Introduction

Universiti Sains Malaysia was awarded with the Accelerated Programme for Excellence (APEX) on 3
rd
of
September 2008 by the Ministry of Higher Education (MOHE). This is so because it is the only research
university that was rated with Excellent or 5 star by Malaysian Qualification Agency (MQA). Besides,
USM is the regional champion and advocate for sustainability in 2005 by the United Nations Universitys
Regional Centre of Expertise on Education for Sustainable Development. Moreover, it promotes multi-
disciplinary research initiatives ranges from all fields that brought various discoveries and innovations
that has benefited the society as a whole. It is also clearer that USM had developed a scenario plan for
the future up to 2025 which encompasses global outreach and sustainability-led programmes.
Philosophies of APEX
In order to face the future challenges after obtaining APEX status, USM laid 7 core thrusts to sustain and
maintain the Universitis APEX status.

Guiding principles

To enhance a rigorous intellectual culture with a worldview that creates a oneness of
knowledge through a transdisciplinary approach

To serve societal needs without compromising their socio-cultural integrity and sensitivities
based on appropriate and relevant knowledge

To demonstrate excellence in leadership premised on strong principles, scholarly pursuits and
wisdom of thoughts

To measure up to international norms and best practices while taking on a glocal outlook
firmly rooted in basic values, both the tangibles and intangibles, of the Malaysian traditions

Critical Agenda
The critical agendas was set to further develop USM as a world class institution. These agendas
are:
1. Transforming higher education for a sustainable tomorrow.
2. Creating cutting edge, high value innovative flagships.
3. Reaching out towards the bottom billion.
4.Translating sustainability into action via the sejahtera concept, and the University
in a Garden concept.
5. Leveraging on Scenario Planning - the Blue Ocean Strategy - Change
management.

These agendas are in line with the implementation of the National Mission and Key
Result Areas (KRA) which also in congruent with Malaysias New Economic
Model. It shows that these agendas were set in the form of taking into account the
present value and principles, uniqueness, sustainability and future undertakings to
propel USM to greater heights.







Vision and Mission
Vision =
Transforming Higher Education for a Sustainable Tomorrow. The vision of USM has been
adopted by incorporating Sustainability as one of the core element in developing a great future
for the university. This is done by the implementation of University in the Garden initiative.
Universiti Sains Malaysia is always associated like a big tree. This tree symbolizes the tree of
knowledge with the root being nurture by care by dedicated educators with diligent care and
guidance. Meanwhile, the branches of the tree connote holistic development of the mind of each
student. Thus, the word sustainability shows sustainable relationship with the mother earth
which USM has been championed for.
Mission
USM aspires to be the pioneer research-intensive university that encompasses trans disciplinary to
empower future talents as well as to transform the socioeconomic well-being of the bottom billion.

We aspire to lead and innovate in achieving excellence at the international level
through advancing and disseminating knowledge and truth, instilling qualities that
stress academic excellence and professionalism, developing holistic individuals and
providing a strong commitment towards the societys aspiration, the countrys
vision and universal aspirations.

This statement shows the continuous effort of USM to make higher education an
easily accessible for the nation without eliminating quality and equity regardless of
race, religion and culture. Besides, the future that USM aspire to realize is to be
unique in terms of following the Blue Ocean Strategy in being a sustainable
university. With a combination of talents, resources, and governance, USM could
transform itself and besides nurturing talents to create world class research for the
benefit of the bottom billion.
