LINKAGES
I.

Well Defined Objective

COLLEGE OF SCIENCE
VISION
The College of Science shall be known as the primary Center of Excellence in teacher
education, research, and educational leadership in Science, Mathematics, Allied Sciences and
Information Technology in the Philippines.
MISSION
To develop committed, globally competitive, and research-oriented science, mathematics, allied
sciences, and ICT teachers and educational leaders imbued with positive humanistic values.
GOALS
To carry out its vision and mission, COS engages in:
1. Instruction
To prepare students to cope with the demands of the 21 st century to lead in addressing its
multi-faceted problems economic, social, political, and technological.
2. Research
To create, analyze, and evaluate the ever-growing body of knowledge in science,
mathematics, allied sciences and ICT.
3. Extension
To work in partnership with public and private institutions, agencies and organizations
which need the COS facultys professional expertise and academic service.
4. Production

To produce books, materials, journals, monographs, and other related materials needed
to advance knowledge in the learning and teaching of science, mathematics, allied
sciences and ICT.
The College of Science Extension and Linkages Unit
Vision
A College developing quality teachers who are empowered catalysts through advocacy,
linkages and extension in Science, Mathematics, Allied Sciences and Information, Communication
and Technology in the Philippines.
Mission
The College of Science Extension Unit is committed to a culture of excellence and sharing
in Science, Mathematics, Allied Sciences and Information, Communication & Technology to
contribute to the attainment of the universitys vision, mission and goals through advocacy,
linkages and extension.
Goal
The main goal of the College of Science Extension Unit is to work in partnership with
public and private institutions, agencies and organizations which need the COS facultys
professional expertise and academic service.
Objectives
1. Strengthen each departments extension and linkages programs geared toward
sustainable community development with the involvement of the various stakeholders in
the university and the community;
2. Provide opportunities for students involvement in national and international community

3. Collaborate with the government agencies and the non-government organizations on
programs relevant to quality and excellence in education;

II. Adequate and Relevant Projects/Activities to Achieve Objectives


All academic departments of the College of Science (COS) are anchored on the institutional
linkages of the university based on the Memorandum of Agreement signed by the University
President. This includes linkages with international professional organizations, national
professional organizations, international higher education institutions, national higher education
institutions, national government agencies and LGU. Formal affiliations are agreements that
involve continuing commitment of resources of PNU Academic Unit like Mathematics Department
or Sciences Departments in support of cooperative activities. There are three types of formal
agreements: institution to institution linkages, overseas study abroad involving the granting of PNU
credit, and contracts for services or technical assistance. Formal agreements must receive
institutional authorization by the President. This process is facilitated through the university Center
for Linkages.
Direct collegial relationships among COS Faculty members and/or students of two institutions
are informal affiliations and do not require institutional authorization. However, participants in such
relationships are encouraged to inform the COS Dean in order to maintain an accurate data base
of the extent of PNU international activity.

International and National Professional Organizations


Each formal Memorandum of Agreement authorized by PNU contain a statement outlining the way
in which the agreement contributes to the teaching, research, or public service mission of the
University that serves a guide of a COS Faculty. International and National Projects, in which a
COS Faculty is involved with, are included in the table below with the following descriptions:

Cooperative Education Projects This includes seminars, workshops, debates and

intellectual pursuits that COS Faculty and Students was contracted to implement with
authorization from PNU.
Capacity Building Projects This includes attendance to international workshops and

conferences attended by COS faculty in their capacity as member of International


Professional Organizations.
Joint Research Projects This includes collaborative research projects that COS faculty

was contracted to implement as authorized by university.

Involvement of the COS Faculty and Students

MSU and IEA will spearhead an international


study involving beginning mathematics teachers
this 2012. The study is entitled FIRSTMATH,
which is a sequel to an earlier study, TEDS-M
conducted in 2008.

The Philippines, through PNU, is participating in


its pilot study. The project is coordinated by Dr.
Rosemarievic Diaz and Dr. Erminda Fortes.

The pilot study will involve some faculty


members from the Math Department.

