FOR ADMISSION TO POST GRADUATE DENTAL (MDS) COURSES

INTRODUCTION

In compliance to the directives of the Hon'ble Supreme Court of India (w.p.(C)No. 348-352/1985 Dinesh
Kumar v/s M.L.N Medical college, Allahabad and ors), the All India Institute of Medical Sciences, New Delhi
will conduct All India Post Graduate Dental Entrance Exam for admission to Ministry of Health & FW/DCI
recognized/approved/permitted seats of Dental Colleges for various postgraduate courses (MDS). The
entrance examination will be governed by the rules and regulations specified by the Government of India,
Ministry of Health and Family Welfare, New Delhi.


1. MDS COURSES

(i) DURATION OF THE COURSE: 3 years (See foot-note below Appendix VII).

(ii) ELIGIBILITY CRITERIA

(a) The candidate must be an Indian National / Person of Indian Origin / Overseas Citizen
of India Card holders possessing BDS degree from a Dental College recognized by
the Government of India under the Dentists Act, 1948 and who has obtained
provisional or permanent registration from any of the State Dental Councils after
passing the final BDS examination and has completed one year (12 months)
Compulsory Rotating Internship in an approved/recognized Dental College shall be
eligible.

(b) The condition of one year Compulsory Rotating Internship is not applicable to those
candidate who had passed their final BDS Examination on or before 1988 and hold a
BDS Degree from a Dental College recognized by the Dental Council of India and
have obtained provisional or permanent registration from any of the State Dental
Councils.

(c) No condonation of Internship of 12 months period shall be accepted except (i)
the students of the batch admitted during the academic session 2007-2008 and
have completed 4 year BDS Course alongwith 06 months compulsory rotating
internship and (ii) the students admitted during the academic session 2006-
2007 at Rajah Muthiah Dental College, Annamalai University those have
completed 05 years BDS Course without internship.

(d) However, a candidate who, after passing the final qualifying examination (BDS or the
foreign dental degree recognized by GOI/DCI), is undergoing 12-month compulsory
rotating internship/practical training and is likely to complete the same by 31

March
2014 can take up this examination, but he/she shall not be eligible for admission
unless he/she has completed the compulsory rotating internship and obtained
provisional or permanent registration on or before 31
st
March 2014 or the candidate
produces a certificate from the head of Institution that he/she will be completing
internship by 31
st
March 2014.

(e) The dates indicated by candidates with regard to 12 months Compulsory Rotating
Internship i.e. starting date, completion date, shall be treated as final and candidates
will be required to submit the original Compulsory Rotating Internship completion
certificate at the time of counseling.

(f) The cut off dates for the recognition of the Dental Colleges, from where the candidates
have passed their BDS Degree Course and completed compulsory rotatory Internship
for the year 2014 will be 31
st
Oct 2013. The Colleges recognized after this date will not
be considered.
(g) Registration with State Dental Councils is necessary and its documentary proof should
be furnished at the time of counseling.

(h) Some of the Universities are having regulations that candidates who are already
pursuing the PG Course in their University or in another University are not eligible for

admission till they complete the course. The candidates who are already pursuing PG
Courses either through All India Quota or State Quota and are applying for a seat
under All India Post Graduate Dental Entrance Exam may confirm the eligibility
conditions of that University in this regard. Dte. Gen. Health Services shall not be
responsible if such candidates are refused for admission. Such candidates may opt
for the subject and the college at their own risk and cost.

(III) FOR INSTITUTIONS OF ARMED FORCES MEDICAL SERVICES:

(a) Admission to the Institutions of the Armed Forces Medical Services is restricted only
to serving Army Dental Corps Officers. These candidates shall tick the option
Serving Armed Forces Dental Officer in the Application Form.

(b) ONLY those serving Armed Forces Dental Officers ticking the above option shall be
considered for admission to the under-mentioned Armed Forces Medical Services
Institutions:

(i) Armed Forces Medical College, Pune
(ii) Army Hospital (Research & Referral), Delhi Cantt.

(c) A separate merit list of category Armed Forces shall be provided to the
Directorate General of Dental Services for admission to Armed Forces institutions. It
shall be necessary for a Dental Officer to obtain minimum of marks at 50
th
percentile
to be eligible for admission in the Armed Forces category.

(d) Selection and final admissions to these Institutions shall be made by the Armed
Forces Medical Services based on applications by the Dental Officers to these
institutions, as per Govt. of India Ministry of Defence rules and regulations in
conjunction with those applicable to the affiliated Universities.

(iv) SYLLABUS AIPGD ENTRANCE EXAM - 2014

(a) The syllabus for the All India Post Graduate Dental Entrance Exam for admission to
the MDS courses shall be that of BDS standard and shall cover all the
subjects/syllabus taught during the BDS course as prescribed in the DCI Revised
BDS Course Regulations, 2007 as amended from time to time. There will be only one
paper of 3 hours duration (10:00 A.M. to 01:00 P.M.) containing 200 MCQs
consisting of Basic Sciences, Para-Clinical and Clinical subjects.

(b) The questions will be single answer objective type. Each answer with correct answer
shall be awarded four marks. One mark will be deducted for each wrong answer. Zero
mark will be given for the questions not answered. More than one answer indicated
against a question will be deemed as incorrect answer and will be negatively marked.

(v) This Scheme shall be applicable to the 50% seats dental college included in Appendix VI &
VIII. These dental colleges shall not hereafter conduct their own competitive entrance
examination for admission in MDS Courses.

