The Department of Agriculture
(DA) tagged more than 81,000 hectares of rainfed rice farms in the region
as highly vulnerable to impacts of El
Nio phenomenon that is expected to
occur in the last quarter of this year.
Elvira Torres, DAs regional technical director for research and regulation,
said they are closely watching these areas for possible prolong dry season that
will be prevalent starting October, citing state weather bureau.
Our priority is rainfed rice areas
highly vulnerable to negative impacts
of dry season. We are also working on
building the capabilities of local government units to implement mitigation
measures, Torres said.
Since 2013, the DA has been promoting drought resistant variety of
crops such as adlai and soybeans, rice
varieties that requires less water and
application of affordable water storage
technology.

without irrigation supply, 18,699 are in

Local town continues to improve

tax collection

ORAS, Eastern Samar The local tax collection for January to August 2014 has already surpassed the target collection for the entire year, the town treasurer office here
reported.
As of end of August, the P2.7 million local taxes generated has already exceeded the P2.3 million collection target
for this year. It is also up by 50 percent compared to the P1.7

million taxes collected a year ago.

It was because of the good strategies in collecting. Our
collectors urge taxpayers to pay their taxes and we also had
tax mapping, said Abraham T. Pinangay Jr., the towns municipal treasurer.

DAR turns over P15.5-M machineries

Some P15.5 million worth of farm machineries were turned

over recently by the Department of Agrarian Reform (DAR) to five
agrarian reform beneficiary organizations (ARBOs) in Leyte, Samar
and Eastern Samar.
The amount, according to Regional Director Sheila Enciso, is the
total cost of the five tractors given away to ARBOs in severely affected provinces by the super typhoon Yolanda.
Enciso added that the machines were primarily intended for the
clearing and rehabilitation of farm lots in areas greatly affected by
the typhoon.
Based on available data, Leyte, Eastern Samar and Samar were
the hardest hit provinces with thousands of people reported dead,
while millions of pesos worth of properties were damaged. Thus,
three tractors were distributed in Leyte, while one tractor each for
the provinces of Samar and Eastern Samar.
DAR entrusted to five ARBOs the operations and maintenance
of the machines which cost P3,117,920 per unit.

For Leyte, DAR turned over the machines to the St. Benedicts
Association for Sustainable Farming based in Tunga, the Boroc
Agricultural Primary Multi-Purpose Cooperative in Ormoc and
the Zaragosa Agrarian Cooperative in Matalom; while for Eastern
Samar and Samar, DAR turned over the machines to the Carapdapan Small Farmers and Fishermen Producers Cooperative based
in Salcedo, Eastern Samar and the Legaspi Farmers and Fishermen Association in Marabut, Samar,
These tractors were funded under the Agrarian Reform Communities Connectivity and Economic Support Services (ARCCESS) project.
Though these were not among the recommended common
service facilities (CSFs) for the ARCCESS project, Enciso explained that these were provided by the agency in addition for the

4. The parties wish to reach
a full and final settlement of
the action and all matters arising from the dispute described

of the mutual promises set forth,

plaintiff a portion of the land
with an area of Thirty Eight
point eighty five square meters
only (38.85 sq. mtrs.) which is

aforesaid waiver made by defendant to plaintiff.

the Dismissal of the aforesaid
case against herein defendants
immediately upon execution of
this agreement, dismissing the
pending action with prejudice.
c) Each party releases the
other from all rights and claims
that they may have against the
other arising from the dispute
described above.
d) This agreement was the
result of a negotiated settlement
and may not be construed as
having been prepared by any
one party.
e) This agreement is intended to bind and benefit the

parties, their heirs, agents, legal

representatives, assigns, and
successors in interest.

between the plaintiffs and defendants spouses Nicanor and
Priscila Cablao which contains
substantially the same terms
and agreements as the first one
except one provision (par. a)

reflect the voluntariness of the
parties and the terms thereof
are not contrary to law, morals,
good customs and public policy,
the said Compromise Agreements are hereby APPROVED.

with the terms of said Compromise Agreements. The parties
are enjoined to comply strictly
and in good faith with the terms
and conditions set forth therein.

PhilFIDA to provide plantlets,

farming tools to abaca farmers
in Eastern Visayas
TACLOBAN CITY- The Philippine Fiber Industry Development Authority 8 (PhilFIDA-8)
here in the region is set to provide abaca plantlets and farming
tools to support the needs of the
abaca farmers recover from losses
they sustained due to devastation
caused by supertyphoon Yolanda.
Aside from mainly helping the
affected abaca farmers, the intervention by their office would help
revive the industry itself, said Joseph Salas, officer-in-charge for
technical assistance unit of PhilFIDA-8.
The farming tools to be distributed to the abaca farmers will
include sharp bolo, shovels and
hoes.
Farmers are motivated to
work when there are materials on
hand and when they know that
the government is ready to help
and support them. We will procure these tools for them to push
forward and go back to farming
and plant more, Salas said.
PhilFIDA has allocated ten sets
of farming tools for each municipality identified under the project
that includes the city of Ormoc
and the towns of Albuera, Kananga, Burauen, Hindang, Hilongos,
Javier, Abuyog, and Inopacan in
Leyte; Bontoc and St. Bernard
in Southern Leyte; Victoria and
thereon if any there be.