Drs. Diaz and Fortes are scheduled to attend


the meeting (to discuss the result of the pilot
study) in November 2012 in Ireland.
MSU and IEA spearheaded an international
study involving mathematics future teachers in
2008. The study is entitled Teacher Education
Development Study in Mathematics (TEDS-M),
participated by 14 countries including the
Philippines.

Evaluation of Educational
Achievement (IEA-Germany)

DOST-SEI funded the Philippine participation


and commissioned Phil Council of Math Teacher
Educators (MATHTED), Inc. to implement the
project.

Dr. Ester Ogena and Dr. Evangeline Golla are


the designated National Country Coordinators for
the Philippines.

Dr. Rosemarievic Diaz is the Data Manager, and


one of the booklet scorers.

PNU led the establishment of the National Network of Normal Schools (3NS) during 110th
Founding Anniversary of the Philippine Normal University on September 1, 2011. Ten university
presidents took turns in signing the document that forged their schools in promoting cooperation
and collaboration in research, professional development, extension programs, and local student
Eramus Mundus program.
The signing and launching was held at the PNU Alumni and Public Relations Hall. Led by
PNU President Ester B. Ogena, the Presidents who signed for the member schools included Dr.
Victor M. Barroso (Bukidnon State University), Dr. Victoriano C. Estira (Pangasinan State
University), Dr. Fay Lea Patria M. Lauraya ( Bicol University), Dr. Miriam E. Pascua (Mariano
Marcos State University), Dr. Evelyn C. Cruzada (Leyte Normal University), Dr. Grace J. Rebollos

were Dr. Nenalyn P. Defensor, Commissioner of the Commission on Higher Education (CHED) and
the vice presidents of the member universities.

The 3NS was an offshoot of Dr. Defensors advocacy called Save the Future, Save the
Normal Schools. Dr. Defensor, a sister of Senator Miriam Santiago, was an alumna of West
Visayas State University. Of the original normal schools established by early American colonial
authorities, only PNU, Cebu, and Leyte have retained their names. The seven other member
schools have evolved into state universities as their academic programs have become
comprehensive.

3. Systematic and Effective Procedures in Linkages and Partnership Program


COS Linkages and Partnership Programs are anchored on the Universitys Linkages and
Extension Manual that mandates systematic and effective procedures in national and
international linkages and partnerships. This includes formal or informal contract or agreement
between Philippine Normal University and a university, government, or agency in the
Philippines and another country, which provides for activities such as academic personnel
exchanges, student exchanges or overseas study programs, exchanges of materials,
collaborative research plans, or development or technical assistance programs.
Formal and Informal Partnership and Affiliation
Formal affiliations are agreements that involve continuing commitment of resources of a
Philippine Normal University unit in support of cooperative activities. There are three types of
formal agreements: institution to institution linkages, overseas study abroad involving the granting
of PNU credit, and contracts for services or technical assistance. Formal agreements must receive
institutional authorization by the President. This process is facilitated through the Center for
Linkages and Extension Services as outlined herein.
Direct collegial relationships among faculty members, administrators, and/or students of
two institutions are informal affiliations and do not require institutional authorization. However,
participants in such relationships are encouraged to inform the Center for Linkages and Extension

Services in order to maintain an accurate data base of the extent of PNUs international and
national activities. Social Science faculty members may also seek advice and assistance from this
office and the Office of the Vice President for Planning, Research and Extension forging such
relationships.
Components of a Memorandum of Agreement (MOA)
Written agreements are required for all international affiliations that commit institutional
resources. Careful consideration should be given to the public statement made by the signing of
such agreements. The signing of documents simply for presentation or ceremony, or for inclusion in
a long list of linkage agreements under which no substantive activities are envisioned, is
discouraged.
Each formal international affiliation authorized by Philippine Normal University must contain a
statement outlining the way in which the agreement contributes to the teaching, research, or public
service mission of the University. This statement may be appended to the agreement, rather than
incorporated into its text. Potential categories of international agreements include:

A plan of operation

A timetable for specific activities should be included, if appropriate

A designation of responsible officials at each institution for the on-going management of


the affiliation

A description of the specific projects or exchanges which are to be carried out under the
agreement, if these have been negotiated prior to the signing of the agreement. These
descriptions should outline the mutual benefits, responsibilities, and obligations (i.e.
scholarships, facilities, financial support) of both parties to the agreement.

