficiaries, which were provided/restored/rehabilitated during different interventions in the period of May-June, 2011. The beneficiary utilization is assessed against thematic areas with

tangible output that is included in the proposed project mainly On-Farm Livelihoods, Off-Farm Livelihoods, Community Physical Infrastructure (CPIs), while intangible outputs of e.g. capacity building in Disaster Risk reduction and/or of long term output e.g. Social Cohesion are out of scope for the current assessment at this point of time. This document will be further refine for its utilization in long term scenarios in the next exercise of impact assessment that will provide a multi-dimension impact of the current interventions and will include both intangible and long term effects of DRR and Social Cohesion.
The beneficiary utilization assessment based on the achievements for the period of May-June, 2011, provides that utilization of cash grant was found to be 97 percent, 100 percent beneficiary status is been gradually improving in Sewing machines, 87 percent of agri-inputs were utilized and crops were sown, 83% beneficiaries of Kitchen gardening have sown their crops, 97% and 89 % of beneficiaries are having alive and healthy livestock and poultry respectively, while 100 percent of CPI schemes are fully functional.
The assessment found that the reason of less utilization in certain interventions includes; cash grants beneficiaries are not maintaining profit and loss register, crops productivity suffers due to less water supplied, and more visibly less agri-inputs as compared to the area of cultivated land, in kitchen gardening, due to less care and time during sowing and after word, livestock died during transportation from the distribution to the way back home and loss of poultry birds due to heat and harsh weather etc. Furthermore, the document provides an overview of each thematic area / interventions at the early recovery level, where it is been proved that to greater extent the life of project beneficiaries is been restored and he/she is very much able to lead the restoration and rehabilitation cycle to further development with sustainable background.
In addition, for ensuring transparency and accountability across the board, Children First being member of the Humanitarian Accountability Principles (HAP) has launched a complaint mechanism. This document also captured the practical and on ground implementation of the complaint mechanism.

1- INTRODUCTION: Pakistan was hit by the deadliest flood in decades during the last week of month of July 2010, submerging almost one-fifth of the countrys total land i.e. 159,219 square kilometers out of the total 796,095 square kilometer. The districts of Punjab province were amongst the most affected districts of the country due to these floods. Within the affected 11 districts of Punjab, a total of 186 union councils with 2,687 villages were severely impacted with the flood. Among the affected population around 3.38 million people (483,000 households) became extremely vulnerable by losing their dwellings, means of earning their livelihoods, necessary community physical infrastructure and access to social services like safe drinking water, constant and adequate supply of ration, electricity, health and education.
Specifically, Union Councils of District Layyah including, Baseera, Sahu Wala and Shahpur of Tehsil Karor Lal Esan and Union Councils of District Muzaffargarh including Seet Put, Langer Wah, Mud Walla and Bet Mullan Walli of Tehsil Alipur were among the most devastating and damaged due to 2010 flood. The inhabitants have lost their homes, assets, standing crops and other means of production and livelihoods. In the aftermath of flood, the affected people have deprived in terms of income to cater the daily needs of their families as the livestock and agriculture which were there main source of income were lost.
Furthermore, the community physical infrastructures were damaged, which affected the mobility of the people and result in to stoppage of life line to these already poor and marginalized communities. Legal documents and CNICs of people have been washed away with the water and resultantly affectees cannot access to social services and citizenship rights.
The current assessment aims to find out how the integrated interventions have brought changes and/or building up the change in lives of flood affected communities. In the first period of the project (May-June, 2011), communities have been supported for restoration of their lives by providing support, in terms of off-farm and on-farm livelihood. Furthermore, assessment also considers the utilization of the restoration of CPI through re-construction of farm to market/link roads, drains, hand pumps, and tube wells and culverts. All these activities were planned with the involvement of beneficiary community.

This assessment carried out by Children First is a step towards realization and actualization of community felt needs been addressed with the core principles of transparency, accountability and gender sensitivity.
1.1 Objectives:
Evaluate the efficiency of the interventions both on/off farm and CPIs, carried out in the targeted area. Assess the project activities both in terms of qualitative and quantitative perspective Legitimize the value of the interventions and to find out the achievements. Enhance the accountability at all stages of project cycle Find out gaps and area of improvement Find out best practices to formulate future guidelines and recommendation.
1.2 Methodology Children First was involved randomly in trend utilization process in 3 union council of Tehsil Karor Lal Esan district Layyah. The assessment is done for the flood affected population benefited in the period of May-June, 2011. The total achievement in each thematic area is taken as population and the sample is drawn on the basis of total beneficiaries of May to June, 2011. This was a short exercise, therefore, the sample size was kept up to 20 percent of beneficiaries reached in May-June, 2011 covering thematic areas i.e. Off-farm (Cash grants and Enterprise development), On-Farm (Agri-inputs, Seeds/Fertilizers, Kitchen gardening, Livestock and Poultry), CPIs including farm to market/link roads, drains, hand pumps, tube wells and culverts. Methodology followed took both the qualitative as well as quantitative approaches. Informal meetings and interview were use for collection of information. However, Children First has gone through following techniques for the beneficiary utilization assessment. Focus Group Discussion with the beneficiaries. Meetings and interviews with the Project Committees members and office bearers. Direct Data collection from the randomly selected beneficiaries through checklist.