2. SCHEME OF ENTRANCE EXAMINATION ALL INDIA QUOTA & STATE QUOTA IN
PARTICIPATING STATES

The scheme for selection of candidates for admission to 50% postgraduate Dental courses for admission to
MDS Courses on all-India basis shall be applicable to all Government Dental Colleges/Institutions
throughout the country and no Dental College/Institution shall hereafter conduct competitive entrance
examination of its own for these seats on all-India basis, except the States of Jammu & Kashmir and Andhra
Pradesh. However, the students having passed their BDS examination from any Institution in these two
States shall not be eligible to participate in the 50% All India Post Graduate Dental Entrance Exam for
selection of candidates against All India Quota seats. In case of, candidates who were nominated by the
Government of India to do BDS from Dental Colleges in Andhra Pradesh and Jammu & Kashmir
shall be eligible to apply for admission under All India Quota, subject to submission of a bond
on a Non-Judicial Stamp Paper of Rs. 10/- to this effect. A copy of the nomination letter must be

attached with the bond.


3. ACTUAL NUMBER OF SEATS

The number of seats available for the year 2014 has not been communicated by all the colleges covered
under the AIPDMEE Scheme till the time of this Online Prospectus. The number of AIQ seats available in
different colleges with their subject-wise break-up, shall be displayed on web-site (www.mcc.nic.in) /
www.mohfw.nic.in during the period of on-line counseling by the Medical Counseling Committee. State
counseling authorities shall display before counseling the state quota seats. However, the state-wise, college-
wise specialty -wise seats in MDS Courses shall be reckoned or determined on such date as
AIIMS/respective state Government may appoint in this behalf.

4. CENTRES FOR EXAMINATION

(a) Appendix I shows the list of cities where examination will be conducted. The candidate shall
indicate in the Online Application Form, the city where he/she would like to appear for the
examination.

(b) The centre of examination once opted will not be changed and any request for such a
change will not be entertained. Therefore, candidates should indicate their choice of
centre after due care and thought.

(c) The allotment of centre/city will be done by AIIMS and will be final and binding. This may not
necessarily be that of candidate's preference. The centre once allotted shall not be changed.

5. INSTRUCTIONS FOR FILLING THE ONLINE APPLICATION

Candidate should fill in the online Application Form from item No.1 onwards. Do not leave any column blank
which is marked *(asterisk). Please See Help Manual for details of how to fill online application form.

6. ONLINE REGISTRATION & SUBMISSION OF APPLICATION FORM

After selecting the online registration, fill in the details asked for step by step. Deposit the prescribed
fee through computer generated challan form in any branch of SBI or through Debit/Credit card. It will
be the responsibility of the candidates to ensure that correct address in the Application Form is filled.
Incomplete Application/Registration Slip will be rejected and no communication in this regard will be
entertained. The Institute will not be responsible for any loss in transit or for incorrect address given
by the applicant in the application form. No candidates should register more than one application.

7. STATUS OF REGISTRATION SLIPS RECEIVED

Acknowledgement with regard to successful Online Registration will be forwarded to applicants
through SMS. However, the status of Admit Card will be available on AIIMS, New Delhi web sites
www.aiims.ac.in and www.aiims.edu as well as www.aiimsexams.org after 15
th
January 2014.
Candidates are advised to check position regarding status of Application form on the website
www.aiimsexams.org. If the status of a candidates Admit Card is not available on website,
he/she should immediately contact to the Asstt. Controller of Examinations, AIIMS, New Delhi-
110 029 along with full particulars of the Registration of application form by sending a email
on exams.ac@gmail.com.

8. METHOD OF SUBMISSION OF ONLINE APPLICATION FORM

(a) A candidate seeking admission to the Entrance Examination is required to fill up online
application as specified in the prospectus.

(b) The online application/examination fee is payable through bank challan/debit or credit card
and is non-refundable and no correspondence in this regard will be entertained.

(c) The candidate should fill in the online application form as per the detailed instructions given in

the Prospectus.

(d) The candidate is required to go through the Prospectus carefully and acquaint himself/herself
with all requirements regarding filling the application form.

(e) Discrepancy, if any, in the date and time of the entrance examination mentioned in the
Prospectus, Admit Card etc. should be immediately brought to the notice of the Assistant
Controller of Examination, AIIMS, New Delhi. Complaints received after the examination will
not be entertained. In case, any discrepancy is found in the information provided in the
various documents, the data provided on the Application will be considered as final for all
purposes.

Furnishing of false information or suppression of material information in the Application will
entail disqualification and shall render the candidate unfit for admission. If ineligibility is
detected at any stage, the candidature/admission will be treated as cancelled and no further
correspondence in this regard will be entertained. Further, intimation in this regard will be sent
to DCI/State Dental Council, concerned Dental College for necessary action.

(f) Application form/Registration Slip complete in all respects should be submitted online and
NOT to be sent to Assistant Controller of Examinations, All India Institute of Medical
Sciences, Ansari Nagar, New Delhi-110 029.

(g) Incomplete application forms will be rejected and no correspondence will be entertained by
the Institute in this regard.

(h) It will be the responsibility of the candidate to ensure that correct address, mobile number and
E-mail ID is filled in the Application Form.