A review and termination clause. This clause should state the beginning date of the
agreement and describe the intervals at which the agreement will be evaluated, how it can
be changed, and how it can be terminated/or when it will end. Backing out of a
commitment or terminating a relationship can be awkward. A design that allows for review
and renegotiation after a specified period of time is therefore essential. The review process
is managed through the Center for Linkages and Extension Services with each agreement
being reviewed every five years.

Every signed document should clearly state the intentions of the parties and should define any
terms that require clarification. Two original copies of each agreement should be produced and
signed by all concerned parties. Each institution should retain one original copy. It is strongly
suggested that both parties agree to sign two versions of each agreement, one in English and one
in the national language of the partner institution. It is important that signature lines be provided for
the highest administrative officers, i.e. the President of Philippine Normal University and the
comparable official in the partner institution; and the officials at each institution responsible for the
maintenance of the agreement.

Implementation plans are the specific program arrangements providing for transfer of
information, faculty, staff, and/or students between the institutions for education, research, or
related activities, which would include the number of persons involved and the lengths of their
visits. Implementation plans confirm activities for a defined period of time, no longer than five
academic years. Separate implementation plans may be developed for more than one campus,
school, or department under the terms of an institutional Memorandum of Understanding. The
following offices are involve for the delivery of the linkages and partnership program.

Office of the University President


The Office of the University President is committed to the fulfillment of the universitys
vision, mission and goals. It is responsible for the implementation of the university
programs based on the four commitments namely: quality education and excellence,
knowledge creation and application, a culture of sharing and service and, growth,
efficiency and excellence.
The University President carries out the general policies laid down by the Board of
Regents and the power to act within the limits of the said general policies. The Office of the
President has also the general supervision of all business matters as well as administrative
and financial operations of the University.
The Office of the Vice President for Planning, Research and Extension
The Office of the Vice President for Planning, Research and Extension (OVPRE) is
committed to advancing the scholarship, research, extension and practice of teacher
education and organizational learning in the Philippines and abroad.
OVPRE shares the universitys commitment to leadership and excellence in teacher
education, and believes in the transformatory nature of education as an institution for the
development of the Philippines and the preservation of our cultural traditions and values.

and generate scholarship aimed at furthering a critical understanding of education and its

The University Linkages & Extension Council
The University Extension Council is the policy making body on extension programs of the
university. It is responsible for providing the overall framework in setting up the universitys
extension structures, priorities, directions and programs. It is also in charge of advancing
the universitys role in excellence and leadership in education through advocacy, linkages,
and community services, alumni and media relations.
Functions of the Council:

To develop the universitys extension agenda relevant to advocacy, linkages,


community services, alumni and media relations;

To provide directions for the extension activities of the university;

To set the structures for the extension programs of the university;

3.2.4

to identify and coordinate with the university personnel financial and technical
resources among units, department, centers, colleges and campuses of the
university and other agencies that can be mobilized to support the institutional

to define the mechanics for evaluation and approval of individual, departmental,


college-wide and university-wide extension proposals based on identified priorities
and logistical prerequisites;

The VP for Planning, Research and Extension shall be the Chair of the Extension Council.
The Chair shall be responsible for the over-all management, implementation and
evaluation of the universitys extension programs.
The President, Vice President for Academics and the Vice President for Administration,
Finance and Development shall be the consultants of the Council on matters inherent and
relevant to their respective offices.
The Director for the Center for Linkages and Extension Services shall be the vice-chair of the
Council. The Vice-chair shall, in the absence of the Chair, coordinate and monitor the
implementation of the universitys activities relevant to advocacy, linkages, extension, alumni
relations and media relations.
The College Deans, the Campus Directors and the Directors of university-centers as
members shall provide the Council with the extension-related inputs from their respective
colleges, campuses and centers. The members shall be responsible for the
implementation and evaluation of the universitys extension agenda in their respective
colleges.
The Extension Council meets once every semester. All records of the Council will be kept
in the Office of the Vice President for Planning, Research and Extension.
All communications, proposals, projects and programs which require approval of the
Extension Council shall be coursed through proper channel.