Moreover, PhilFIDA already
distributed a total of 14,805 tissue
cultured abaca plantlets in 14 municipalities in the region as part of
its rehabilitation activities.
The said plantlets were released
to the Eastern Visayas Fiber Regional Experiment Station and
Seed Bank (EVERFESS) in Abuyog, Leyte.
The cultured abaca plantlets or
young plants were distributed to
Bontoc, Southern Leyte; Abuyog,
Jaro and MacArthur, Leyte; Marabut, Samar; Calbayog City and,
Almeria, Biliran. Farmers were
also provided with training by the
PhilFIDA under the said project.
Aside from distributing of
farming tools, plantlets and providing trainings for farmers, PhilFIDA also continue to implement
the Abaca Expansion Project to rehabilitate and restore nurseries for
new abacas and provide technical
assistance to farmers in establishing plant sale outlets.
Eastern Visayas is considered
as a major abaca-producing region
in the country but its production
decreased due to the incidence of

Rosary most relevant today

WE have just celebrated the liturgical memorial of Our

Lady of the Rosary (October 7). Its this celebration that
has made the whole month of October the month of the
rosary. Lets hope that we appreciate the true value of this
prayer.
I still remember my childhood days in the province
when we were forced or at least pressured to say the
rosary with Lola and Mama and other siblings who were
caught at the time of this prayer. We did it kneeling
down. Of course, I didnt quite like it, but neither did I feel
mistreated. Filial obedience played a big role in this.
Since I could not escape, I just played along, but wondered why this prayer was so important it had to be that
way. In a sense, I was both there and not there, my mind
alternating between praying and getting distracted. Pretension reigned often.
It was only late in my youth, while I was already separated from the family to study in Manila, and therefore
quite independent but aware I had to fend for myself, that
I realized how important this prayer was. For a start, it
gave me a tremendous calming effect.
To a person who was extremely excitable and sensitive
as I wasthough I would also know how to cover these
traitsthe rosary was most welcome. It gave me time and
space to breathe and consider things more calmly.
But I soon discovered other more important aspects of
this Marian prayer. I realized the value of vocal prayers.
What I tended to take for granted actually contained
precious ideas. I somehow discerned a certain beauty in
them, far removed from merely physical beauty and transitory worldly pleasures.
And so to prevent me from falling into mere mechanical praying, I would focus on some phrases of the prayers,
one at a time, and try to understand and fathom their
meaning and figure out how they can affect my life.
Thats when I relished the reality of God being a father
to me, of what my attitude should be toward him, what I
can expect from him, what I ought to ask from him, etc.
Also, that Mary is such a wonderful mother who is a most
worthy model to follow, the most competent teacher with
respect to the virtues I ought to develop, etc.
More importantly, the rosary would start to give me a
global picture of the redemptive life of Christ which I used
to take for granted. Even a cursory meditation of the mysteries of the rosary would elicit all kinds of insights and
considerations that I felt were very useful to me. I could
use the youth-speak of cool to describe them.
With the rosary, I get the sensation that I am seeing the
different parts of the life Christ through the eyes of Mary,
the one who understood perfectly the life of Christ and
conformed herself to it is the most intimate way.
In other words, the rosary helped me to be a practical
contemplative right in the middle of the world, teaching
me how to see things through the eyes of faith and devotion. It inculcated in me a living piety that knows how to
be lived right in the midst of the secular world.
This, to me, is the greatest effect of the rosary. It is indeed an effective means to instill a supernatural outlook
in us, a handy tool to ask for special favors through our
Mothers intercession, a good way to spend time and know
more about Christ and about her.
If there are pressures to bear, problems to solve, challenges to face, and even special intentions to pray for, the
rosary is a good companion. Even when we get visited by
insomnia, the rosary helps us go to sleep.
Especially these days when we are buffeted with all
kinds of tension-causing predicaments, the rosary is a
good antidote. It puts our mind and heart in their proper
place, firmly rooted on Christ and oriented toward him.
It makes us conscious of our human and Christian duties.
The rosary can be done anytime, anywhere. It need not

