1 - Monetary benefits

1.1 Salary

The pay structure of various cadres of employees as per the VI pay commission is
given below

(*) The existing scale of pay of Ministerial Superintendents (Rs.5700-9200) including


interchangeable posts has been upgraded as proposed in Group No.17 above

(**) The promotion posts to the Ministerial Superintendents viz. Tahsildars, Block
Development Officers etc., presently in the scale of pay of Rs.6500-10500 has been
upgraded as proposed in Group No.18 above

Further the state Government employees salary is revised once in a year and
annual increment is given based on the basic pay. The employees also get revision in
their DA twice in a year i.e., on Jan 1 and July 1 to meet the increasing cost of living.

1.3. Pongal Bonus

1.4. Other allowances

Other than the above said dearness allowance, the employees are entitled to
receive various allowances which are listed below:

1.4.1. House Rent Allowance (HRA)

1.4.2. City Compensatory Allowance (CCA)

Note: In case where the revised rate of city compensatory Allowance falls short of
double the rate in the existing quantum of CCA due to revised pay ranges in such
cases the quantum of CCA shall be actually doubled.

1.4.3. Security Compensatory Allowance (SCA)

The Government servants who handle cash are expected to give a


fidelity guarantee to insure against any future loss/theft during the period of service.

1.4.4. Conveyance Allowance for physically challenged employees

1.4.15. Travelling Allowance


If any employee travels beyond 8 kms his office/headquarters for official work
he/she can claim actual conveyance charges and DA. If it is above 50 kms. full TA
including flat rate TA claims should be restricted to 20% basic pay in a month. The
drivers of Government vehicles are exempted from the ceiling and may be allowed
full TA

1.4.16. Daily Allowance


This allowance is given while employee is on official tour
For 0 to 6 hours - 30%of the DA
And 6 to 12 hours - 70% of DA
From 12 to 28 hrs - 100% per annum as per their departments

1.4.17. Incidental Charges: To carry luggage / local transportation on official tour

1.4.18. Transport Flat charges: To meet expenses arising due to transfer of job
location

1.4.19. Supervisory allowance: For the Assistants in Tamil Nadu ministerial service
for supervising three and more junior assistants Rs. 50 per month

1.5. Loans & Advances

It is to be noted that these Government servants are also eligible for various
kinds of loans & advances as given below.

1.5.1.Transfer Advance

During transfer of job from one location to another location, one month salary
can be availed as advance to meet transfer related expenses.

1.5.2.Advance for purchase of handloom clothes

Employees who have completed 5 years of service can avail the amount
equivalent to their basic pay and DA of a month ,as advance. The amount will be
recovered in 10 equal installments.

1.5.3.Festival Advance

A sum of Rs.5000 is granted as festival advance for the festivals like


Deepavali,Pongal,Onam, Milad-e-nabi, Bakrid,Easter ,Christmas, republic day and
independence day. The amount will be recovered in 10 equal installments from the
next month.

1.5.4. Advance for purchase of two wheeler or car

a) For purchase of car

(pay band 4 lakhs & above) Rs.6 Lakhs

For pay band 3 Rs.5 Lakhs

For better pay band 3 Rs.3 Lakhs

b) For purchase of two wheeler /motor cycles

Rs.50,000/- granted for purchasing fresh two wheelers

1.5.5.Education Advance

For educating children of the employees this advance can be availed as


given below

1. For technical education in (like BE/B/Tech) Rs2500 per year


2. For Arts & Science education & Polytechnic Rs.1500 per year

1.5.6. Marriage Advance

For those employees who have completed probation a sum of Rs.6000 can be
availed for their male children and Rs.10,000 for their girl children, as marriage
advance.

1.5.7.Cycle Advance

For those who completed 5 years of service can avail Cycle advance.
Rs.1500/-is granted as advance which will be deducted in 40 installments. Once in
6 years this can be availed by a staff.

1.5.8.Advance for purchasing text books

For employees drawing a monthly salary of Rs.5200 & below (as per 4th
commission ) the entire cost of the books actually purchased by their children in the
school can be reimbursed.

1.5.9.Advance for TB, Leprosy & Cancer patients

If an employee is affected by TB or leprosy or cancer, Rs.1600/- can be


availed, which will be deducted in 18 installments

1.5.10.Advance for purchase domestic appliances from TANSI

For purchasing the domestic appliances like Steel Almirah , table, Electrical
equipments etc., from Government owned TANSI showroom Rs.8,000/- or two
months basic pay whichever is low can be availed. 12.5 interest will be charged for
this and it will be recovered in 10 equal installments.

1.5.11.Advance to purchase Winter Clothes

For Employees working in hill areas Rs.1000 is granted as advance to buy


overcoats, sweater etc.

1.5.12.Advance for purchase of Computer

All permanent employees can avail Rs.50,000/- as advance to buy computer


for their home. 10% interest will be charged.

1.5.13. Advance for Constructing House

Those who completed 6 years of service can avail 75 times of their basic pay +
DA as housing loan, up to a maximum of Rs.26 lakhs.

Interest chargeable for housing loan is

Up to Rs.55,000 - 5% Per annum

Rs.50,001 Rs.1,50,000 7% per annum

Rs.1,50,000 Rs,5,00,000 9% per annum

Rs.5,00,000 - & above - 10% per annum

1.5.14. Advance for Funeral Expenses

Rs.5,000/- will be provided to the family members of the diseased employee to


meet the funeral expenses. The amount will be deducted from provident fund
settlement.

