I.
COLLEGE OF SCIENCE
VISION
The College of Science shall be known as the primary Center of Excellence in teacher
education, research, and educational leadership in Science, Mathematics, Allied Sciences and
Information Technology in the Philippines.
MISSION
To develop committed, globally competitive, and research-oriented science, mathematics, allied
sciences, and ICT teachers and educational leaders imbued with positive humanistic values.
GOALS
To carry out its vision and mission, COS engages in:
1. Instruction
To prepare students to cope with the demands of the 21 st century to lead in addressing its
multi-faceted problems economic, social, political, and technological.

To create, analyze, and evaluate the ever-growing body of knowledge in science,
mathematics, allied sciences and ICT.

The 3NS was an offshoot of Dr. Defensors advocacy called Save the Future, Save the
Normal Schools. Dr. Defensor, a sister of Senator Miriam Santiago, was an alumna of West
Visayas State University. Of the original normal schools established by early American colonial
authorities, only PNU, Cebu, and Leyte have retained their names. The seven other member
schools have evolved into state universities as their academic programs have become
comprehensive.

A plan of operation
A description of the specific projects or exchanges which are to be carried out under the
agreement, if these have been negotiated prior to the signing of the agreement. These
descriptions should outline the mutual benefits, responsibilities, and obligations (i.e.
scholarships, facilities, financial support) of both parties to the agreement.
A review and termination clause. This clause should state the beginning date of the
agreement and describe the intervals at which the agreement will be evaluated, how it can
be changed, and how it can be terminated/or when it will end. Backing out of a
commitment or terminating a relationship can be awkward. A design that allows for review
and renegotiation after a specified period of time is therefore essential. The review process
is managed through the Center for Linkages and Extension Services with each agreement
being reviewed every five years.
Every signed document should clearly state the intentions of the parties and should define any
terms that require clarification. Two original copies of each agreement should be produced and
signed by all concerned parties. Each institution should retain one original copy. It is strongly
suggested that both parties agree to sign two versions of each agreement, one in English and one
in the national language of the partner institution. It is important that signature lines be provided for
the highest administrative officers, i.e. the President of Philippine Normal University and the
comparable official in the partner institution; and the officials at each institution responsible for the
maintenance of the agreement.

The Extension Council is composed of the University President, VP for Academics and VP
for Administration, Finance and Development as Consultants, the VP for Planning,
Research and Extension as Chairperson, the Director of the Center for Linkages and
Extension Services as Vice Chairperson, the College Deans, Campus Directors, University
Center Directors and College/Office Extension Coordinators as members.

3.4.4.4 Alumni Relations. To enhance the universitys capability building efforts,
the Center establishes and sustains relationship with the alumni of the university
collaborative activities and projects. It coordinates with the Philippine Normal
University Alumni Association in maintaining networks with alumni in the
teaching profession. It also facilitates cooperation with alumni who are not in the
teaching profession. Likewise, the Center institutionalizes collaborative projects
between the alumni and the university.
3.4.4.5 Media and Publicity Relations. To enhance the image of the university
in the national and international context, the Center performs media and
publicity related functions of disseminating information on various major plans,
accomplishments and activities of the university. It coordinates with print,
broadcast and television media in promoting media literacy among the various
stakeholders of the university.

4.3.4. Faculty members, staff and students who are willing to apply for scholarships,
fellowships or exchange shall signify their intention by writing officially to the
University President through Channels.
a. In the case faculty members, the letter shall be properly endorsed by their
respective academic department head, and college dean.
b. For members of the Administrative Staff, endorsement shall be made by
the immediate supervisor and the Administrative Office.
c. For students, endorsement from the Dean of the Student Affairs and
Student Services shall be made the necessary.
4.3.5. The Official Letter shall include the following:
a. the intent to avail of scholarship or fellowship or exchange program
b. all other necessary documents
c. endorsement of immediate Supervisor, Head or Dean
4.3.6. Faculty, staff and students shall be informed of the status of their application
through the Center for Linkages and Extension Services.
4.3.7. The faculty, staff and students may also apply for any scholarships and
fellowships on their own initiative.

Planning

4. A memorandum of agreement (MOA) is drafted an both

b. the participants of the program
c. the responsibilities of both parties

e. duration of the program/scholarship
f. terms of payment of fees, stipend of participants
g. responsibilities of the scholar upon completion of the
program.
Implementation of the Program
1. The program will take effect upon signing of the MOA
2. All the requirements stipulated in the contract will be
considered in the implementation. For example
1. Giving of entrance examination GCAT) and diagnostic test
to determine the preparation and capability of each
participant to the program ex. Proficiency test in English and
Filipino
2. Instruction based on the syllabus of the program and the
duration of the program
3. Giving of different assessment procedures (test)
performance based, task, demonstration activity) to
evaluate the program and the performance of the
participants.
Monitoring of the Program
1. The project director and the sponsoring agency monitor the
program in terms of attendance, some problems
encountered by the participants
2. Processing of stipend of the participants and other fees.
Evaluation of the Program
1. The participants evaluated the content of the program and
the process of implementation
2. The implementing agency in this case PNU evaluated the

announcements regarding the conduct of the competitive
examinations for teachers desiring to take the course.
2.Screen the applicants in terms of their educational
qualifications
3.Coordinate with PNU and sponsoring agency on all matters

teacher-examinees.
4.On the part of PNU, the project director and other faculty
concerned select and prepare the appropriate tests and
reproduce them according to the number of teacher
examinees.