(i) The candidates in employment may send their applications/registration slip directly to AIIMS,
New Delhi. However, they must inform their employer about applying for this examination and
further, in the event any communication from his/her Institution/Department with holding
permission to his/her appearing in the above Entrance Examination/admission to the course
his/her candidature/admission may be cancelled.

(j) Since allotments of seats are made through on-line allotment, candidates are not required to
give their choice of subject and college at the time of submission of application form.

(k) Candidate must not obtain or give or attempt to obtain or give irregular assistance of any kind
during the examination; this will entail expulsion and cancellation of candidature for the
examination.

(l) The rules are subject to change in accordance with the decision of the Medical/Dental
Counseling Committee / Ministry of Health & Family Welfare, New Delhi/ DGHS Nirman
Bhawan.


9. ADMIT CARDS

(a) A downloadable Admit Card will be hosted for all the eligible candidates on website
www.aiimsexams.org w.e.f. 15
th
January, 2014. All the candidates must take a printout of
the same. The admit card will not be sent through Postal System. No candidate will be
admitted to the examination unless he/she holds a valid Admit Card issued by the AIIMS, New
Delhi.

(b) No candidate will be allowed to enter the Examination Hall/Venue by personal appearance
without valid Admit Card in original.

(c) Candidates are advised to preserve the Admit Card till allotment of seat in College/Institute.
Duplicate Admit Card will not be issued after the examination.

10. CONDUCT OF EXAMINATION

(a) The examination will be conducted at six cities (listed at Appendix I) in ONLINE
MODE ONLY on Saturday, the 25
th
January, 2014 from 10:00 A.M. to 1:00 P.M.

(b) Candidates should report at the allotted centre of examination at 8:00 A.M. No. candidate will
be allowed to enter the examination hall after 9:50 A.M.

(c) Important : No candidate should carry any textual material, printed or written, Pen, bits
of papers or any other material except the Admit Card, one photograph and I/D proof
inside the hall. If a candidate is found to be copying/ conversing with other candidates/to
have in his/her possession papers, notes or books, he/she shall be disqualified from taking
this Examination and the next one or two such Examinations according to the nature of
offence and its intimation will be sent to the DCI/State Dental Council and the concerned
Dental College for necessary action.

(d) Candidates shall maintain silence and attend to their papers only. Any disturbance in the
examination hall shall be deemed as misbehavior and the candidate shall forfeit the right to
continue the examination. The decision of the Centre Superintendent shall be final and
conclusive.

(e) Do not carry cellular phones, wrist watches, pendrive, memory card, pagers,
calculators etc. while coming to Examination Centre; these are strictly prohibited in the
Examination Centre.

11. DECLARATION OF RESULTS

(i) The result of successful candidates with their rank numbers is expected to be declared by the

February, 2014 and will be displayed on the notice board of Examination Section, AIIMS,
New Delhi. It will be available on the website at www.aiimsexams.org.

(ii) The candidates who figure in the merit list are required to download the Rank Letter from
website www.aiimsexams.org as the rank letter will not be sent through postal service.

(iii) A downloadable Rank Letter will be hosted on website www.aiimsexams.org only one week
before the commencement of counseling. It will be the responsibility of candidate to download the
rank letter before the counseling.

(iv) The Institute will not intimate the individual unsuccessful candidates regarding the result of
entrance test and no correspondence on this subject will be entertained. However, the marks
of individual candidate will be available on AIIMS website on completion of the admission
process.

(v) There is no provision for rechecking/re-evaluation of the answer sheets and no query in
this regard will be entertained.

12. MERIT LIST

For All India 50% Quota:

As per the directions of the Honble Supreme Court, a total of five times of number of seats
available for allotment of all qualified candidates, whichever is less, will be given chance to
participate in online counseling (allotment process) for All India 50% quota. The result of only
those candidates who will be eligible to participate in the All India PG counseling 2014 shall
be declared under the All India 50% Quota list.

i. In order to be eligible for admission to any postgraduate course in a particular academic year,
it shall be necessary for a candidate to obtain minimum of 50% marks in All India Post
Graduate Dental Entrance Exam for Postgraduate Courses held for the said academic year.
However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Other
Backward Classes, the minimum marks shall be at 40%. In respect of candidates as provided in
clause (5) below with locomotory disability of lower limbs, the minimum marks shall be at 45%.

ii. The reservation of seats in medical college/Institutions for respective categories shall be as

per applicable laws prevailing in States/Union Territories. An all India merit list as well as
State-wise merit list of the eligible candidates shall be prepared on the basis of the marks
obtained in All India Post Graduate Dental Entrance Exam and candidates shall be admitted
to Postgraduate courses from the said merit lists only.

iii. No candidate who has failed to obtain the minimum eligibility marks as prescribed in Clause
(ii) above shall be admitted to any Postgraduate courses in the said academic year.

iv. 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with
locomotory disability of lower limbs between 50% to 70%.

Provided that in case any seat in this 3% quota remains unfilled on account of unavailability
of candidates with locomotory disability of lower limbs between 50% to 70% -- PH-1 then any
such unfiled seat in this 3% quota shall be filled up by persons with locomotory disability of
lower limbs between 40% to 50% -- PH-2 before they are included in the annual sanctioned
seats for General Category candidates.

Provided further that this entire exercise shall be completed by each dental college/institution
as per the statutory time schedule for admissions.

v. The Universities and other authorities concerned shall organize admission process in such a
way that teaching in postgraduate courses starts by 2nd May each year. For this purpose,
they shall strictly adhered to the time schedule annexed with DCI Regulations, 2006 as
amended from time to time.