The Center for Linkages and Extension Services (CLES) is the implementing
arm of the Extension Council. In addition to its regular functions, the Center, in
relation to the Council

Specifically, the Center aims to:


a. establish linkages with other academic institutions in the national and
international level through networking, scholarships/fellowships, people to
people exchange, twinning programs, and other related mechanisms;
b. strengthen the universitys extension programs geared toward sustainable
community development with the involvement of the various stakeholders
in the university and the community;
c. collaborate with government agencies and non-government organizations
on programs relevant to quality and excellence in education;
d. institutionalize collaborative projects with the alumni and the university;
e. enhance the image of the university through media and publicity related
activities.
3.4.4 The Programs of the Center
3.4.4.1 Advocacy Program. The goal is to develop and strengthen the social awareness
and analysis of the university community on issues of local, national and international
concerns. The Center organizes opportunities and venues where faculty, students and staff
may express and exchange insights on various areas of concerns.
3.4.4.2 Linkages. The Center establishes and links with academic institutions to support
academic programs of the university. To advance the universitys role in excellence and
leadership in education, the Center facilitates networking and twinning programs with other
Teacher Education Institutions (TEIs) nationally and internationally. It also links with nongovernment organizations, foreign embassies, professional organizations and other local

and international civil societies for collaborative projects relevant to quality and excellence
in education.
3.4.4.3 Community Services. Members of the university community are
encouraged to volunteer their time and talent to serve the marginalized and /or
less privileged sectors of the society. To do this, the Center plans, organizes and
manages educational and socio-cultural programs with the depressed
communities in various means including the universitys National Service
Training Program (NSTP), literacy and livelihood projects and education
programs of the Students and Educators for Empowerment and Community
Development (SEED) the student arm of the Center and other relevant
voluntary

activities geared

toward

promoting

community

sustainable

development.
3.4.4.4 Alumni Relations. To enhance the universitys capability building efforts,
the Center establishes and sustains relationship with the alumni of the university
collaborative activities and projects. It coordinates with the Philippine Normal
University Alumni Association in maintaining networks with alumni in the
teaching profession. It also facilitates cooperation with alumni who are not in the
teaching profession. Likewise, the Center institutionalizes collaborative projects
between the alumni and the university.
3.4.4.5 Media and Publicity Relations. To enhance the image of the university
in the national and international context, the Center performs media and
publicity related functions of disseminating information on various major plans,
accomplishments and activities of the university. It coordinates with print,
broadcast and television media in promoting media literacy among the various
stakeholders of the university.
3.4.5 The Director and Staff of the Center

The Center Director. A full-time faculty is designated as Director of the Center.
S/he renders forty-hours a week service, on a vacation/sick leave basis. The
Center Director is responsible for the management, operations and other activities
of the Center and reports directly to the Vice President for Planning, Research and
Extension.
The Director has the following duties and responsibilities:
a. plans, organizes and supervises the implementation of the university
extension agenda;
b. develops extension agenda in coordination with the office of the Vice
President for Planning, Research and Extension and the Extension
Council;
c. prepares university proposals for submission to government and other
funding agencies/institutions, both national and international;
d. coordinates extension activities in the different colleges, departments and
units of the University;
e. conducts

extension

activities

in

collaboration

with/or

funded/

commissioned by other government and civil societies, both national and


international;
f.

prepares and submits report on the university extension activities to the


Office of the President --- through the Vice President for Planning
Research and Extension.

3.4.6 Center Extension Faculty


Full-time faculty members may be assigned at the Center as full time extension
workers. They compose the Centers staff and are under the direct supervision of the

CLES Director. The CLES Faculty members are given three (3) non-teaching loads and
two (2) teaching loads.

