6939- The Cooperative Development


Authority
RA 6939 was formulated to realize the declared policy of the State under the
new Code on Cooperatives which provides for the creation of the Cooperative
Development Authority (CDA). The CDA is the agency task to implement the
program of cooperatives in the Philippines.
FUNCTIONS:

Formulate, adopt and implement integrated and comprehensive plans and


programs on cooperative development.
Develop and conduct management and training programs upon request of
cooperatives.
Support the voluntary organization and consensual development of activities
that promote cooperative movements and provide assistance towards
upgrading managerial and technical experience upon request of the
cooperative concerned.
Coordinate the efforts of the local government units and the private sector in
the promotion, organization, and development of cooperatives.
Register all cooperatives and their federation and unions including their
division, merger, consolidation, dissolution or liquidation.
Assist cooperatives in arranging for financial and other forms of assistance
under such terms and conditions as are calculated to strengthen their
viability and autonomy.
Impose and collect reasonable fees and charges in connection with the
registration of cooperatives.
Administer all grants and donations coursed through the government for
cooperative development, without prejudice to the right of cooperatives to
directly receive and administer such grants and donations upon agreement
with the grantors and donors thereof.
Formulate and adopt continuing policy initiatives in consultation with the
cooperative sector through public hearing.
Exercise such other functions as may be necessary to implement the
provisions of cooperative laws.

Purposes of the Cooperative Development Program

Facilitate redistribution of income and wealth;


It is a means for community development;
To systemize the development of cooperatives;
To give more opportunities to the poor.

Objectives of Cooperatives
The primary objectives of every cooperative is to provide goods
and services to its members and thus enables them to attain increased
income and savings, investments, productivity, and purchasing power and
promote among them equitable distribution of net surplus through maximum
utilization of economies of scale, cost- sharing and risk- sharing without,
however, conducting the affairs of the cooperative for charitable purposes.

A cooperative shall provide maximum economic benefits to its


members, teach them efficient ways of doing things in a cooperative manner
propagate cooperative practices and new ideas in business and management
and allow the lower income groups to increase their ownership in the wealth
of the nation.

Types of Cooperatives in the Philippines


Credit Cooperatives composed of persons who are bounded by common
interest.
Consumers Cooperatives composed of consumers residing in particular
community.
Producers Cooperative composed of skilled workers and craftsmen.
Marketing Cooperative cooperative that engaged in the sale of farm
products produced individually by member/farmer of their respective farms.
Service Cooperatives - cooperative that established by members to provide
themselves with certain services which would help ameliorate their life such
as medical care, hospitalization, housing, etc.
Multi-purpose Cooperatives combines two or more of the business activities
of those different types of cooperatives.
