OPERATI NS FOR PUBLIC UTILITY JEEPNEYS COMING FROM
THE M NICIPALITIES OF OTON, SAN MIGUEL, LEGANES
AND s! A. BARBARA, WITHIN THE TERRITORIAL
JURISDICTION OF ILOILO CITY

, Article III, Section 458 (5), of Republic Act 7160, otherwise

known as the Loe Government code of 1991, empowers the Sangguniang Panlungsod:

v. To regulate the use of streets, avenues, alleys, sidewalks,

bridges, p rks and other public places, and approve the construction,
improvem nt, repair and maintenance of the same; establish bus and
vehicle sto s and terminals .or regulate the use of the same by privately
owned ve . ic/es which serve the public; regulate garages and the
operation ~f conveyances for hire, designate stands to be occupied by
public veh,c/es when not in use; regulate the putting up of signs, sign
posts, awn~ng and awning posts on the streets; provide for the lighting,
cleaning, dnd sprinkling ofstreets and public places.

vi. I To regulate traffic on all streets and bridges; prohibit

encroach~ents or obstacles thereon and, when necessary in the interests
of public :welfare, authorize the removal of encroachment and illegal
constructibn in public places. "

WHEREAS, Article I, Section 2 of Regulation Ordinance No. 2004-268,
otherwise knowtj as the Revised Perimeter Boundary Ordinance, states that this
ordinance shall control, as far as it applies, the establishment of perimeter boundaries
for provincial public utility vehicles; to control and regulate the traffic inflow and

outflow, parking,: loading/unloading of passengers and cargoes in designated parking
areas and to pena~ize traffic violators, in the City of Iloilo.

WHERE,~.S, Article II, Section 3 (m) of the Revised Perimeter Boundary
Ordinance, definds a provincial PUJ as a public utility jeepney with a seating capacity of
12 to 32 passeng rs excluding driver, which point of origin are those coming from any
municipality, wh h under this ordinance are regulated, restricted and/or prohibited to
gain entry in the ity of Iloilo.

WHERE S, Article VII, Section 24 of the Revised Perimeter Boundary

Ordinance states that mobile provincial public utility jeepneys such as Oton, San
Miguel, Sta. Barlj>ara and Leganes shall have its specific route under the New Route
Ordinance as ma~ be approved.

WHERE~S, the Technical Working Group (TWO) for the Preparation of the
Initial Draft of th/e Iloilo City Transport and Traffic Management Master Plan, created
by virtue of Exetjutive Order No. 30, series of 2007, recommends to the Sangguniang
Panlungsod the ehactment of an ordinance defining the specific routes of operation of
the Municipalitie~ of Oton, San Miguel, Leganes and Sta. Barbara in the City of Iloilo
without encroach~ng on the route of operation of city loop jeepneys, in accordance with
the scope and intqntion of Regulation Ordinance No. 2004-268 or the Revised Perimeter
Boundary Ordinapce.

WHEREAS, to date these above mentioned municipalities do not have specific

routes of operatio' in the City of Iloilo under the New Route Ordinance.

NOW, T EREFORE, be it ordained by the Sangguniang Panlugnsod of Iloilo

City, that:

Section I - For Provincial Public Utility Jeepney with Public Utility Jeepney
PASSES, the fo, lowing are the specific routes of operation within the territorial
jurisdiction of Iloflo City:

Upon entring the Southern '"Perimeter Boundary Area of Iloilo City they shall
pass thru Osme~a Street, proceed to Melocoton Street towards Avancei'ia Street, right
tum to Lopez Jadna Street, left tum to M.H. del Pilar Street. In going back, they shall
tum left to San :Marcos Avenue, then Avancei'ia Street, Melocoton Street, Osmei'ia
Street, and back tr the Municipality of Oton.

SANMIGUEL\

Upon entbring the South-Central Perimeter Boundary Area of Iloilo City they

shall pass Guzman Street until Plaza Mandurriao, proceed to R. Mapa Street, turn left to
Airport Road, pr6ceed to Airport Spur Road, turn right to West Diversion, tum left to El
98 Street, tum right to E. Lopez, tum right to M. Jalandoni Street, tum right to Burgos
Street, tum left tq Claudio Street, turn right to Mercado Street, tum left to El 98, right to
West Diversion, left to Airport Spur Road, right to Q. Abeto Street, proceed to Rizal
Street, proceed td Guzman Street towards the Municipality of San Miguel.