Specifically, their duties and responsibilities include the following:


a. assist the Director in planning, developing and implementing extension program
b. develop extension proposals relevant to academic and non-academic linkages,
community extension services, alumni relations and media relations;
c. coordinate with College Extension Unit Coordinators on implementation of various
extension activities, be they university-wide and /or college wide;
d. participate in extension activities in collaboration with the partner institutions of the
university;
e. submit periodic progress report of assigned extension projects/ programs;
f.

perform other functions as assigned by the Vice President for Planning, Research
and Extension and the Director of CLES;

g. The Center is assisted by a secretariat/administrative until whose duties include all


clerical jobs, taking charge of all communications, records and other related
functions.
3.4.8 The College Extension Units and Coordinators
Each College, including the Center for Teaching and Learning of the College of
Education and the Office of Student Affairs and Student Services, shall have an Extension
Unit.
The Extension Units shall be the implementing arm of their respective
colleges/offices for the operation and management of their extension activities and
programs.

The Extension Units are headed by a Coordinator is in charge of supervising and
coordinating all extension activities of their respective colleges/offices. The Extension
Coordinator is directly under the College/Office Dean and is entitled to two (2) release
periods.
The duties and responsibilities of the Extension Coordinator are as follows:
a. develops/ prepares extension agenda/priorities of the college/office aligned
with the University Extension Agenda set by the University Extension Council;
b.

conducts and coordinates extension activities relevant to advocacy, linkages,


community extension services, alumni relations and media relations in the
college/office;

c. assists the faculty of the College/Office in the planning, implementation an


evaluation of extension programs;
d. keeps records and inventories of activities relevant to extension;
e. submits periodic monitoring reports of accomplishment including
annual report to the College Dean, copy furnished the Office of the Vice
President for Planning, Research and Extension and the Center for
Linkages and Extension Services;
f.

performs other related functions assigned by the College Deans.

Guidelines for Participation in National, Regional and International
Conferences/Seminars with University Financial Assistance
All full-time COS faculty members (both permanent and temporary), full time
administrative staff members and bonafide undergraduate students may
request for financial assistance for participation in national, regional and
international conferences/seminars/workshops/conventions. (refer to Appendix
__ for format). Faculty members, staff and students shall submit a formal
request for financial assistance addressed to the university President through
proper channels. All documents pertinent to the conference shall be attached
to the Letter of Request.
For OPEN invitations, the department/office/unit concerned shall determine the faculty
members/members, staff and/or students to be endorsed to participate in the
conference.
For DIRECT invitations, the faculty, staff and/or students concerned must comply
with the guidelines in seeking financial assistance.
Faculty members who intend to attend conferences during days with classes are
required to submit a make-up class form approved by their respective academic
department head and college dean. The participation of administrative staff
members shall be on official time basis. Excuse letters of students duly approved
by the faculty concerned have to be submitted along with other pertinent
documents for students intending to avail of this privilege.
Faculty members, staff and students shall be provided with financial assistance
depending on the availability of funds, ONLY ONCE for every Academic Year.
Faculty members, staff and students who have already availed of the university
assistance are still encouraged to participate in any other national/international
conferences for a second or third time at their own expense.
Availability of funds shall be determined by the Office of Financial Services of the
University consistent with existing government policies and regulations.

Financial assistance to faculty members shall be limited to the following:
1. for invited speakers/paper presenters in international conferences
(refer to Appendix ___ - Research Incentive Policy #1, Research Manual)
2. for participants in international conferences: up to $250.00
3. for paper presenters in national conferences: registration fee, transportation and
accommodation
4. for participants in national conferences: registration fee
All recipient of the financial assistance shall submit a written report within 30 days and
shall be required to make a presentation in a forum to be organized by the Center
for Linkages and Extension Services.
Financial liquidations shall be the responsibility of the recipients who have availed of
the assistance.
For documentation purposes, the Center for Linkages and Extension Services shall be
provide with a copy of the travel report and/or action plan of the recipient.
Faculty members, staff and students participating in national or international
conferences with funding from the organizing agency/institution are not entitled to
financial assistance from the university. They must however, request for official
travel of authority from the University President through proper channels.
Guidelines for Application for Scholarships, Fellowships and Faculty/Student
Exchange Programs Coordinated by the Center for Linkages and Extension
Services
4.3.1. The Center for Linkages and Extension Services shall disseminate information
on available opportunities for scholarships, fellowships and/or faculty/student
exchange program through the Deans and Directors of University Centers.