There shall be no admission of students in respect of any academic session after beyond 31st
May for postgraduate courses under any circumstances. The Universities shall not register any
student admitted beyond the said date.
The Dental Council of India may direct, that any student identified as having obtained
admission after the last date of closure of admission be discharged from the course of study,
or any dental qualification granted to such a student shall not be a recognized qualification
for the purpose of the Dentists Act, 1948. The institution which grants admission to any
student after the last date specified for the same, and in violation of condition of admissions
as prescribed by DCI or by the State Government/University/any Competent Authority of
respective State Government, shall also be liable to face such action as may be prescribed
by DCI including surrender of seats equivalent to the extent of such admission made from its
sanctioned intake capacity for the succeeding academic year.

12 b. Merit List for 50% seats under All India Quotas:
The merit list of the eligible and successful candidates who have opted for 50% All India quota
seats and appeared in the AIPGDEE will be prepared by the AIIMS on the basis of the scores as
mentioned above, obtained in the AIPGDEE. The merit list will be equal to the number of seats
available for allotment in MDS courses under 50% All India Quotas. There shall also be a waiting
list equal to 4 times of the merit list. The list of successful candidates (Merit List/ Waiting List)
shall be forwarded to the Medical Counseling Committee (Medical Examination Cell), Ministry of
Health and Family Welfare, Government of India for the purpose of allotment of seats by Online
Counseling.

12c. Merit list for seats under state quota:

Based on the information in respect of State Code of Eligibility and Domicile filled in by the
candidate in the application form, AIIMS, New Delhi will prepare state level merit lists of successful
Candidates on the basis of the score obtained by the students of each state in the AIPGDEE. The
list of successful candidates from each State/UT shall be forwarded to Ministry of Health & Family
Welfare, Nirman Bhawan, New Delhi for onward transmission to the Directorate of Medical
Education of the State/UT concerned for the purpose of allotment of seats by online counseling /
personal appearance subject to applicable laws prevailing in the State/UT.
12d. Merit list for Seats under Armed Forces Dental Institutions:

A separate merit list of category Armed Forces shall be provided to the Directorate General of
Dental Services for admission to Armed Forces institutions. It shall be necessary for a Dental
Officer to obtain minimum of marks at 50
th
percentile to be eligible for admission in the Armed
Forces category.

12e. In case of two or more candidates obtaining equal marks in the competitive entrance
examination, their inter se merit will be determined in order of preference as under:

(i) Candidate scoring less negative marks.
(ii) According to age, older will get preference over younger.

13. ADMISSION AND RESERVATION

An All India merit list and State wise merit list of the qualified candidates shall be prepared on the basis of
the percentage of marks obtained in the All India Post Graduate Dental Entrance Exam and candidates
shall be admitted to Dental MDS courses from the said lists only by following the already existing
Reservation Policies.

All admission to Dental MDS Courses within the respective categories shall be based solely on merit
based on percentage of marks obtained in the All India Post Graduate Dental Entrance Exam.

RESERVATION POLICY FOR 50% ALL INDIA QUOTA

(1) As per the directions of the Honble Supreme Court of India dated 31.1.2007 in Writ
Petition (Civil) No(s) 138 of 2006 in the matter of Abhay Nath & ORS vs University of
Delhi & ORS there is 15% reservation for SC candidates and 7.5% reservation for ST
candidates, in 50% All India Quota for MD/MS/Diploma seats from academic year
2007-08 on the basis of 3200 point Reservation Roster.

(2) In pursuance of the Honble Supreme Court order dated 10.04.2008 and according to
detailed instruction under Central Educational Institutions (Reservation in Admission)
Act, 2006; issued by the Ministry of Human Resource Development vide their O.M. No.
1-1/2005-U.I.A/847 dated the 20
th
April, 2008, Ministry of Health & Family Welfare has
introduced OBC reservation in the All India Post Graduate Counseling on the year
2008-09 on the basis of 200 point Reservation Roster for allotment of MD/MS/Diploma
seats in phased manner in pro-rata basis in Central Medical Educational Institutions.
The salient features of the instructions of the said orders are as follows:

a. The candidates belonging to creamy layer are excluded from the benefit of
reservation for the OBCs*.

b. The benefit of reservation can be extended only to the OBCs included in the
Central List*.

c. The implementation of reservations for OBCs has to be without any change in
the seats available for unreserved category.

The candidates who wish to claim reservation under OBC category under All India
Quota seat are advised to ensure that the latest OBC Certificate issued by the
competent authority fulfill the criteria mentioned above. If the OBC candidates have
Rank in the Unreserved category and as well as in OBC category, they have the right
to claim over UR or OBC seats at any of the said ranks as per their choice.
(3) For Persons with Disabilities there shall be 3% horizontal reservation for Physically
Challenged persons only for locomotor disability of lower limbs as follows:

Reservation for Physically challenged person in All India Quota seats is as per
Clause 9 (1) a of MCI Regulation under the heading SELECTION OF
POSTGRADUATE STUDENTS

3% seats of the annual sanctioned intake capacity shall be filled up by candidates with
locomotory disability of lower limbs between 50% to 70%.

Provided that in case any seat in this 3% quota remains unfilled on account of
unavailability of candidates with locomotory disability of lower limbs between 50% to 70%
then any such unfilled seat in this 3% quota shall be filled up by persons with
locomotory disability of lower limbs between 40% to 50% - before they are included in
the annual sanctioned seats for General Category candidates.

