AFC Competitions
Introduction
The main objective of the AFC Equipment Regulations is to define for all Member
Association and Clubs who are participating in AFC Competitions what is required and
what is permitted at those events, and to ensure equality and an implementation related
to equipment matters.
The AFC Equipment Regulations also to treat all Member Association on an equal basis
in the spirit of fair play and to allow the Manufacturers to enhance our sport through
aesthetic creativity and design.
We wish to draw your attention to the fact that there are some differences in the
requirement for Equipment used in football matches held on the occasion of a Final
Competition or a Preliminary Competition
These regulations are also intended to provide an example for Member Association and
Clubs to adjust their own Competition regulations accordingly. A global and consistent
policy of equipment regulations will benefit all parties involved.

3. General Terms
Section 1: Basic Principles
1. Scope of Application
a) These regulations apply to all preliminary and final round
Competition Matches played under the auspices of the Asian
Football Confederation (hereafter AFC).
b) These regulations govern the sponsor advertising, manufacturer
identification, the authorisation of all Equipment used in
connection with Matches inside of the Control Access Area by all
1. Team Delegation Members;
2. Match Officials; and
3. ball boys and girls, player escorts and flag bearers
c) These regulations also cover manufacturer identification on
Special Equipments such as footballs and field equipment.
d) Where no provision of these regulations is applicable, the
corresponding AFC Competition regulations, the Laws of the
Game of the International Football Association Board (IFAB)
(hereafter: IFAB Laws of the Game) and the FIFA Equipment
Regulations apply.
e) Regulations also apply to other constituent groups being:
i. Media Personnel
iv. Fair Play flag bearers
ii. Security Officials
v. Player Escorts
iii. Ball Boys
f) The aforementioned persons are subject to the provisions of
these regulations when on official duty for an AFC Competition
Match anywhere within the Controlled Access Area and while
acting as a representative of the Member Association and Club
concerned. This includes the time spent on the pitch warmingup, and all official activities prior to and after the Match including
but not limited to interviews, official press conferences, mixed
zones, until final departure from the stadium.
g) The Member Association and Club(s) are solely responsible for
the conduct of its/their players, coaches and officials regarding
the correct implementation of these regulations.
h) Football boots are excluded from the provisions of these
regulations.

4. Approval Procedure
2. Principles
The authorisation of any kit item is subject to the following provisions:
a) The Member Association or Club is responsible for full
compliance with these Regulations and further applicable laws,
regulations, guidelines and decisions issued by AFC in relation to
any Equipment items used for Matches.
b) The wearing of any kit on the field of play remains subject
foremost to the referees authority as defined in the IFAB Laws of
the Game.
c) Any kit that does not comply with these regulations is strictly
prohibited.
d) The authorisation to wear Equipment for an AFC Final Competition
must be sought in writing from the AFC General Secretariat within
the appropriate deadlines specified in the relevant Competition
regulations.
3. Preliminary Competitions
a) The Member Associations and Clubs are required to follow the
provisions defined herein when participating in a preliminary
round Competition Match played under the auspices of AFC (see
Appendix C).
4. Final Competitions
a) The Member Associations and Clubs are required to send a
sample of their playing kit to the AFC General Secretariat for
inspection after qualifying for an AFC final Competition (see
Appendix C). The timeframe for submission of the kit depends
upon the conclusion of the qualification Competition, but, in all
cases, must be at least three (3) months before the start of the
final Competition.
5. Approval Process
a) The following kit items must be submitted for inspection and
approval:

6. Effect of approval
a) The General Secretariat of AFC will carry out the inspection and
approval process. Their decision will be communicated in writing
to the Member Association and/or Club concerned.
b) If any kit item is altered in any way by either the Member
Association and Club or the manufacturer subsequent to such
approval, the approval will be considered null and void until the
modified version has been similarly inspected and approved by
AFC.
c) An approved kit may be valid for use in other AFC final
Competitions during the same calendar year. In such a case,
the Member Association and Club must notify the AFC General
Secretariat of their intention to use pre-approved Equipment
items for and confirming that all Equipment items are identical to
the approved Equipment items in writing.

