CITY WIDE FULL SCALE EARTHQUAKE AND TSUNAMI EXERCISE

1st DAVAO CITY SHAKE OUT DRILL


JULY 14, 2017 0900H

Goal of the Exercise

The goal of the exercise is to develop disaster resilience by the conduct of


the 1st City Wide Full Scale Earthquake and Tsunami Drill anchoring on the
preparedness capabilities of Davao City.

Objectives of the Exercise

General:

This exercise aims to evaluate the preparedness level of the people of


Davao City and the Davao City Disaster Risk Reduction and Management
Council (DCDRRMC) in the event of a strong earthquake and tsunami. The
exercise also aims to develop coordination and cooperation of the different
response agencies (private & public organizations and other institutions) in the
City during early warning, evacuation and sheltering phases.

Specific:

1. To practice Duck, Cover and Hold technique during the earthquake


phase;
2. To conduct orderly and timely evacuation procedures;
3. To practice the on-scene management system (Incident Command
System) and the inter-operability with the Emergency Operations Center
(EOC);
4. To test the early warning sirens of the City, communities and existing
establishments;
5. To conduct first responders evacuation to their alternate sites of operation;
6. To test the alternate communication systems;
7. To assess the suitability of the alternate site/s or evacuation area/s;
8. To involve vehicle operators and drivers to test their actions during
earthquake and evacuation phase;
9. To test the Davao City Earthquake and Tsunami Response Plan.

Assumptions

With the occurrence of a large magnitude earthquake along Davao


Oriental, it is now incumbent upon the different stakeholders in the City to devise
plans in order that the hazards brought about by this Earthquake and possible
Tsunami will be addressed in order to save lives and reduce, if not eliminate,
suffering and ultimately to avoid the occurrence of societal disorder.
It is in this aspect that the Davao City Disaster Risk Reduction and
Management Council (DCDRRMC) has initiated the conduct of a City Wide Full
Scale Earthquake and Tsunami Exercise dubbed as the 1st City Wide Shake Out
Drill to test the different mechanisms introduced by Republic Act 10121 through
the National Disaster Risk Reduction and Management Framework to have a
Safer, Adaptive and Disaster Resilient Davao City Communities Towards
Sustainable Development.

Scenario #1:

At 9 o clock am, July 14, 2017, a 30 second strong earthquake with an


Intensity of VII was felt around Davao City.

Mechanics #1:

At exactly 0900H Philippine Standard Time (PST), all participating agencies,


barangays and communities will conduct a synchronized earthquake drill.
BDRRMC, DAT, CERT Teams or anyone can use their WHISTLES, public
address systems with an audio file of an actual earthquake or a voice
command of Duck, Cover and Hold synchronizing with triggering time at
0900H PST. This can be done within the ground shaking period.
Everyone inside a structurally strong building should perform the Duck,
Cover and Hold technique and stay in that position until the ground
shaking stops. If outside or in open areas, perform the Crouch and Tuck
Head technique and stay in that position until the ground shaking stops.

Scenario #2:

After 30 seconds, the earthquake has stopped.

Mechanics #2:

Occupants inside the building will perform full evacuation procedures of


their establishments towards their designated evacuation areas.
Once in the evacuation/safe areas, everyone must do head count to
account everyone and report to the BDRRMC, DAT and CERT Team Leader.
Davao City DRRMO instantly gave out a radio broadcast with a code of
EXODUS! EXODUS! EXODUS! and activated the City Wide Alarm System
(Wavering Tone) for 3 minutes alerting everyone to the strong likelihood of
a tsunami.
Barangays near the coastal areas shall simultaneously activate their
tsunami alarm systems for 3 minutes with a wavering tone to warn everyone
and initiate their tsunami evacuation procedures and proceed to their
designated evacuation areas / camps.
Upon hearing the City Wide Alarm System (Wavering Tone) activated,
residents of the coastal barangays, schools and establishments will
immediately bring out their emergency grab kits and proceed to their
designated tsunami evacuation areas / camps following their pre-
determined tsunami evacuation routes.
Once in their designated evacuation areas, the BDRRMC (barangays) and
the DAT (establishments) must facilitate in the accounting of everyone in
the evacuation areas/camps.
The DCDRRMO - DOC will initiate its Tsunami Evacuation procedures to
ensure continuity of operations at their pre-determined alternate site of
operations. The DCDRRMC members who are at risk for tsunami must
perform a full evacuation of their facilities and set up an alternate site for
operations on their pre-determined location.
Other response agencies (both local and national) and volunteer
responders will also conduct their own full evacuation from their operations
center together with their response equipment towards their pre-
determined alternate site of operations.

Scenario #3:

The Philippine Institute of Volcanology and Seismology (PHIVOLCS)


monitored the situation and located the epicenter of the Magnitude 8.2
earthquake off the coast of Gov. Generoso, Davao Oriental with a depth of
10kms (Based on actual and historical event recorded on April 15, 1924
PHIVOLCS). PHIVOLCS gave a Tsunami Alert 5 minutes after the earthquake for all
the coastal areas near the epicenter of the earthquake.