Detailed information in this regard is available on the website of the Ministry of
Health & Family Welfare (www.mohfw.nic.in).

Candidates who consider themselves eligible for this category are advised to
ensure their eligibility by getting themselves examined at any Government
Medical College/District Hospital/Government Hospital. However, candidates
may kindly note that in case of selection under PH category, they will be required
to produce Disability Certificate from one of the disability assessment boards,
constituted at the four metro cities, mentioned below, before their schedule date
of counseling:

15. INFORMATION FOR PH CANDIDATES

Sub-Category under PH Categories for the purpose of online counseling registration form:

PH - 1: Candidates with locomotor disability of lower limbs between 50% to 70% {Certified by one of
the Disability Assessment Boards constituted at 4 metro cities. Please refer to para number 15 of the
Prospectus AIPGDEE -2014.
PH - 2: : Candidates with locomotor disability of lower limbs between 40% to less than 50% {Certified
by one of the Disability Assessment Boards constituted at 4 metro cities. Please refer to para number
11 and 14 of the Prospectus - AIPGDEE -2014. }.
Candidates are advised to fill up their sub-category on the basis of above information.

16. IMPERSONATION

If during the Entrance Examination/counseling, it is found that candidates appearing in the Entrance
Examination/counseling indulged in any case of impersonation i.e. not matching the
photographs/signature/documents of candidates etc. he/she will be handed over to the Police and the
cases will be dealt as per the Indian Penal Code in this matter and if required, the cases will be
handed over to CBI for further investigation.

Such candidates will be debarred permanently from taking All India Post Graduate Dental Entrance
Exam in future.


DOCUMENTARY REQUIREMENTS FOR ALL INDIA 50% QUOTA AT THE TIME OF
ADMISSION

The counseling in respect of All India 50% quota shall be conducted by Medical
Counseling Committee, Government of India (www.mcc.nic.in)

The following documents in original will be required at the time of admission to the
allotted college:

Admit Card-cum-Confirmation Slip issued by AIIMS, New Delhi.
Rank letter issued by AIIMS, New Delhi.
Mark Sheets of BDS 1st, 2nd and 3rd Professional Examinations.
BDS Degree Certificate.
Internship Completion Certificate/Certificate from the Head of Institution or College
that the candidate will be completing the Internship by 31stMarch, 2014.
Permanent/Provisional Registration Certificate issued by DCI OR State Dental Council.
High School/Higher Secondary Certificate/Birth Certificate in proof of date of birth.
The Candidate should also bring the following certificate, if applicable :

a) SC/ST Certificate issued by the competent authority and should be in English or Hindi
in language. Sub caste should be clearly mentioned in the certificate.

b) OBC certificate issued by the competent authority. The sub-caste should tally with the
Central List of OBC. The OBC candidates should not belong to Creamy Layer. The
OBC certificate must be in the format as mentioned in ANNEXURE - 3.

c) Orthopedic Physical Disability Certificate issued from a duly constituted and
authorized Medical Boards.


For PWD seats, the qualified locomotor disabled candidates should get themselves
certified at one of the under mentioned Disability Assessment Boards, constituted at

Ans. The date of Online Allotment process will be declared in due course of time on the
websites of Medical Counseling Committee (MCC) www.mcc.nic.in and
Ministry of Health & Family Welfare www.mohfw.nic.in. Please keep visiting the
sites frequently for latest updates and notices.

Q.No.3 Do I have to report to any counseling centre for registration or choice
filling?

Ans: No. Online registration and choice filling can be done from place of convenience
(including from home) using internet.

Q.No.4 Do I require any documents to get registered on-line ?

Ans: You will be required to fill up some of the information that you have given on your
application form, and submitted to AIIMS, New Delhi along with admit cards
AIPGDEE-2014.

Q.No. 5 What information do I require for online registration for the counseling?
Ans: Please note that you will be asked to fill some of the information (we are not
showing it here for security reasons) that you have given on your application form,
admit card of examination during online registration and provided by the examination
conducting agency therefore keep copy of your application form and admit cards
ready for reference.

Please note that on registration window of online allotment process, you have to
fill in exactly same spelling, numbers etc as you have filled in your application
form.

Q.No. 6 How do I get password for logging in?

Ans: During the process of online registration you will generate your own password.

Candidates are advised to keep the password that they have created,
confidential to them till the end of the counseling process. They can change the
password after creating. Password is very important for participating in online
allotment process.

Sharing of password can result in its misuse by somebody else, leading to even
exclusion of genuine candidate from online allotment process.

Q.No. 7 How much time will I be given to join the allotted course?

Ans: Candidates allotted seats will be required to join the allotted college/course within
stipulated time from the date of allotment as mentioned in the schedule.
However, candidates are advised to join as early as possible and not to wait for
last day of joining, due to different schedule of holiday / working hours in various
Medical Colleges, also keeping in view that Medical colleges will have to furnish
information about joining / non-joining online to Medical Counseling Committee.

Ans: Since it is online allotment (Online Counseling) process, no documents will be
required for participating in online allotment process.

Q.No.11 Can I get the admission on production of the receipt stating that the
documents is deposited with other College/University?
Ans: No, candidates who have deposited their original documents with any other
Institutes/ Colleges/Universities and come for admission with a certificate stating
that "their original certificates are deposited with the Institute/College/University"
will not be allowed to take admission in allotted Medical College.

