1 - Monetary benefits
1.1 Salary
The pay structure of various cadres of employees as per the VI pay commission is
given below

(**) The promotion posts to the Ministerial Superintendents viz. Tahsildars, Block
Development Officers etc., presently in the scale of pay of Rs.6500-10500 has been
upgraded as proposed in Group No.18 above
Further the state Government employees salary is revised once in a year and
annual increment is given based on the basic pay. The employees also get revision in
their DA twice in a year i.e., on Jan 1 and July 1 to meet the increasing cost of living.

For employees drawing basic pay below Rs. 5,000 . Rs. 3,000

Other than the above said dearness allowance, the employees are entitled to
receive various allowances which are listed below:

The Government servants are eligible for House Rent Allowance as given
below
Note: In case where the revised rate of city compensatory Allowance falls short of
double the rate in the existing quantum of CCA due to revised pay ranges in such
cases the quantum of CCA shall be actually doubled.

1.4.18. Transport Flat charges: To meet expenses arising due to transfer of job
location

1.4.19. Supervisory allowance: For the Assistants in Tamil Nadu ministerial service
for supervising three and more junior assistants Rs. 50 per month
It is to be noted that these Government servants are also eligible for various
kinds of loans & advances as given below.
1.5.1.Transfer Advance
During transfer of job from one location to another location, one month salary
can be availed as advance to meet transfer related expenses.
Employees who have completed 5 years of service can avail the amount
equivalent to their basic pay and DA of a month ,as advance. The amount will be
recovered in 10 equal installments.
1.5.3.Festival Advance

For those employees who have completed probation a sum of Rs.6000 can be
availed for their male children and Rs.10,000 for their girl children, as marriage
advance.
1.5.7.Cycle Advance
For those who completed 5 years of service can avail Cycle advance.
Rs.1500/-is granted as advance which will be deducted in 40 installments. Once in
6 years this can be availed by a staff.
For employees drawing a monthly salary of Rs.5200 & below (as per 4th
commission ) the entire cost of the books actually purchased by their children in the
school can be reimbursed.
For purchasing the domestic appliances like Steel Almirah , table, Electrical
equipments etc., from Government owned TANSI showroom Rs.8,000/- or two
months basic pay whichever is low can be availed. 12.5 interest will be charged for
this and it will be recovered in 10 equal installments.
Those who completed 6 years of service can avail 75 times of their basic pay +
DA as housing loan, up to a maximum of Rs.26 lakhs.
Advances is also given to family members to return to their native place and
for transporting the dead body to the native town.
Children of the diseased are exempted from paying fees in the Government
institutions.
The respondents of this study do enjoy apart from the above said monetary
benefits other non-monetary benefits like different types of leaves and holidays,
which are listed below.
2.1. Kinds of Leave available for the Tamil Nadu Government employees
Public Holidays-2015
These Government employees are also eligible for the following social
security measures.
3.1.Provident Fund
Currently 12% of basic pay+ DA+Grade pay is deducted every month from
the salary and credited to PF account of every individual employee. As per the new
pension scheme employees joined from January 2003 have to pay 10% of their basic
pay+DA+grade pay as contributory provident fund. The fund thus collected is
handed over to the fund managers who will invest the money in share market and in
other investment avenues. The pension will be paid based on the profit made on the
investment instead of a fixed sum paid for the employees in the old scheme joined
service before 2003. The employee can avail 50-75% advance from his contributions

for various purpose like marriage, medical expenses, house construction, education
etc.
3.2.Gratuity
These Government employees are also entitle for gratuity as per the Gratuity
Act. The employees who have completed a minimum of 5 years of continuous service
are only eligible to receive the same. The gratuity amount is calculated as follows.
50% of the last pay drawn X number of years served.
3.3. Pension
Pension is one of the motivating factor for a candidate to join both central and
state government service. These Government servants in this study are provided with
pension benefits as per the pension policy and regulations available from time to time.
Employees who have successfully completed the probation are eligible along
with their family members to avail this benefit. A sum of Rs.100/- per month can be
availed as medical allowance in their salary. The employees who are not applying for
the monthly medical allowance can claim the actual medical expenses incurred for
buying medicines and medical treatment to a maximum of 30% gross pay. As per new
medical insurance scheme of 2012 an employee can get medical insurance of Rs.4
lakhs for 4 years between 2012-2016

With effect from 1-4-1979, the age of retirement is 58 years for superior
service and basic service the age of retirement in 60 years. Full pension on completion
of 30 years of service.
