Information Technology and Technology Migration

Professional Development

Solutions Development

Operations Consultant – Reporting to Chief Operating Officer
Operating as a 1099 consultant directly supporting the companies CEO, COO and VP of Sales I focused a great deal of my effort on
developing a reporting structure, writing policies and implementing standard operating procedures to gradually establish supplementary
structure into this growing information technology consultancy. I worked directly with account managers to develop this area. I also was
responsible for writing proposals. The most significant of which was a Johnson and Johnson Electronic Content Management and Hosting
solution. This was a $3M dollar contract, which was awarded, and Stellar is currently delivering on.

Master Scheduler - Port Authority Intrusion Detection System Project
As the Master Scheduler on the New York and New Jersey Port Authority Intrusion Detection System project, I had sole responsibility for the
planning and scheduling of over two thousand system integration events. Worked primarily with project manager, directors of software
development, test and evaluation and systems engineering to construct and sustain the Microsoft Project 2007 plan of work. Acted as a liaison
between the prime contractor (Raytheon) scheduler and 4D Security Solutions Project Manager ensuring all customer changes/updates were
reported accurately and in a timely fashion. In an effort to make the scheduling process as streamline as possible, provided operational
support to all departments with the end state being a cohesive management tool, which could be used to help shorten the decision cycle while
also providing a relevant progress tool for contractual prime contractor and customer status reports.

Operations Specialist - Operations
As the Operations Deputy, I reported directly to the Chief Operating Officer (COO) of a $100 million engineering and logistics firm. From an
operational view, I was responsible for overall care and feeding of a staff consisting of over 700 engineers, logisticians, business analysts and
warehouse personnel in the execution of delivering first-rate services to multiple customers ranging from Department of the U.S. Army to
Acquisition Corps Project Managers. After winning a $90 million/4 year contract, I played an integral role in transitioning over 100 personnel
from their existing organizations to Engineering Solutions and Products, Inc by contacting, negotiating salary and benefits packages and
closing hiring process. Assisted COO with proposal writing, cost estimates, contracts, security issues and process improvement within

US Army Northeast Account Manager - Defense Services
As Account Manager of Defense Services, Defense Group Northeast, I was responsible for complete customer satisfaction and all current and
future contract deliverables for Ft. Monmouth, Picatinny Arsenal, and Tobyhanna Army Depot and minor sites consisting of Huntsville, AL,
Ft. Hood, TX and Watervliet, NY. I answered to the Sr. Vice President of Defense Services on all matters pertaining to account management,
to include profit and loss. I provided oversight for eleven separate contracts, one Blanket Purchase Agreement at Ft. Monmouth, and various
other delivery vehicles to include the Rapid Response (R2) and Strategic Sourcing Strategies (S3). Worked with chain of command, corporate
resources and contract management department to ensure all business actions taking place with the Northeast Account were handled in the
most professional manner possible. I was also responsible for local employee recruiting, retention, management and termination - provided
daily supervision and training opportunities to ensure all forty team members' and professional development needs were met. I worked with

Base Realignment and Closure Capture Manager - Defense Services
I played a dual-hatted role as the Ft. Monmouth and Ft. Hood Operations Manager and Base Realignment and Closure (BRAC) Capture
Manger. As the BRAC Capture Manager, I played an entrepreneurial part directing the development and execution of new business
opportunities in this niche market. As this was a new business area, I was responsible for writing the business case, developing the budget,
writing the capture management plan, generating and giving capabilities briefings to potential teaming partners and senior leadership, and

integrated plan, process, and schedule for related activities to ensure communication and reuse across all Defense Group sites. I maximized
business opportunities by integrating customer activity from losing/gaining/realigning BRAC scenarios. Developed a BRAC team from
existing and where appropriate consultancy resources to assist in the bids and proposals process and development of the "Win Themes" as we

Operations Manager - U.S. Army Program Executive Office Command Control Communications Tactical
As Operations Manager assigned to Fort Monmouth, NJ, I provided program management services to United States Army Program Executive
Office for Command, Control and Communications Tactical (PEO C3T) with the objective of introducing new technologies in tactical
communications and battle command and control. Responsible for 19 full-time employees supporting multiple clients located predominantly
at Ft. Monmouth, NJ and Ft. Hood, TX. I maintained control of and responsibility for revenue and profit objectives for the sites. In an effort
to automate the failing organizational scheduling effort, led a team supporting the Chief Information Officer (CIO) to roll out "Microsoft
Project 2002" Enterprise Solution/Project Server to PEO C3T staff and project management offices allowing a geographically disparate
organization to integrate multiple project planning, document sharing, issue tracking, and risk mitigation endeavors. I provided managerial
consulting experience to R-G staff charged with supporting government customers in the areas of Enterprise Project Management Office
Implementation and Continuity, Web Development and Report Writing, IT advisory, Operations Management, Systems Architecture
Development, and Soldier Deployment to Southwest Asia (Kuwait, Iraq and Afghanistan). Assisted PEO C3T in the improvement of
administration processes to monitor the progress of Materiel Development Life Cycle. I developed and maintained working relationships with
customer to ensure a sustained business base and expansion thereof. In first year of directing operations for PEO C3T, enjoyed a ten percent
revenue growth and a sixteen percent profit (EBIT), which is extremely high compared to industry standards.

internal and external to the Program Executive Office. I acted as management liaison between Headquarters Department of the Army G-8 and
PEO C3T while developing the project plan to deploy a standardized software package to the entire US Army: active and reserve component.

Senior Program Analyst - Merrill Lynch Securities Services Division
Played an instrumental part in the overall System Development Life Cycle (SDLC): Project Planning, Feasibility Study; Systems Analysis,
Requirements Definition; Systems Design; Implementation; Integration and Testing; Acceptance, Installation, Deployment and Maintenance
for the development of a web-enabled billing system for Merrill Lynch's newly formed Securities Services Division (MLSSD). Created
detailed project plans to document and communicate requirements, scope and constraints to project stakeholders, management and user
community. Authored the "Best Practices Guide," which provided the operational guidelines followed, from start to finish of phase I, the
domestic system implementation. Established to institutionalize the process, the guide helped to take the project from a domestic tactical
solution to a global-reaching strategic initiative. I headed up an international status reporting team including members from Asia, Europe,
Africa, South America Japan and the United States. I facilitated the development and maintenance of the primary intra-net website as a
communications tool, enhancing both project visibility and creating a knowledge portal for stakeholders. I facilitated the weekly stakeholder
meetings where project documentation was developed: issues and actions tracking mechanism, communications documents and formal
process and progress reports.

Project Analyst - US Army Program Executive Office Command Control and Communications Systems
I led a team of analysts in support of the US Army's Program Executive Office Command Control and Communications Systems Force XXI
Integration Office. Accountable for the synchronization and integration of schedules for eleven program offices and twenty six common
product developers in preparation for a wide range of exercises, tests and training events. Tracked critical actions and issues, conducted
network analysis, and enabled web-based IT solutions. Instituted a web-based "implementation plan control solution" to centrally monitor
multiple scheduling elements within project. Headed up quarterly planning and scheduling working groups to synchronize and integrate
systems calendars internal to project.
