A RESOLUTION URGING THE NATIONAL YOUTH COMMISSION (NYC) TO PARTNER WITH THE COMMISSION ON HUMAN RIGHTS (CHR) TOGETHER WITH THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG) TO CREATE, FACILITATE AND IMPLEMENT A YOUTH BASED CAPACITY BUILDING PROGRAM ON HUMAN RIGHTS Introduced by: Youth Participation in Civil Society and Governance WHEREAS, Article III, Section 1 of the Philippine Constitution states that no person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws; WHEREAS, the Philippines as a signatory to numerous international human rights agreements such as the United Nations Declaration of Human Rights, International Covenant in Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights, should uphold, protect and promote human rights of every individual; WHEREAS, there are multitudinous laws existing in the Philippines, great number also of the Filipino youth, especially the minority, are not aware of these laws and or the provisions of these laws; WHEREAS, the youth is still vulnerable and it is likely that people will abuse their rights to use them for their own motives; WHEREAS, the apathy of the youth sector in participating and engaging in movements that enhances their awareness on their rights signals the susceptibility to be abused and underestimated; WHEREAS, the program will be advocating for the participation and empowerment of the youth in Human Rights Education and Awareness, thus, increasing the level of volunteerism in addressing Human Rights violations and uplifts the youths role in building a just and humane society; WHEREAS, the program will include, but not limited to, Human Rights Summit, Focused Group Discussions, Human Rights Awareness Campaigns and other innovative perspectives that provide easy access and dessimination of Information, Education, Communication Materials specially designed according to the respective dialect of the locale; NOW THEREFORE , BE IT RESOLVED, AS IT IS HEREBY RESOLVED, THAT, there shall be a creation of a youth based capacity building program on Human Rights Awareness to provide equal opportunity to the youth in all sectors. RESOLVED FURTHER, monitoring and evaluation should be implemented to measure the performance of the program for sustainability. RESOLVED FURTHER, the National Youth Commission in partnership with the Commission on Human Rights and Department of Interior and Local Government (DILG) to coordinate with the Local Government Units, Department of Social Welfare and Development, NGOs, other Private Institutions and relevant agencies for the support in the actualization and sustainability of the program. RESOLVED FINALLY that copies of this resolution be distributed to the government agencies concerned. ADOPTED this 5th day of May 2012 at Naga City, Philippines.