2- BENEFICIARYS UTILIZATION ASSESSMENT The prime objective of the utilization assessment was to find out that at what scale and scope, beneficiaries have been benefitted from the Integrated Early Recovery Project in district Layyah. The field teams specifically Field Monitors applied and followed the set guide lines by involving communities, Project committees and CBOs for the collection of informations.
The above Table-1 provides a summary of achievement against the targets set for the period of May-June, 2011, which is already been documented in first Bi-Monthly Report submitted to UNDP. In addition it also gives the utilization percentage of beneficiaries in each thematic area. As long as the achievements are concern the achievements is been 100 percent in each thematic areas. The list of beneficiaries assessed for utilizations in each thematic areas is been provided in Annexure at the end of report. Further details are provided below:

2.1 Off-farm livelihoods achievements (May-June, 2011):In UNDP ER project there were two main interventions about off-farm livelihood i.e. 1. Cash grant along with Enterprise Development Training 2. Skills Training and provision of sewing machines
Table-1 and given graph clearly depicts that they are been met in full for the period of May-June, 2011.
The assessment about off farm was carried out in 3 villages of Tehsil kror Lal Easan District Layyah. Most of the communities have lost small businesses during floods. For the revitalization of business they need resources in the form of cash grants.
2.1.1. Cash Grants Level of utilization:Assessment in utilization of cash grants has been measured by conducting an interview directly with the beneficiary. For cash grant almost 10

were running their business of small retail shop (karyana), 2 is running vegetable shops, 2 barber and 1 are running local hair salon.

2.1.2. Sewing Machines Level of utilization:On the other hand, regarding sewing machine 10 beneficiaries were visited by field monitors to measure the trend in utilization of activity. Information was collected by direct interview as well as group discussion.
It was found that all selected beneficiaries have been engaged in sewing and status 100 is percent been

proved to be blessing in disguise, where the beneficiaries are engaged in sewing the customer clothes and earning income.
Furthermore, training of advanced sewing skills have played vital role in improvement of work, where they are also sewing their household clothes and the income normally provided to the outside tailors now remain with the HH.

The current flood reflected the devastated scenario. The farmers lost their crop, stored grains, live stock, poultry and even vegetables. The affected communities have nothing to survive and thrive. Because of this situation there is risk of food in security.
In order to restore livelihoods of the flood affectees, they were supported in terms of Agric-inputs, Kitchen gardening, Livestock provision and provision of poultry birds along with poultry feed. The targets of the first quarter (May-June-2011) is been met with 100 percent achievement with exception of Agri-Inputs (more than 100 percent) as shown in the given graph.

2.2.1 On-Farm Level of utilization:i. Agric inputs: Agri-inputs were provided in the form of rice seed, mung seed, cotton seed, fertilizers as per requirements and agric tools. In the subject period 600 beneficiaries were supported against target of 400 in this activity for the given period.

depicted that 87 percent of inputs were utilized and crops were sown. The fields of the fully restored beneficiaries were also visited and their crops were standing green and fresh. The farmers commented as well as an overview show greater crop standing in the field as compared to pre-flood conditions. Furthermore, the second indicators for which the farmers on the basis of past experience provided that they are expecting more yield as pre-flood.
On the other hand, 10 percent of the farmers commented that they are expecting the same yield based on the standing crops and yield in coming season, while three percent

agri-inputs as compared to the area of cultivated land. But the clear picture will be depicted when the product is ready and is been measured in monetary terms after harvesting, which is to be measure in Impact analysis or detail evaluation in October.
ii.
Kitchen gardening: In this activity 300 beneficiaries were supported in the period of May-June, 2011 against the target of 300.
In order to assess the utilization of Kitchen gardening, 20 percent of beneficiaries i.e. 60 of the period May-June
were taken randomly to measure the level of utilization. It was found that 83% beneficiaries have sown their crops and are fully restored, while 10% beneficiaries have stored vegetable seed along with fertilizers and micronutrients.
These 10% did not cultivate due to risk of flooding in the moon soon season. The overall trend shows that it supported a lot to the beneficiaries protecting in food
insecurity. Furthermore, seven percent of the beneficiaries commented that due to less care and time during sowing and after word,

Livestock Provision: In this activity 400 beneficiaries were supported in the form of Livestock and two days Livestock management Trainings in the period of May to June, 2011, where the target in the subject period is been 100 percent achieved.