5. Playing Equipment

8. Playing Equipment
a) Each component of Playing Equipment must be worn consistently
by all Players of the same representative team and must be
produced consistently by the same Manufacturer. Different
components of Playing Equipment may be produced by different
Manufacturers.
b) In accordance with Law 4 of the Laws of the Game, the inside of
all Playing Equipment items is required to comply with the Laws
of the Game and may be freely used by the Member Association
provided that under any prevailing conditions, such as weather
and light, no detrimental effect is caused to the identical visible
appearance and clear distinction of the Players.
c) Subject to AFCs approval, Playing Equipment items may
contain special performance or comparable tools to support the
performance of Players. Any such tool integrated into a Playing
Equipment item must not affect the identical visible appearance
of the respective Playing Equipment item of all Players of the
same representative team, including
i. being transparent or of the identical Colour as the respective
part of the Playing Equipment item associated with the
performance tool;
ii. not being designed or used in a manner limiting the ability
of all Players, the Match Officials, spectators and media to
clearly distinguish the opposing teams irrespective of the
prevailing conditions, such as weather and light;
iii. not bearing any identifications associated with the Member
Association or Manufacturers Identifications; and
iv. not being used as a Decorative Element of the respective
Playing Equipment item.
d) Each Playing Equipment item shall be composed of structural
sections which are combined in order to make up a full shirt, pair
of shorts or socks, such as sleeves, shirt collar, leg of shorts or top
edges of a sock. Any such structural section may be determined
by a change of fabric (e.g. cotton or polyester) and/or technique
(e.g. woven).

9. Colours
a) The choice of playing kit colours (i.e. Official Kits and Reserve
Kits) must be registered on the player registration form or the
Playing Kit form which shall be issued by AFC.
b) No kit item worn by an outfield player or goalkeeper (shirt, shorts
and socks) may contain more than four (4) colours. Colours
used in identifications of Member Associations, Manufacturers
Identification and/or other marks or insignia not be deemed a
colour of the Playing Equipment. Furthermore, one colour must
be clearly predominant on the shirt, shorts and socks.
c) With the sole exception of vertically or horizontally stripped and
chequered shirts using two Colours equally in a non dominant
manner, in the event of that three or four Coulours are used on
the surface of a Playing Equipment item, one of the colours
used must be clearly predominant and the remaining Colours
on the same Playinig Equipment item must be clearly minor. The
predominant Colour must be visible to the same extent on the
back and front of the Playing Equipment item. In the event of
vertically or horizontally striped or chequered shirts using two
Colours equally in a non-predominant manner, the third or fourth
Colour on the surface of the shirt shall be used in a manner not
affecting the predominant visual impression of the two Colours
used as stripes and chequers and one of these two Colours must
be predominant on shorts or socks.
d) The main (predominant) colour must be visible to the same extent
on the back and front of the kit item in question.
e) Notwithstanding art. 9b) above, a fifth Colour may be used for
numbering and naming purposes (e.g. Players name, numbers).

the same for all outfield players of the same team

6. Special Equipment
Section 1: Special Equipment for Players
21. General Principle
a) Except for the specific Special Equipment items set out below,
in accordance with Law 4 of the Laws of the Game, a Player
may use Special Equipment only provided that its sole purpose
is to protect him physically and it poses no danger to him or any
other Player. Special Equipment items must be made of material
that is not dangerous to the Player wearing the item or any other
Player. The use of any Special Equipment item remains subject to
inspection and approval by AFC and/or the referee appointed to
the respective Match.
b) Special Equipment items worn by outfield players and goalkeepers
shall not affect the clear distinction for all Players, the Match
Officials, spectators and media of opposing teams irrespective of
the prevailing conditions, such as weather and light.
c) No structural section of, or material used for, Special Equipment
or any other Equipment item listed in art. 35-37 below may be
made of reflective material or change Colour or appearance due
to any external influence, including pressure, light and water.

One Member Association identification may be displayed on each glove (both gloves must

b) The name and/or the number of the goalkeeper may appear once

contrasting Colours for the use of the team before and during the
Matches as well as for the official training sessions. In the event
that AFC decides not to restrict the use of warm-up bibs for any
Matches of Final Competitions, the rules of art. 29 b) below shall
apply.
b) For any Matches of a Preliminary Competition teams may use
warm-up bibs which must be clearly distinguishable, irrespective
of the prevailing conditions, such as weather and light, for all
Players, Match Officials, spectators and media from the Colours
of the shirts being used as Playing Equipment by both opposing
teams and the Match Officials. Member Associations may display
on the warm-up bibs any type of identification of the Member
Association or Club. The Member Association or Club is entitled
to determine the number of the identifications of the Member
Association displayed, their size and the exact locations of such
identifications at its sole discretion.

31. Tops
a) Players (e.g. during the warm-up period and prior to, during (only
if a substitute player) and after the Match), Match Officials and
Team Officials may wear tops (e.g. tracksuit jackets, rain jackets,
winter jackets, coats, T-shirts, sweatshirts, polo shirts) in the
Controlled Stadium Area.
b) Member Associations may display on the tops any type of
identification of the Member Association or the Club. The Member
Association or the Club is entitled to determine the number of
the identifications of the Member Association displayed, their
size and the exact locations of such identifications at its sole
discretion.

a) In addition to the Manufacturers Identifications and the Quality
Seals as set out in art. 49 b) below, the Member Association may
display one single Technology Label on the following Special