Scenario #4:

Upon reaching their designated alternate site of operations, the Davao City
DRRM Office Disaster Operations Center (DCDRRMC DOC) will immediately
set-up their Emergency Operations Center In the Field (EOC-ITF) together with
the Incident Command Post (ICP).

Mechanics #4:

Upon establishment of the Emergency Operations Center In the Field


(EOC-ITF), the radio communications operator will broadcast the location
and status of the EOC-ITF.
The DCDRRMC members, response agencies and volunteer responders will
check-in at the ICP together with their response team and equipment. If
unable to check in at the EOC-ITF thru the ICP, responders can report via
radio communications.
During reporting of resources and equipment, responders will utilize the
Green Light System (Green = Good; Yellow = Damaged but still usable;
Red = Totally Damaged).
The BDRRMC Officers (Barangays) and DAT Team Leaders (Establishments)
will report to the ICP via radio communications regarding pertinent data of
the evacuation procedures (location and status of evacuation area;
number and status of disaster survivors; status of response equipment
utilizing the Green Light System; actions and interventions done).
Hospitals will report to the EOC-ITF thru the ICP via radio communications
regarding status of the hospital (damage incurred; current number of
admitted patients; location and status of alternate site of operations if
activated). Hospitals near the coastal areas must initiate their own tsunami
evacuation procedures.
The EOC-ITF will constantly contact and update the RDRRMC XI thru OCD
XI - Operations Center regarding the incident and interventions done.
Scenario #5:

10 minutes later, several monitoring stations have reported lowering of the


sea level in the coastal areas of Davao City, a cardinal sign of an approaching
tsunami.

Scenario #6:

5 minutes after the tsunami struck, the damage of the tsunami is visible.
Almost one (1) kilometer of coastal area has been inundated by tsunami waters.
A 15 second aftershock has also been felt triggering the collapse of some
buildings and leaving some houses and buildings on fire.

Mechanics #6:

During the 15 second aftershock, everyone should perform the Duck,


Cover and Hold or Crouch and Tuck Heads techniques.
After the occurrence of the aftershock, checked-in fire crews with their fire
engines will be dispatched to the areas with fire incidents while checked-
in SAR teams will be dispatched to the areas with persons trapped in
collapsed structures.
Dispatched resources will periodically update the EOC-ITF thru the ICP
regarding their response operations.
Rapid Damage Assessment and Needs Analysis (RDANA) teams will be
dispatched to conduct RDANA to disaster stricken areas.
The EOC-ITF will establish a Common Operating Picture (COP) based on
the incoming data from the dispatched resources.
Victims extricated by the SAR Teams will immediately be sent to the nearest
medical facility (hospital or field medical station) for emergency medical
care.

Scenario #7:

Due to the number of injured disaster survivors, a Field Medical Facility has
been established to cater to the huge number of victims needing treatment for
their injuries.

Mechanics #7:

City Health Office will establish a Field Medical Facility to cater to the huge
number of disaster survivors needing treatment for their minor injuries.
Other hospitals will send teams to assist in the Field Medical Facility.
Victims with minor injuries will proceed to the different hospitals looking for
treatment for their injuries.
A steady influx of ambulances and rescue vehicles continue to pour in
injured victims from ground zero to the Field Medical Facility.

Scenario #8:

With the response operations ongoing and the consistent updates from the
different responding agencies, the EOC-ITF has started to establish a Common
Operating Picture (COP) of the disaster.
Mechanics #8:

All updates and information from the different responding agencies are
logged and recorded by the radio communications operator.
A RDANA Report has been initially established by the RDANA Teams and
forwarded to the EOC-ITF.
Personnel at the Field Medical Facility will report to the ICP regarding the
status of the facility, number of patients catered and response teams
operating on the Field Medical Facility.
Response teams who have terminated their rescue and fire operations shall
report back to the ICP and wait for further instructions for deployment.
The Communications Unit of the ICP shall continue to update the Regional
DRRM Council XI thru OCD XI Operations Center of the situational report
(SitRep) of the ongoing disaster and response operations.

Scenario #9:

Due to the magnitude of the disaster, the Davao City DRRM Council is
overwhelmed by the incident and now calls for assistance from the Regional
DRRM Council XI.

Mechanics #9:

The EOC-ITF contacts the RDRRMC XI for assistance from the National
Government Response Agencies (NGAs).
The RDRRMC XI activates the Regional Incident Management Team (RIMT)
to augment the current operations of the Local Incident Management
Team (LIMT) at the EOC-ITF.

Scenario #10:

The activated Regional Incident Management Team (RIMT) arrives at the


ICP and a turn-over of command transpired at the EOC-ITF between the LIMT and
RIMT.

NOTE: This is the trigger for the termination of the City Wide Full Scale Earthquake
and Tsunami Exercise.

Mechanics #10:

Team Leaders of all participating agencies shall proceed to Almendras


Gym by 1400H for the post-exercise evaluation.
The City Wide Siren will be activated for 3 minutes in a Steady Tone
triggering the ALL CLEAR signal informing everyone that the drill has been
terminated.