4.3.2. All faculty members and members of the administrative staff on full time and
permanent status may apply for any scholarship, fellowship and/or faculty
exchange program.
4.3.3. All bonafide students of the University are qualified to avail of any national or
international scholarship, fellowship and/or student exchange program through
the Office of the Dean of Student Affairs and Student Services in coordination
with the Center for Linkages and Extension Services.

4.3.4. Faculty members, staff and students who are willing to apply for scholarships,
fellowships or exchange shall signify their intention by writing officially to the
University President through Channels.
a. In the case faculty members, the letter shall be properly endorsed by their
respective academic department head, and college dean.
b. For members of the Administrative Staff, endorsement shall be made by
the immediate supervisor and the Administrative Office.
c. For students, endorsement from the Dean of the Student Affairs and
Student Services shall be made the necessary.
4.3.5. The Official Letter shall include the following:
a. the intent to avail of scholarship or fellowship or exchange program
b. all other necessary documents
c. endorsement of immediate Supervisor, Head or Dean
4.3.6. Faculty, staff and students shall be informed of the status of their application
through the Center for Linkages and Extension Services.
4.3.7. The faculty, staff and students may also apply for any scholarships and
fellowships on their own initiative.

IV. REASONABLE BUDGET


For the calendar year 2012, the University has allotted a reasonable budget in the amount
of Php827,500.00 for the Extension and Linkages Services of the College of Science. Said
budget is allocated for the Supplies and Materials, Training/Seminar Expenses, and Travelling
Expenses from both the General Fund (GF) and Special Trust Fund (STF). The aforesaid amount
is being shared by the Office of the COS (including the CSMT) and its five departments.
Specifically, the Extension and Linkage Unit has a share of 20% of this budget in order to sustain
the implementation of the extension services of its various programs.
Research and Extension Programs has the following funding source:
1. Fund 101 refers to General Appropriations Act (GAA)
2. Fund 164 (Special Trust Fund) refers to the budget of income that the university may
generate to include tuition fees, other fees, In-Service Trainings, LET Review and
other generating activities.

Both Funds composed of Personal Services (PS) and Maintenance and Other Operating
Expenses (MOOE).
Personal Services refers to the budget for salaries and other emoluments, based plantilla
positions assigned for Research and Extension Programs.
Maintenance and other Operating Expenses, on the other hand, refer to the expenses for
implementation of programs which includes supplies, transportations, communications, utilities
(lights, power, etc.)
The budget has been allotted down to the level of colleges for purposes of controlling and
responsibility accounting.
The College Deans has the responsibility to determine what priority programs are to be
implemented subject to the limitations of budget being allotted to their colleges.

V. PROVISIONS OF MATERIALS AND OTHER RESOURCES


The COS-Extension Unit has provision for material and other Resources. These can be
classified into human resources, office supplies, and financial resources. The human resource
includes the extension coordinator, the faculty volunteers, alumni volunteers, and the DBO
volunteers. All the faculty, alumni and DBO volunteers involve in the COS Extension Program are
specialists in the area of biological sciences, information and communication technology,
mathematics, physical sciences (chemistry, physics) and allied sciences (home economics and
nutrition and dietetics).
The office supplies are requested from the property office. This includes requests on
computer, printer, bond/specialty paper, ink, binders, pens, pentel pens, file boxes, clear books and
other material usually found in a typical office. The request should be approved first by the College
of Science Dean then forwarded to the Vice President for Administration, Finance and

Development. The Extension Unit has access to facilities of the COS Deans Office. The Deans
Office has computer, printer, and photocopying machine.
The Financial sources are already incorporated in the budget of the extension unit.
Some provisions are made to alumni and from graduate students for possible donations.
Fund raising activities will be made by each Department-Based Organization (DBO).

7. Awards of Distinction and Achievement/Grants of Linkages Program.


1. PNU as the National Center for Teacher Education by virtue of Republic Act signed by
President Gloria Macapagal Arroyo
2. PNU spearheaded the creation of the National Network of Normal Schools (3NS)
3. Grants from government and non-government agencies such as CHED, DEPED, DOSTSEI, REX Publishing House were received by PNU with budget allocation to implement a