If only one Quality Seal is displayed on the tops, the top edge

a) Subject to the restrictions set out in art. 51 a) d), any Member
Association may display a maximum of five Manufacturers
Identifications from among all types of the Manufacturers
Identifications registered with AFC pursuant to art. 39 e) above on
each of the bottoms (e.g. tracksuit bottoms, rainwear bottoms,
shorts and winter trousers). This includes a maximum of two
bands of Manufacturer logos (being a design mark) displayed in
the form of a strip in one of the following positions:
i. Across the bottom edge of both legs of the bottoms;
ii. Down the outer seams of both legs of the bottoms.
Any Manufacturer logo incorporated into this strip may be displayed
once or in the form of a repeated pattern with a series of Manufacturer
logos attached to each other or with a maximum space of 2cm
between the Manufacturer logos.

55. Footballs
a) AFC will exclusively provide the footballs for all Matches of Final
Competitions.
b) For Matches of a Preliminary Competition where AFC does not
exclusively provide footballs, one type of the Manufacturers
Identifications registered with AFC may be displayed on footballs.
The Member Association or Club may, at its own discretion,
determine the number of repetitions and the positions of the
displayed Manufacturers Identification on the footballs. The
measurements of the chosen Manufacturers Identification on the
footballs may differ but must in any case not exceed 50cm per
repetition.

8. Sponsor Advertising
56. Sponsor advertising teams national team competitions
a) For all matches between national teams at all age categories,
whether friendly matches or part of a Final or Preliminary
Competition (see Appendix C) played under the auspices of AFC,
all forms of advertising for sponsors or third parties, or political
or religious statements or other announcements are prohibited
on all Playing Equipment inside the stadium and other Controlled
Access Areas.
b) For all Matches of a Final Competition, advertising for sponsors
or third parties on Special Equipment items used inside the
Controlled Stadium Area is prohibited.
c) For all Preliminary Matches, advertising for sponsors or third
parties may be displayed on Special Equipment items used
inside the Controlled Stadium Area, but outside of the field of
play.
d) AFC may issue Competition Regulations and Media and
Marketing Regulations governing a Final Competition and/or a
Preliminary Competition containing specific rules for advertising
for sponsors, Manufacturers or third parties displayed on Special
Equipment items used inside the Controlled Access Area.

63. Ball boys and girls, player escorts and flag bearers
a) For all Matches, all forms of advertising for sponsors, Manufacturers
(exceeding the extent of Manufacturers Identification permitted
under Chapter VII above), or third parties, of political, religious
or personal statements and/or other announcements, are strictly
prohibited on all Equipment items used or worn by ball boys, ball
girls and flag bearers.
b) AFC may exclusively provide apparels for players escorts for
selected Matches of final competitions

8. Measurement Procedure
65. Measurement method
a) Items on kit will be measured according to their smallest
geometric form (square, rectangle, triangle, circle, etc.) and the
dimensions calculated using the usual mathematical formula.
b) To calculate the surface area, the widest part of the item will
be measured from edge to edge. Exceptionally, items may be
divided into several individual geometric forms for the purpose of
calculating the surface area.
c) The manufacturer may submit a concrete proposal as to how to
measure its types of identification to AFC who will communicate
its approval in writing.
d) The identification of the manufacturers product line and
figurative logo will be calculated as several individual geometric
forms when the distance between the various elements does not
exceed 0.5cm.
e) The sponsor advertising surface will be calculated as several
individual geometric forms when the distance between the
various elements does not exceed 5cm.
f) Furthermore, one of the following surfaces, whichever is the
larger, will be taken into consideration for approval purposes:
i. surface of the single-coloured patch used for sponsor advertising;
or
ii. surface of the lettering used for sponsor advertising if the sponsor
advertising is based on the shirt colours.

67. Responsibility
a) The AFC Secretariat takes final decisions regarding the approval
of kits and other items mentioned in the AFC Equipment
Regulations. AFC declines all responsibility and authority in the
event of conflicts arising from contracts between a Club and its
sponsor(s) on account of the advertising provisions of the AFC
Equipment Regulations. The Clubs agree to hold AFC harmless
from any and all damages which may arise from decisions
regarding kit.

8. Disciplinary Procedures
68. Disciplinary Measures
a) The match commissioner has the responsibility to report any
violation of these provisions during any Competition or Match,
to the AFC General Secretariat. If necessary, he may submit
physical evidence along with a written report of the incident.
b) If a Member Association and/or Club violate any of these
provisions, AFC may pronounce sanctions or take measures in
accordance with the AFC Disciplinary Code.
Member Associations and Clubs bear the sole responsibility for
submission of the kit to the AFC General Secretariat in conformity
with the current regulations. They are also solely responsible for the
conduct of their players, coaches, officials, etc. in implementing
these provisions correctly in AFC Competition Matches.