Q.No.12 What are the instructions regarding OBC, SC, ST and PH certificates?
Ans: Please read Information Bulletins Reservation Policy for 50% All India
Quota for admission to post-graduate medical courses for admission to 50% of
total PG seats on all-India basis carefully. The certificate requirements are
mentioned in prospectus along with format. The certificate as mentioned in the
prospectus only will be acceptable. Candidates are requested to read
prospectus and instructions regarding Caste and Physical Handicap (PH)
Certificate carefully. In case the candidate fail to produce proper Caste (and PH, if
applicable) certificate at allotted Medical College then he/she will not be
permitted to join the allotted Medical College and his/her category will be
changed, if otherwise eligible.
The qualified loco-motor disabled candidates should get themselves certified at
one of the under mentioned Disability Assessment Boards, constituted at the four
metro- cities:

Ans: No, you can give as many choices as you wish. However choices should be in
order of preference.

Q.No.14 Can I have some idea about the seat I am likely to get at my rank?
Ans: You can have some idea by
a. Please log on to www.mcc.nic.in / www.mohfw.nic.in website from
home page go to medical counseling open post-Graduate counseling (for
previous years) open composite allotment list. From the information that you
will see, you get some idea of pattern in previous year(s). This will only be
indicative (without any guarantee for the current year).

b. Processing of Mock Counseling Result and publishing of Indicative
Seat Allotment During Mock Counseling, choices submitted by the
candidates will be processed twice during the counseling period
(Registration) and indicative seat that is likely available at that point of time
would be displayed. This indication helps the candidate to refine the
selection of choices in a more effective and efficient manner. Indicative
allotment of seat (Mock allotment), will be shown twice on notified dates (will
be notified on this website). The result will be made available on the next day.
In case no indicative seat is shown allotted to you, this indicates that none of
the choices submitted by you were available at your rank. Hence you should
modify your list of choices as per your rank.


Q.No.15 Is it necessary to fill up the choices and lock the choices to get seat
allotted? Or I will be allotted seat automatically from available seats?

Ans: After online registration (registration is compulsory to take part in online allotment
process), you have to fill in choice of subjects and Institutions/colleges in order of
preference. Once choice is filled in, it can be modified before locking it. During the
choice locking period it is necessary to lock the choices to get a print of your
submitted choices. If candidate does not lock the choice submitted by him/her,
submitted choices by him/her will be automatically locked at 5.00PM of the last
day of last date of choice locking, however you will be allowed to take a print of
your choices after that but you will not be permitted to modify your choices.
If you do not register and fill in any choice, you will not be allotted any seat.
OR
If you register but do not fill any choices, you will not be allotted any seat.
However, the candidates are advised not to wait till the last minute to lock
your choices and to take a printout. Please go through your submitted
choices before locking as once you lock the choices those cannot be
modified or changed even if you have made a mistake. Mistake in filling
choices may result in allotment of a seat which you never wanted.

Fresh set of seats gets added to the system, if any, which is due to latest
approvals of MCI. Further, the conversion of seats is being carried out during the
third round of seat allotment and accordingly, the candidates are required to be
shown all choices which are against vacant, newly added seats, virtual vacancies
which are likely to get vacated during up-gradation and also during the
conversion of seats as per the following algorithm:

ST (PH) -> ST SC (PH) -> SC UR (PH) -> UR
OBC (PH) -> OBC ST -> SC
SC-> UR

The choices of candidates, who have submitted option for participation in the
third round during the reporting period for the first / second round seat allotment,
would be initialized, and are required to submit fresh choices online during the

Q.No.21 Do I have to fill in fresh choice of subjects and Colleges to participate in
third round of online allotment process?

Ans: Yes. All candidates who desire to take part in third round will have to submit fresh
choices before third round. Please see details in answer to question number
(Q.No.) 17 above.

Q.No.22 If there is not sufficient number of qualified PH candidates, what will
happen to those un-allotted PG seats, reserved for PH candidates?

Ans: The un-allotted PG seats earmarked for UR-PH, SC-PH, ST-PH and OBC- PH
will be reverted to respective categories like SC-PH to SC and so on, during the
third round of allotment process after processing choices to PH category
candidates in third round.


Q.No.23 If I give consent for up-gradation of my choice during second round and if
my choice is upgraded, is it necessary to join at college allotted during
second round? Or in case I change my decision of upgrading choice, can I
continue to study in college allotted through first round of allotment?

Ans: In case candidate is allotted seat during the second round of allotment process
(choice is up-graded), the seat allotted during the first round will be automatically
cancelled immediately (and allotted to somebody else) and candidate will have to
join the college/seat allotted during second round. If candidate does not join the
college/seat allotted during the second round, with in stipulated time, as per
schedule, from the date of allotment candidate will forfeit his/her allotted seat and
will not be considered for subsequent rounds of seat allotment. Seat can also be
up-graded in the same college by change of category (i.e. ST/SC/OBC to
UR) in such a case the candidate has to take fresh admission on the up-
graded seat.

Q.No.24 While joining college allotted through first round if I dont want up-
gradation of choice, but want to keep option to fill choice before third round
for newly added/vacant PG seat, is it possible?
Ans: Yes. For this candidate is required to exercise the option at the time of joining the
institution/college.