LEGANES VIAIBENIGNO A UINO HIGHWAY

From the Municipality of Leganes shall traverse the stretch of McArthur Drive
passing Baranga s Buntatala, Tagbak, Balantang, Buhang, MV Hechanova, Quintin
Salas, Tabuc Su a, proceed to Simon Ledesma Street, tum left to Lopez Jaena Street,
tum right at Jaro laza and proceed to El 98 Street, tum left to Benigno Aquino Avenue,
pass by SM City jPassenger Lounge, tum right back towards Benigno Aquino Avenue,
proceed to Infantp Avenue, upon reaching Baluarte, tum left towards Tanza. In going
back, tum left iq the direction of Infante Avenue and turn right thereat, proceed to
Benigno Aqunio !Avenue, turn right Jalandoni Street (Jaro), tum left to Commission
Cicil Street, tum tight to Washington Street, back to the Municipalityof Leganes.

LEGANES - L~ PAZ

From the Municipality of Leganes shall traverse the stretch of McArthur Drive

Upon ent ring the Central Perimeter Boundary Area, shall pass Lopez Jaena

Section 2.i - All provincial public utility jeepneys under this ordinance shall have
permanent sign toutes from its origin to its destination which shall conform to its
franchise duly ibsued by the Land Transportation Franchising Regulatory Board

(LTFRB). I
Section 3.f- PROHIBITIONS
I
a) It sha'l be unlawful for any person driving a Provincial Public Utility
Jeepney under this Ordinance to pass any street other than its designated
route ~f operation in the aforementioned streets in Iloilo City, as provided in
this ordinance. However, these prohibitions may be suspended in case of
emerg~ncy.

b) It shaf l be unlawful for any person driving a Provincial Public Utility
Jeepney under this Ordinance in Iloilo City, to refuse to convey its
passe~gers bound to their destination as provided for in its respective routes
of opetation, under this Ordinance.

c) The Qhief of the Traffic Management and Engineering Unit (TMEU) is

authoqzed to suspend the routes of operations of Provincial Public Utility
Jeepnqys under this Ordinance, in part, or its entire route within the duration
of anyjemergency and temporarily designate its alternative route.

d) ial Public Utility Jeepneys under this Ordinance shall be allowed to

load passengers only at designated loading/unloading areas.

e) Provi ial Public Utility Jeepneys under this Ordinance shall not be allowed
to p and wait for passengers, except at their designated Perimeter
Bountrr Terminal.

Section 4. rENALTY CLAUSE

a) Excep~ for Section 28 (b), other penalties as provided for under Section 28 of
Regul~tion Ordinance No. 2004-268 and other Traffic Ordinances shall
apply ~der this ordinance.

b) Violatibn by any person driving Provincial Public Utility Jeepney under this
Ordinance p~sing any street other than its designated route of operation
under ~is ordinance is subject to a fine of Three Hundred Pesos (P300.00).

c) Any person driving a Provincial Public Utility Jeepney under this Ordinance
who rJfuses to convey passengers to their destination within the route of
operatibn of the said Provincial Public Utility Jeepney is subject to a fine of
Three i!undred Pesos (P300.00). In case of insolvency he shall be subject to
an imptisonment of Three (3) days.

d) Violatiln of Section 2 of this Ordinance is subject to a fine of Three Hundred

Section r-

REPEALING CLAUSE

All othet existing ordinances, executive orders, resolutions, regulation or parts

thereof, in conflfct with the provision of this Ordinance are hereby repealed and revised.

Section ~- - SEPARABILITY
I
If any ptovision of this Ordinance or the application thereof, to any person or
circumstance is held invalid, the remainder of the Ordinance, and the application of such
provision to oth~r person or circumstance shall not be affected thereby.

Section l EFFECTIVITY
1

This Ord!inance shall take effect after its publication in a newspaper of general
circulation in th~ City and Province of Iloilo.
