C)PreBidQualificationCriteria(PQC)
ThebiddershallqualifythebelowPQCforsubmittingtheiroffer,failingwhichtheiroffershallnotbe
consideredtoevaluateforprovisionofmanpowerassistanceatRefineryorPetrochemicalorFertilizer
batteryarea.
1.1TheBiddershouldhavevalidPFandESIregistrationandshouldprovidedocumentaryevidencefor
thesame.
1.2 The Bidder should have successfully completed at least one job of providing of manpower
assistance or maintenance in Instrumentation/Mechanical/Electrical at Refinery or Petrochemicals or
FertilizerbatteryareainthelastFiveyearsprecedingthedateoftechnicalbidopeningandshallsubmit
copyofworkorderasdocumentaryevidenceforthesame.
Documentaryevidenceintheformofworkorder,completioncertificateetc.mustbesubmittedalongwith
theoffer.
D) The completion certificate, submitted by the bidder shall separately indicate the service tax amount
included in the executed value of completed job OR a separate certificate from the respective client,
mentioning the service tax amount if any, included in the executed value of completed job under
considerationshouldbesubmittedbythebidder.
E)IncaseServiceTaxamount/componentisnotspecifiedinthesubmittedcompletioncertificate,thenthe
amount equivalent to rate of applicable service tax for the subject tender shall be deducted from the
executedvalueofcompletedjobmentionedinthecompletioncertificatetoarriveattheexecutedvalueof
thecompletedjobwithoutservicetax.
OtherRequirement
*ProvidentFund&EmployeeStateInsurance(ESI):Theintendingbiddermustsubmitthedocument
evidencetowardsproofoftheirfirmsPFregistrationandEmployeestateInsurance(ESI)
*The contractor will ensure that all the contract workers engaged by him will open individual bank
accountinanyotherscheduledbanksandtheirpaymentofwagesandotherdueswillbemadetothe
respectivebankaccountsbytheContractor.
However, in case of one time, shutdown and emergency jobs wherein it is not possible for the
Contractortomakepaymentofwagestothebankaccountofcontractworkers,theabovecalusewill
notbeapplicable.
* Tenders without Earnest Money will be rejected. However, Micro & Small Enterprises (MSEs)
registeredwithanyauthorisedagencyspecifiedbyMinistryofMSME(asperMSMEDevelopmentAct,

2006)fortheitemsofjob/workasdefinedinthetenderandareexemptedfrompaymentofEMD.The
registration certificate must be valid as on bid submission date of the tender. The successful bidder
should ensure that the same is valid till the end of the contract period. Again, Public Sector
UndertakingofCentral/StateGovernment/JVofIOCLareexemptedforpaymentofEMD.
*The preference to MSEs including exemption of payment of EMD is not applicable for works
contractswheresupplyofgoodsnotproducedbytheMSEsisalsoinvolved.
* IOCL reserve the right to allow price preference to Micro & Small Enterprise (MSEs) vide public
procurementpolicyMSEsorder2012(Micro,SmallandMediumEnterprisesDevelopmentAct,2006).
* The MSEs who have applied for registration or renewal of registration with any of the
agencies/bodies specified by Ministry of MSME, but have not obtained the valued registration
certificateasonbidsubmissiondatearenoteligibleforexemption/preference.

contractorsortoawardonlypartoftheworkorannulthetotalbidprocesswithoutassigningany
reasonwhatsoever.Nocompensationispaidfortheeffortsmadebythecontractorincasetendering
processisabandonedbyIOCLGR.
*PrevailingGovernmentguidelinesregardingPurchasePreferenceshallbeapplicable.
*Thebiddershallbearallcostsassociatedwiththeirbidincludingcostsandexpensesrelatingtothe
visitstothesiteetc.andIOCLGRwillinnocasebeliableforthesecostsregardlessoftheoutcomeof
thebiddingprocess.