Q.No.25 If I give option to participate in third round at the time of joining college from
first / second round allotment, but later change my decision and want to
continue study at already allotted Medical College, what is the procedure to
avoid change (cancellation) of already allotted college/seat?
Ans: If a candidate does not submit choice during the choice submission period before
the third round of counseling, such a candidate will retain the already allotted
seat.
Q.No.26 If I forget my password that I have created during the process of
registration, how to retrieve it.
Ans: To retrieve the forgotten password, system facilitates the following process:
The candidate is required to enter the information that he/she filled at the time of
registration and then security question & answer thereon to be entered as given
during New Candidate registration process. The above data submitted by
candidate will be validated with the registered candidates database. If the above
entries match, then only the candidate would be permitted to enter new password
to proceed further.
IMPORTANT
Candidates are advised to remember the password and also retain their
application form and admit cards printout ready till completion of admission
process. It is not possible for MCC/NIC to retrieve such password.

Q.No.27 In case I have Birth Certificate / Caste Certificate/ other certificate(s) in
regional language, will it be acceptable at the time of reporting?
Ans: Certificates issued by the competent authority should be in English or Hindi
language. Please remember that some of the states insist for certificate in
English language only. Candidates are advised to carry Certified Copy of English
version of the original certificate, in case certificate issued is in other than English
language along with original certificate.

Q.No.28 If there is discrepancy in spelling of name in documents and application
form, what do I do?
Ans: If there is discrepancy in spelling of name in documents candidate must carry
proof that the documents belongs to same person, in the form of an affidavit.

Q.No. 29 Can I get prospectus of AIPGDEE 2014 for admission to post-graduate
Dental courses for admission to 50% of total seats on all-India basis?

Ans: Copy of prospectus is available on AIIMS website http://www.aiimsexams.org
for Dental seats.

Q.No. 30 What about condition of Stipend / fee structure / course duration / bond
amount / rendering of service in rural / tribal area/ other conditionalities.

Ans: Stipend /fee structure/ course duration / bond amount / rendering of service in
rural / tribal area/ other conditions etc. may vary from State to State and Institute
to Institute. Some seats may be approved/ permitted but not yet recognised by
DCI. The allotment made through online allotment process will be firm and final
as per Hon'ble Supreme Court's guidelines. Therefore, the candidates should
well examine these points before opting for a seat at a Dental college. The
Medical Counseling Committee (MCC) shall neither be responsible nor shall
entertain any case on above grounds, if any. The information received from
various participating Dental Colleges will be made available on Ministry of
Health & Family Welfare website (under the Medical Counseling -Post-graduate
Counseling 2014 - Information about college, fee, bond information etc.) before
commencement of 50% All India PG Counseling 2014 . Candidates are also
advised to visit the website of college/ institution to check the information. In case
they require any additional information, they can contact the college / institution
on telephone.

then fill in choices. It is advised that after going through the seat matrix, a tentative
list may be prepared first as per your preference of subjects and colleges, before
attempting to fill choices on-line.

Q.No. 32 What is indicative seat allotment (mock counseling result)?

Ans: Indicative seat allotment is the seat available for allotment to candidate at the
time of processing of data by computer from choices submitted by the particular
candidate. The indicative seat is to facilitate candidates to change, add or delete
choices. The indicative seat allotted shown on these dates does not guarantee that
the same seat will be allotted finally (during first round in present case).

Q.No. 33 Difficulty in login, what may be the problem(s)?

Ans: Please read User manual for the candidates. Follow the instructions about use of

browser (Internet Explorer-6 or above), use of same spellings, same format of date
(Use digits for day, month and year with-in between) as in application form
submitted to AIIMS New Delhi. The internet connection should be uninterrupted. If
internet connection interruption takes place, the IP address which is being
monitored will change and session expired message will be displayed. Please try to
login from other computer from which other candidate(s) has logged in
successfully, if possible.

Q.No. 34 I have difficulty in Creating Password, what may be the problem(s)?

Ans: Creation of password should be as per password policy. Please follow the
password policy. Please use the internet browser as suggested in user manual, as
it is difficult to login from some of the other browsers. While creating password avoid
using Caps Lock key, instead of Caps Lock use shift key.

Q.No. 35 When I try to login for choice filling/ submission, It say wrong roll number/
password, what may be problem(s)?

Ans: This can happen if Roll Number/Testing ID typed is incorrect or password typed is
incorrect. Password is case sensitive, therefore use password which was created by
user exactly same as typed while creating. In case password is forgotten, try to
generate new password by using security question and its answer.

Q.No. 36 What are the guidelines for fresh choice filling before third round of online
allotment process?

Ans: Please remember that if any seat is allotted from the choice filled in by the
candidate for 3rd Round of counseling the seat allotted during 1st / 2nd round will
be automatically cancelled. Therefore, the candidates are advised to fill in choice
carefully for seats which are of higher preference than the earlier allotted seat.
Candidates are not required to give the already allotted seat in their choices.

Q.No. 37 Can I modify my choices during the period of exercising and locking?

Ans: Yes, you can modify, add or delete your choices during this period, before you
lock your choices. However, the registration (of New Users) will not be permitted
in this period of time.
Q.No. 38 I have not locked my choices before 5.00 PM on final day of locking, what
will happen to my choices?

Ans: The system will automatically lock only saved choices of the candidate at 5.00
PM of the final day of locking, automatically.


Q.No. 39 How can I get print out of my choices which system has locked?