Ferdinand Edralin Marcos fled the
country- driven out of the country
via the historic EDSA I People Power revolution on several charges
like plunder, ill-gotten wealth accu-

mulation, human rights violation to include the recent discovery of some 156 expensive artworks of
famous world artists. It is believed that these have
been acquired by former First Lady Imelda Romualdez Marcos, now representative of Ilocos Norte.
Administrations after administrations that followed after the Marcos fall from power have treated these serious crimes with kid gloves. The Presidential Commission on Good Government (PCGG)
has recovered only about $4 Billion, about one half
of the ill-gotten believed to be P10 Billion to include $658 millions in Swiss bank deposits, these
artworks and prime properties abroad.
There are suspicions.However that agencies

tasked to recover this ill-gotten wealth may have

been taking advantage of this stolen wealth via
machinations of dishonest administrators of the
accused heirs of the dictator who now are back to
political power.
Akbayan party-list Representative Walden Bello
and other militant legislators are calling for the immediate resolution of the Marcos cases. It should
result in the confiscation of those millions of stolen
wealth back to government coffers. It could also
pave the way to put those guilty behind bars. It
shall likewise result in the restoration of a good
judicial fairness and integrity, an unsullied breastplate of officials of our Philippine justice system.
Our prison cells have people who stole but a few
hundreds. The Marcos loot is believed to be $10
Billion and look at where the clan is?
The early resolution of the Marcos cases will
result in the restoration of judicial integrity and
fairness.

observe the business for 15 days and finds out how much is

We are warning those business owners who arent registering and we are imposing 25 percent surcharge and 20 percent interest as penalty to those who arent able to pay on due,
said revenue collection officer Deanver B. Moratal.
The local government plans to do the same effective strategies of the Bureau of Internal Revenue and impose strict policies to taxpayers.
It was also found that there are more investments from
private organizations in the town this year.
Somehow, we are starting to achieve higher economy,

at Riverside area , observed that the improved local tax collection could be attributed to more strict rules. Even the very

PhilHealth holds chief

of hospital summit

PhilHealth Regional Office

the Eastern Visayas Regional Medical Center recently
gathered the chiefs of accredited hospitals in the region at
the Leyte Park Hotel, Tacloban City.
Ninety participants from
the 79 accredited private
and government hospitals
in Eastern Visayas attended
said activity. The summit
has several objectives: to provide a venue for sharing best
hospital practices, to present
the criteria of the PhilHealth
Best Hospital Partner Award,
to update partner hospitals
with the new PhilHealth
policies as well as give them
a picture of their hospitals
performance.

This is a home-grown strategy to encourage hospitals to
implement PhilHealth programs and projects and in the
process increasing hospital

the importance of electricity not only in our economy but in

Tagged as the top 10 towns with biggest non-irrigated areas are Las Navas in Northern Samar (4,402 hectares), Dolores in Eastern Samar (4,300 hectares), Laoang in Northern
Samar (4,073 hectares), Basey in Samar (3,507 hectares), Palapag in Northern Samar (3,466 hectares).

(UNHCR) began its distribution of four thousand (4,000)
hygiene kits comprised of toiletries, wrap-around clothing
and undergarments in four
transitional shelters in the
north of the city where 372
displaced families from the
hardest-hit communities of
the San Jose district are temporarily relocated.
The hygiene kits will be
apportioned across the agencys sub-offices in Ormoc and
Guiuan for subsequent distribution in the coming days.
The delivery of these core
relief items from the UNHCR
is primarily linked to their
global protection mandate in
situations of displacement resulting from conflict and natural disasters.
These hygiene kits help
improve the water and sanitation conditions for displaced families in their new
and temporary relocation sites
by mitigating risks of certain
diseases, said Eilish Hurley,
UNHCR Associate Protection
Officer in Tacloban.
Earlier this year, the UNHCR completed its distribu-

tion of emergency core relief

items such as tents, plastic
sheets, blankets, jerry cans,
kitchen sets, solar lanterns and
other essential non-food items
across three regions in the central Philippines.
To date, and since November last year, we have
delivered core relief items to
more than 700,000 of the most
vulnerable of the affected populations including those in farflung areas, Hurley added.
Meanwhile, the International Organisation for Migration (IOM) coordinated with
UNHCRs protection team to
bring their energy-efficient
charcoal-fueled stoves to these
priority areas.
The UNHCR is also set to
distribute another batch of solar-powered lanterns later this
year. Solar lanterns are regarded as one of the most innovative relief items in the agencys
operations, lighting up communities to help the safety and
security of families.
UNHCRs emergency and
recovery efforts are part of an
inter-agency humanitarian response to typhoon Haiyan in
coordination with government

variety of crops such as adlai and soybeans, rice varieties that
requires less water and application of affordable water storage
technology.
The Department of Science and Technology (DOST) foresees the onset of El Nio in June 2014, which may peak during
the last quarter of 2014 and may last up to the first quarter of
2015.
El Nio could affect the normal rainfall pattern in the
country generally resulting in reduced rainfall. Different parts
of the country may experience varying rainfall impacts, the
DOST said in its El Nio watch.
The DOST advisory disclosed that the country could still
experience normal number of tropical cyclone this year. However, El Nio causes the behavior of tropical cyclones to become erratic, affecting its tracks and intensity.
The phenomenon is expected to shift tropical cyclone
tracks northward and its intensity could become stronger, the
DOST warned.
The El Nio is the weather phenomenon brought on by
the unusual warming of ocean surface temperatures in the
central and eastern equatorial Pacific.