order
to
assess
the
utilization of Livestock, 20 percent of beneficiaries i.e. 40 of the period May-June were taken randomly to measure the level of utilization. The given graph depicts that 97 percent beneficiaries, having livestock alive and healthy are slightly fully restored. The improvement indicators are although weak i.e. milking and in some cases some beneficiaries are expecting increase in their herds, but gradually it will benefit in the long term. One of the important changes seen and observed is that
beneficiaries with fully restored status of their livestock do contacts regularly with the live stock department in case of disease or any other problem. Furthermore, 2 percent of the beneficiarys lives are partially restored and commented that they are yet to reap the benefits and still there is no change in their status but are hoping for

The reason was that mostly died during transportation from the distribution to the way back home, some afterwards due to lack of care i.e. do not contact livestock department or did not take precautionary steps provided during trainings thats which a few are alive but with disease.

Poultry Birds provision: In this intervention 200 beneficiaries were supported in the form of poultry birds and two days poultry management Trainings in the period of May to June, 2011, where the target in the subject period is been 100 percent achieved.

that they have lost some of their birds, but are taking good care for the others and they commented that measurements are taken i.e. vaccination etc to ensure the their growth and provide the results.
Furthermore, six percent of the beneficiaries have lost their poultry birds and he main reason found for the loss of poultry birds was heat and harsh weather in flood affected areas and not taking proper care. 2.3 Community Physical Infrastructure achievements (May-June, 2011):The intervention for restoring/rehabilitating community physical infrastructure includes, link roads, hand pumps, tube wells, drains and culverts.

discussion as well as physical verification of the schemes, it was commented that they are fully utilizing the schemes.
The indicators for each schemes varies e.g. beneficiaries requirements for water (daily all kind utilization) are met from hand pumps, access to different social services are been restored through link roads, mobility of all type is restored through culverts, fields / farms are getting enough water through tube wells as well as people are enjoying the cool water in hot summer, and last but not the least drainage system is restored through drains.
The physical verification of all completed schemes are made along with community and are found to be fully functional. Furthermore, the project
committees and community based organizations are taking proper care for the operation and maintenance of these schemes, which certainly shows their level of awareness regarding the importance of these schemes.

3.
COMPLAINT MECHANISM
Corruption has increasingly come to be recognized as a significant obstacle to social, economic and political development. Governments, businesses, civil society organizations, and citizens themselves are more and more willing to acknowledge corruption as a development issue, and actors at the local, national, and international levels are organizing to confront it.
Enhancing transparency and accountability is central for improving the governance of state. It entails complex challenges but is an efficient entry point for social, economic and political reforms. Transparency is not an end in itself but a powerful tool to improve accountability. Transparency is openness to the public eye. It refers to the amount, scope, quality, accuracy and timeliness of information which is accessible to relevant stakeholders. By mitigating information asymmetry, thus reducing the magnitude and consequences of the principal-agent problem, transparency increases the capacity of outsiders to the company, such as the owners, to monitor and evaluate the actions of managers and other insiders.
Importantly, transparency facilitates the evaluation of institutions and makes it possible to hold them accountable with respect to their mandate and objectives. Being accountable is, by definition, being liable to be called to account, answerable. Accountability is ensured by structures and procedures that oversee and control the actions of economic and political powers.
Keeping itself in the line of transparency and accountability, Children First has established different mechanism in order to ensure the good governance within the organization. For the subject purpose Children First is a full member of Humanitarian Accountability Partnership, which was established in 2003. HAP is the humanitarian sectors first international selfregulatory body, where members of HAP are committed in meeting the highest standards of accountability and quality management.
Children First firmly believes in attaining the highest standards of good governance recognizing the fact that a smooth execution of strategies mainly depends on the quality of governance. The existing procedures of the organization ensure accountability to keep its functions transparent

which attract both our employees, network partners and end beneficiaries of Children First Programme.
Our core programme is social mobilization and all interventions carried out at community level are always led by community. This whole process has been documented in agreed framework called Child Focused Community Development Framework.
Children First in all its programme makes sure to have full participation of community and all relevant stakeholders and having their say in the development work and for ensuring full quality management and effective Monitoring and Evaluation with dedicated teams. Long term planning is seen even after the completion of project for the community to carry forward the work.
In this lieu Children First has established a complaint mechanism in South Punjab (District Layyah and District Muzaffargarh) where CF is implementing a project of Integrated Early Recovery Program for Flood affectees. For this purpose, CF has printed its mechanism and area of intervention on a poster in local language and is been posted / displayed at different public places in both the districts of Layyah and Muzaffargarh. (For information the poster is annexed)
The mechanism of recording the complaint and for redressing the steps that are followed is provided in the given flow chart. In addition the number of complainers is summarized and provided in Table-2 for District Layyah.