Ans: After 5.00 PM of the final day (or after choice locking) till beginning of choice filling
for the third round of counseling print out can be taken from MCC website after
login by the Candidate, link is available on the left hand side of the page as Print
Lock Choice. Similarly, print out of locked choices for third round can be taken
from time of Choice Locking till end of PG counseling.


Q.No. 40 If I opt to participate in third round of counseling whether my allotted seat
(of first/second round) will be cancelled?

Ans: In case you are not allotted any seat in the third round you will retain earlier
allotted seat. However, on allotment of a seat in third round the earlier allotted
seat will automatically be cancelled and allotted to another candidate.

The candidate will not be able to claim the allotted seat to him/her in Round
1/2, once new seat in Round 3 have been allotted to him/her.

Therefore you are advised to fill in only higher choices or any other choice
which you prefer over the earlier allotted seat, for third round.
Q.No. 41 If I get an up-graded seat during second/ third round can I join that college
directly?

Ans: No, you will have to get a relieving letter from the earlier institute/ college
generated on-line, before you can join the next college / institution.


Q.No. 42 In case I get an upgraded seat but in the same college, because of change of
category, (e.g. from SC / ST / OBC to UR category) do I have to take
admission on the allotted seat again?

Ans: Yes, you have to get a relieving letter generated on-line for the earlier seat and
then get an admission letter again generated on-line for the upgraded category
seat from the concerned institution; otherwise your seat would be cancelled and
allotted to another candidate or surrendered to state quota.

Q.No. 43 Can I know which of the seats are recognized or permitted by the DCI?
Ans: You may refer the DCI website or mohfw.nic.in website for this.

Q.No. 44 What are anticipated / virtual vacancies shown during third round?

Ans.: Virtual vacancies/anticipated vacancies are those seats which are presently
occupied by the candidates who have given option for the third round.

They will only be available in case that candidate is upgraded to another seat in
third round. Once the virtual/ tentative vacancies are actually vacated these seats
would again be distributed as per the rank of the candidates. These seats would
also include any seat which is likely to be converted to other category as per the
policy of conversion.


Q.No. 45 At the time of admission will my original certificates be retained by the
institution?

Ans.: Yes, all the institutions have been instructed to retain original certificates of
admitted students and release them only on up-gradation of the seat or
resignation by the candidate.

How to Register?
Using the Registration/Login an Applicant can navigate to the desired section of the site. If an
Applicant is accessing the website for the first time then register yourself in
http://www.aiimsexams.org.

1. Registration/Login
A. Select your course in the Registration/Login section.
B. Click, Go button in the Registration/Login section.
Login Page is shown below, if you are a new applicant, click on the Proceed button on New
Registration Section. If you have already applied then enter your Application No and Password,
which is already sent through SMS and Email at the time of registration and click Login button.
Applicant must ensure that their mobile no. is not registered with DND (Do Not Disturb)
service. Applicant must check his/her E- mail (Inbox, Junk mail & Spam) after registration.

Note: Preview of Candidate Photo and Signature must be clearly visible to candidate, if
photo/signature image is coming small or not visible in preview on website online then it mean
photo/signature is not as per the AIIMS prescribe format and your application will be rejected.

How to Crop Images?
If Applicants have scaned image of Photo and Signature he/ she need to crop the image properly

How to Make Payment?
Payment through challan form:
Applicant need to click on Pay through SBI Bank Challan link to generate Bank Challan from My
Status section on My Page and deposit the registration fee at nearest SBI Branch. Challan can be
deposited minimum one day after generation of challan, so advisable to complete your process
before time to avoid last day disappointment.

INSTRUCTIONS FOR PHOTOGRAPHS
1. One (1) recent colour passport size photograph with light background is
required. Black & white/ Polaroid photographs are NOT acceptable.
2. Photograph MUST be snapped on or after 01-12-2013.
3. Photograph must be taken with name of candidate (as in application) and
date of taking photograph.
Example :
IMPORTANT :
(i) The photograph must be snapped with a placard while the
placard is being held by the candidate indicating name of
candidate and date of taking photograph. In case name and
date are written on the photograph after taking it, the
application will be rejected.

(ii) The name and date on the photograph should be legible.

NOTE: Candidates must upload photograph and signature to correct specified
fields. Do not make any mistake in uploading signature and photograph.

1. Candidate must have softcopy of digital passport size photograph and save
it as "Candidate Photograph.jpg" provided by photographer. Keep size of
photograph minimum, as the maximum size limit is 100 KB.
2. Candidate put his/her signature in an area of 2" 1" on paper with a
black ball point pen. Scan that paper. Cut Signature area of 2" 1" and
save it as "Candidate Signature.jpg". Keep size of Signature minimum,
as the maximum size limit is 100 KB.
3. To upload "Candidate Photograph.jpg" Click "Browse" Button right to the
photograph field. Select the Scanned "Candidate Photograph.jpg" file
from saved location and click "Open" Button.
4. To upload "Candidate Signature.jpg" Click "Browse" Button right to the
signature field. Select the Scanned "Candidate Signature.jpg" file from
saved location and click "Open" Button.
5. Click Submit button. Registration Slip page appears.

The information will appear in the website as per time schedule laid down in the
prospects. Telephonic queries/written requests prior to the scheduled date
mentioned in the prospectus regarding receipt of application, acceptance, hosting of
admit cards etc. will not be entertained.