Advances is also given to family members to return to their native place and
for transporting the dead body to the native town.

Children of the diseased are exempted from paying fees in the Government
institutions.

2. Non-Monetary benefits available to the Government servants

The respondents of this study do enjoy apart from the above said monetary
benefits other non-monetary benefits like different types of leaves and holidays,
which are listed below.

2.1. Kinds of Leave available for the Tamil Nadu Government employees

2.1.1.Casual Leave : 12 days per annum


2.1.2. Restricted / Religious leave : 3 days per annum
for Hindu/Christian/islam or other religions
2.1.3. Special CL : If employees wife undergoes
family Planning operation
7 days. If employees undergoes
family Planning operation 8 days
2.1.4. Special CL for Communicable disease : In case any of the family
member or the employee is
affected by RABIS 21 days
2.1.5.Special CL for sports & games
Employees can avail 30 days special leave in case if they participate in
National or international sports and games.
2.1.6. Compensatory Leave
A maximum of 20 days per year if an employee happens to work on
Government holidays and weekends to a maximum of 180 days.

2.1.7. Maternity Leave


For the permanent employees: 180 days. For temporary employees after
completing one year of service from the total no. of days earned leave accrued till the
date will be deducted and the remaining days can be availed.
For women employees in case of natural or voluntary abortion 6 weeks
leave can be availed.

2.1.8. Earned leave 30 days per year


2.1.9.Unearned leave on private affairs probationers Not eligible
0-10 years experience can avail 90 days.
Above 10 years of service 180 days going their entire service
2.1.10.Leave on Loss of Pay (LLOP) or Extra ordinary leave
Can avail a maximum of 60 days. If the leave exceed 60 days the case will be
referred to Medical board.
2.1.11. Study leave
Normally granted to gazette officers to study scientific and technical
problems or to undergo special courses inside or outside India. 12-24 months leave
can be availed with half pay.
2.1.12. Special disability leave
A maximum of 24 months, in case if any employee becomes disabled either
due to natural reasons or due to accident during their service .During that period full
pay for 120 days and half pay for the remaining period will be paid.
2.1.13. Hospital Leave
Any employee handling dangerous machinery, explosive materials, drugs
performing risky operations are entitled to 6 months leave in a block of every 3 years.
For the first 3 months full pay and for the next 3 months half pay will be paid.
2.2. Public Holidays
In addition to various aforesaid leave benefits the employees also enjoy in an
average 24 to 25 days in a year as Government public holidays. For example, the list
of general holidays for the year 2014-2015 is given below.

3. Social Security Measures

These Government employees are also eligible for the following social
security measures.

3.1.Provident Fund

Currently 12% of basic pay+ DA+Grade pay is deducted every month from
the salary and credited to PF account of every individual employee. As per the new
pension scheme employees joined from January 2003 have to pay 10% of their basic
pay+DA+grade pay as contributory provident fund. The fund thus collected is
handed over to the fund managers who will invest the money in share market and in
other investment avenues. The pension will be paid based on the profit made on the
investment instead of a fixed sum paid for the employees in the old scheme joined
service before 2003. The employee can avail 50-75% advance from his contributions

for various purpose like marriage, medical expenses, house construction, education
etc.

3.2.Gratuity

These Government employees are also entitle for gratuity as per the Gratuity
Act. The employees who have completed a minimum of 5 years of continuous service
are only eligible to receive the same. The gratuity amount is calculated as follows.
50% of the last pay drawn X number of years served.

3.3. Pension

Pension is one of the motivating factor for a candidate to join both central and
state government service. These Government servants in this study are provided with
pension benefits as per the pension policy and regulations available from time to time.

3.4 Medical Assistance/ benefits

Employees who have successfully completed the probation are eligible along
with their family members to avail this benefit. A sum of Rs.100/- per month can be
availed as medical allowance in their salary. The employees who are not applying for
the monthly medical allowance can claim the actual medical expenses incurred for
buying medicines and medical treatment to a maximum of 30% gross pay. As per new
medical insurance scheme of 2012 an employee can get medical insurance of Rs.4
lakhs for 4 years between 2012-2016

4. A summary of Retirement Benefits

The following 19 types of terminal benefits are available to an employee in the


event of retirement or death, while in the service.

1. Pension

2. Family pension in the event of death of the pensioner.

3. Service gratuity if the minimum qualifying service is less than ten years

4. Death cum retirement gratuity

5. Interest on delayed payment of gratuity if D.C.R.G is not paid within three months

6. Provisional pension /provisional D.C.R.G if sanction of pension D.C.R.G is


delayed due to administrative reasons

7. Re-employment in the case of teachers

8. Medical Reimbursement / Medical allowance

9. Commutation of pension

10. Health Fund Scheme

11. Encashment of E.L on the date of retirement/death

12. T.A to self and family to the native place (in the case of death also)

13. Advance of Rs.5000/- for meeting the funeral expenses in the event of death while
in service

14. To transport the death body to the native place to the event of death

15. Educational concession to the children of the deceased employee

16. Compassionate ground appointment in the event of death

17. Family security fund (Rs.1, 00,000)

18. Employees special provident fund (S.P.F) Rs.5, 000 and Rs.1, 00,000

19. Full pension

With effect from 1-4-1979, the age of retirement is 58 years for superior
service and basic service the age of retirement in 60 years. Full pension on completion
of 30 years of service.
